Xu Zhongjian, Secretary of the Huaihua Municipal Party Committee, addressed the conference. He called for efforts to thoroughly study and implement Xi Jinping’s economic thought and instructions of the central economic work conference; earnestly carry out the instructions of the Fifth Plenary Session of the 12th Provincial Party Central Committee and provincial investment promotion work conference; carry forward the “four countless” spirit (traveling countless miles, speaking countless words and trying countless ways despite countless hardships); vigorously promote investment and develop industries; and inject great momentum into the implementation of the “five new missions and four orientations” strategy in line with the “three highlands and four new missions” vision. The conference was presided over by Li Chunqiu, Deputy Secretary of the Huaihua Municipal Party Committee and Mayor of the People’s Government of Huaihua City and attended by He Zunqing, Deputy Secretary of the Huaihua Municipal Party Committee and Secretary of the Commission for Political and Legal Affairs of CPC Huaihua Municipal Committee, Li Wanqian, Director of the Standing Committee of Huaihua Municipal People’s Congress, Yin Yuying, Chairman of the CPPCC Huaihua Municipal Committee, as well as municipal leaders including Li Bo, Li Weilin, Yang Zhihua, Zhang Yuansong, Yin Peiguo and Zou Xingwang.
Xu Zhongjian noted that in 2023, Huaihua thoroughly implemented the “five new missions and four orientations” strategy in line with the “three highlands and four new missions” vision and made new strides for catch-up in economic and social development, leading to a more unified development consensus, a clearer development path and a better development environment and laying a solid foundation for vigorously promoting investment and developing industries. Relevant parties should boost confidence and motivation while reviewing achievements, rise to challenges and overcome difficulties while facing problems, and seize the opportunity and act proactively while grasping the whole picture. They should ride the wave to vigorously promote investment and develop industries, unswervingly prioritize investment promotion and industrial development, and strive harder for further progress.
Xu Zhongjian stressed that it is imperative to try countless ways to attract investment across the board. Relevant parties should act on clearer ideas by accurately grasping the relationship between “big” and “small”, “new” and “old”, “quantity” and “quality”, “external” and “internal”, and “competition” and “cooperation”. They should follow a more precise path by making precise preliminary planning, cautiously selecting investors, accurately determining investment areas, and improving the quality of investment promotion. They should take a more pragmatic approach by reinforcing leadership investment promotion, advancing the return of Hunan entrepreneurs, playing the role of the special leading groups for investment promotion, adopting a practical and realistic work style, stressing key initiatives, and paying attention to practical results. They should offer more considerate services by further upgrading the government affairs environment, factor environment, credit environment and legal environment, earnestly enforcing various rules, policies and commitments, going all out to foster a first-class business environment, and sparing no effort to support entrepreneurs that invest and start business in Huaihua.
Xu Zhongjian called for all-out efforts to advance industrial development at a quicker speed. Relevant parties should strive to upgrade traditional industries by sticking to high-end improvement, advancing intelligent reform, expediting green transformation and promoting industrial integration, in a bid to stimulate the great vitality of traditional industries. They should promote the key initiatives of the industrial chains by implementing the mechanism where leaders are in charge of various industrial chains, developing leading enterprises in the industrial chains, and strengthening factor guarantee. They should improve the industry influence by fostering leading enterprises, developing industrial clusters and stepping up project support. They should also strengthen the role of industrial parks as a big platform by highlighting characteristic development, improving the functions of the parks and innovating rules and mechanisms, in a bid to bring more vitality and momentum to the parks.
Xu Zhongjian pointed out that concerted efforts should be made to coordinate investment promotion and industrial development. Relevant parties should step up organization and leadership, emancipate their minds, tighten their grip on assessments, rewards and punishments, and foster a strong working atmosphere, to ensure the creative implementation of various tasks in investment promotion and industrial development.
Li Chunqiu put forward requirements for the implementation of the conference instructions. He said that it is imperative to make good use of Huaihua International Land Port to seek more large projects and good projects; utilize group synergy to advance industrial strength; and emancipate the mind to continuously improve the development environment.
At the conference, progress on investment promotion and development of the industrial system in 2023 was reported; outstanding institutions and individuals in the development of the modern industrial system and investment promotion as well as outstanding investment promotion ambassadors were commended; representatives of certain counties, cities and districts, key municipal industrial chains, enterprises, investment promotion ambassadors, chambers of commerce and associations, and special leading groups for investment promotion delivered speeches; and counties, cities and districts, Huaihua Hi-tech Industrial Development Zone, Huaihua International Land Port Economic Development Zone and leaders of the special leading groups for investment promotion made commitments to achieving relevant goals.
