    Huaihua International Land Port was built based on the Huaihuaxi Marshalling Station, with a total area of 33.42 square kilometers. In May 2022, the People’s Government of Hunan Province issued the Implementation Plan on Deep Integration into the Belt and Road Initiative to Support the Development of the Huaihua International Land Port. In July 2022, CPC Huaihua Municipal Committee determined to make citywide efforts to accelerate the building of the Huaihua International Land Port.

    Development goals

    Huaihua aims to develop a first-class international land port thatserves as a strategic platform for Hunan to integrate into Belt and Road Initiative cooperation and engage with RCEP and ASEAN countries. By 2025, the land port will strive to handle more than 1,200 trips, increase the cargo throughput to over 12 million metric tons, and reach a total output value of over RMB100 billion. Huaihua strives to develop an ASEAN train assembly center, a cross-border e-commerce assembly center, a cold-chain logistics distribution center in the central region, and an imported commodity procurement center.

    Infrastructure The first phase of the customs supervision area and cross-border e-commerce supervision center have been built; the multimodal transport center, RCEP commerce and trade integrated service center, modern logistics distribution & delivery center and LCL center are under construction; the development of temporary ports and the bonded logistics center (B type) has been supported by Changsha Customs. The infrastructure and platform functions are becoming more and more complete.

    Policy support

    Huaihua International Land Port maintains close cooperation with coastal and border ports. China Railway Guangzhou Bureau Group and China Railway Nanning Bureau Group have reduced the railway rate by 52% and 30%, respectively. Cross-border trains are entitled to comprehensive railway rate subsidies. The expressway toll for transportation vehicles in Hunan Province has also been halved.

    Huaihua International Land Port has realized the two-way operation of Huaihua-Hanoi international freight trains and routine two-way operation of Huaihua-Vientiane international freight trains and Huaihua-Beibu Gulf Port sea-rail intermodal trains, thereby enhancing its strategic position. In 2024, theland port handled a total of 1,009 train trips, a year-on-year increase of 121.75%, ranking third among companies in regions under the “13+2” mechanism. It added seven international logistics channels including the China-Laos channel, covering 138 ports (stations) in 50 countries (regions) around the world. The cargo throughput of the port area reached eight million metric tons, an increase of 22%.
