    Huaihua Bureau of Commerce: Striving to write a new chapter in Huaihua’s high-standard opening up

    The craze for studying and implementing the guiding principles from the 10th Plenary Session of the 6th CPC Huaihua Municipal Committee has swept Huaihua City. On December 10, the reporter learned from Huaihua Bureau of Commerce that immediately after the plenary session concluded, the bureau convened an extended meeting of the meeting of the Leading Party Members’ Group to communicate and study the guiding principles from the plenary session. In recent days, the bureau has, in conjunction with relevant departments, built a foreign trade service assistance team to conduct a two-week outreach initiative on foreign trade and economy, with an aim to tap into the city’s potential for foreign investment and trade growth and accurately address the development challenges faced by enterprises. The bureau also convened a city-wide conference on commerce and open economy, which centers around the implementation of the guiding principles from the plenary session, calls for all-out efforts to complete annual objectives, goes deep into the current economic landscape, and plans for follow-up work.    

    The plenary session draws up a blueprint and charts the course for Huaihua’s development at present and in the period to come. It especially sets clear guidelines to deepen reform and opening up and promote high-quality development, providing a fundamental principle and guidance of action for the city’s commerce work. The entire bureau will earnestly align thoughts and actions with the guiding principles from the plenary session, focus on major responsibilities and core businesses, take the upgrading of Huaihua International Land Port as the core driver, and strive to bring the city’s commerce work and open economy to a new level. To implement the guiding principles from the plenary session, the bureau will exert precise efforts in the following areas to achieve practical results.    

    The bureau will focus on channel upgrading and achieve higher-standard opening up. The bureau will apply for the establishment of the comprehensive cross-border e-commerce pilot zone, the bonded logistics center (B type), the customs-designated supervision site, among other platforms; deepen the integrated development of port, industry and city, promote the deep integration and development of channels, hubs, commerce, and industry, and accelerate the formation of a port industry system in which the port processing and manufacturing industry plays the principal role and the commercial services industry and modern logistics industry play the supplementary role; promote the regular, network-based, and brand-based operation of trains; build a cold chain-featured land port and a fresh product distribution and trading market; actively seek national policy support for smart port development and strive to build an AI-powered land port.    

    The bureau will focus on institutional opening up and foster a first-class business environment. The bureau will align with the requirement of “fostering a first-class, market-oriented, law-based and international business environment” and deepen reforms in the business sector; work with the customs, railway, and other authorities to deepen reforms to facilitate trade, implement the service and support mechanism for foreign-funded enterprises, and steadily expand institutional opening up; actively align with high-standard international trade and economic rules, deepen the precise application of RCEP and other rules, conduct pilot projects for the customs transit of imported goods through the New International Land-Sea Trade Corridor, promote cross-border financial leasing, barter trade, entrepot trade and other economic and trade cooperation, explore the development of the RCEP (Huaihua) Economic and Trade Cooperation Demonstration Zone, and build a high-standard Huaihua Collaboration Area of the Hunan Pilot Free Trade Zone; make good use of the China-ASEAN Free Trade Area 3.0 upgrade policy, expand cooperation with ASEAN countries in areas such as digital economy, green economy, and supply chains, and explore the development of the “Two Countries, Twin Parks” program; build a multi-functional land port characteristic financial service platform to better serve and support foreign trade; innovatively develop the Hunan (Huaihua) RCEP Economic and Trade Expo, and prom

    The bureau will focus on regional collaboration and open up new space for opening up and cooperation. Relying on the New International Land-Sea Trade Corridor and Shanghai-Kunming Passage, the bureau will actively expand international logistics channels and form an extensive network connecting Northeast Asia to the east, Central Asia and Europe to the west, ASEAN and Africa to the south, and Russia to the north. It will strengthen exchanges and cooperation with cities and prefectures in Hunan Province as well as key domestic cities such as Chongqing, Nanning, Kunming, Guiyang, Chengdu, Guangzhou, Shenzhen, Shanghai, and Wuhan. It will deepen strategic cooperation with domestic and international ports such as the Beibu Gulf Port in Guangxi, Zhanjiang Port in Guangdong, Yangpu Port in Hainan, Thanaleng Port in Laos, Laem Chabang Port in Thailand, Ho Chi Minh Port and Hai Phong Port in Vietnam, Sihanoukville Port in Cambodia, and Port of Singapore. It will implement the “13+2” inter-provincial consultation and cooperation mechanism of the New International Land-Sea Trade Corridor and establish sound mechanisms for regional cargo coordination, industrial collaboration, and benefit sharing. It will also build a high-standard ASEAN freight assembly center and strive to boost the development of the China-Europe Railway Express.   

    The bureau will focus on fostering entities and diversified collaboration and step up trade and investment cooperation. The bureau will foster export-oriented enterprises, cultivate and develop foreign trade business entities, build a number of export bases, and expand the overall scale of foreign trade; push for market diversification and integration of domestic and foreign trade, optimize and upgrade trade in goods, vigorously develop import processing of cassava, rubber, potash fertilizer, and broken rice, actively foster new growth drivers such as digital trade, trade in intermediate goods, and green trade, and promote the clustered development of cross-border e-commerce and market procurement trade; vigorously develop trade in service and implement the negative list for cross-border trade in service; promote the integrated development of trade and investment and expand new models such as “cross-border e-commerce + overseas warehouses + industrial belts”; and adopt innovative measures to promote investment, such as market-oriented investment promotion, application scenario-based investment promotion, and fund-based investment promotion, so as to upgrade the investment promotion model from “improving policies” to “offering opportunities”, and from “attracting enterprises” to “developing an ecosystem”.    

    The bureau will focus on the development of a regional central city and consumption upgrading and open up new space for domestic demand growth. The bureau will thoroughly implement the strategy of expanding domestic demand and strive to boost the internal momentum of high-quality development; work to develop Huaihua into a central city of the border areas of Hunan, Hubei, Chongqing, Guizhou and Guangxi and strive to build the city into a regional commercial, logistics, consumption and tourist distribution hub; boost commerce and trade while reducing costs and improving efficiency in logistics; thoroughly implement the initiative to boost consumption and promote the development of key business districts and commercial blocks; expand the supply of high-quality consumer goods and services, promote the expansion and upgrading of commodity consumption, improve the urban and rural consumer service network, and upgrade the county-level commercial system; bolster inclusive policies that directly benefit consumers and eliminate unreasonable restrictive consumption; continue to polish Huaihua’s brand as a welcoming city, develop a number of new consumer landmarks, create a number of new consumption scenarios, and set the trend for regional consumption.    

    All parties in the commerce sector of Huaihua City will study and implement the guiding principles from the 10th Plenary Session of the 6th CPC Huaihua Municipal Committee to gain momentum, boost motivation, assume responsibility, and work diligently, to transform the blueprint made by the plenary session into concrete guidelines for the commerce sector and ensure that all decisions and plans can be effectively implemented and yield tangible results.
