    In 1998, Huaihua was transformed from a prefecture to a prefecture-level city.

    There are 13 counties (including one management zone), one national high tech zone and one international land port economic development zone under Huaihua’s jurisdiction. The area of Huaihua City covers 27,600 square meters. The administrative divisions of Huaihua City include Hecheng District, Zhongfang County, Hongjiang City, Yuanling County, Chenxi County, Xupu County, Huitong County, Mayang Miao Autonomous County, Xinhuang Dong Autonomous County, Zhijiang Dong Autonomous County, Jingzhou Miao Autonomous County, Tongdao Dong Autonomous County, Hongjiang District Management Committee, Huaihua Hi-tech Industrial Development Zone, Huaihua International Land Port Economic Development Zone.

    Huaihua has 90 townships (including 19 ethnic townships), 103 towns, 11 street offices, 317 residents’ committees and 2455 village committees under its jurisdiction.
