On the morning of February 19, the second working day of the Year of the Loong, Huaihua convened a city-wide investment promotion and industrial development conference. 11 representatives of investment promotion and development of the modern industrial system addressed the conference, sharing their experience and looking forward to the future. Let’s take a look at these constructive remarks.
01 Tang Cheng: always putting investment promotion on the top of the agenda

Since 2023, under the strong leadership of Huaihua Municipal Party Committee and People’s Government of Huaihua City and guidance of the “five new missions and four orientations” strategy and with the strong support of municipal departments, Hecheng District has always put investment promotion on the top of the agenda, focused on key industries and key projects, and gone all out to develop economy. We have advanced investment by pooling the strength of all parties, focusing on industries, building strong parks and upgrading the investment environment. In 2023, Hecheng District introduced 37 new projects, with a total investment of RMB12.56 billion. We witnessed a year-on-year increase of 94.7% and 140.8% in the number of projects introduced and investment amount, respectively. Among these projects, four are enterprise projects of the three types of top 500 enterprises, and the headquarter-based economic project of NWY Group was launched in Hunan for the first time.
In 2024, we will further advance the “Year of Investment Promotion”, unswervingly develop projects, industries and economy, and strive to be the main force and pioneer in advancing the “five new missions and four orientations” strategy.
02 Gao Yuanjiang: striving for new breakthroughs in the acale, quantity and quality of investment promotion

In 2023, Huaihua Economic Development Zone advanced investment in four major aspects. We motivated leading enterprises in industries by promoting investment on a large scale and attracting large businesses. With focus on five industrial chains, including two leading industries, one characteristic industry and the new display industry, we strove to attract upstream and downstream industries and signed a total of 35 projects in 2023. We managed to break the bottlenecks in investment promotion by making concrete efforts to engage reliable businesses. We expanded investment promotion channels to address insufficient investment promotion information; innovated the investment promotion mode to address insufficient funds in the early stage of investment promotion projects; and standardized the investment promotion process to address risk issues. We made constant efforts to advance investment by upgrading the environment and services. Huaihua Economic Development Zone has been rated as one of the top 10 development zones with the most investment value in China. We supported enterprises in improving output and efficiency by streamlining the signing process and focusing on project implementation. In 2023, 13 enterprises above designated scale established presence in Huaihua Economic Development Zone, and the implementation rate of investment promotion projects stood at 100%.
In 2024, we will closely follow the requirements of the initiative of “focusing on new goals, advancing the ‘Year of Investment Promotion’ and achieving new results” and strive for new breakthroughs in the scale, quantity and quality of investment promotion.
03 Tian Lianzhao: advancing the development of real economy and industries with full confidence

In 2023, Jingzhou made concerted efforts to advance the development of real economy and industries. We strove to upgrade the industrial base and modernize industrial chains and facilitate industrial integration and formation of industrial chains. We ranked first in the municipal “5+N” modern industrial system assessment and led the city in terms of the growth in four major economic indicators.
In the past, we stayed committed to advancing the development of real economy and industries. We took pragmatic measures to develop modern industries, strengthen modern parks and improve modern chains. At present, our commitment remains unchanged. We unswervingly advance urban and rural development to foster their integrated development, facilitate investment to promote development, and enhance coordination to increase income. Looking forward, we are fully confident in honoring our commitment. We will proactively plan for new paths for value transformation, new forms of digital economy and new industrial clusters with a scale of over RMB10 billion.
04 Zou Xingwang: bag & leatherware, a new highlight in Huaihua’s industrial development

In 2023, Huaihua’s bag & leatherware industry began to take shape and was included in Hunan’s “4×4” modern industrial system. The industry has become a new highlight and new feature in Huaihua’s industrial development. Specifically, we promoted relevant work and investment at a high level to stimulate development drivers. We focused on targeted investment promotion, work implementation and quality services to gain development momentum. The special leading groups made door-to-door visits to entrepreneurs, leading enterprises in industrial chains gave play to the role of industrial chains, investment promotion ambassadors took full advantage of existing businesses, and industry associations proactively updated their WeChat Moments, in a bid to attract investment in a targeted way. We also utilized the “three major effects” to form a development trend. With these efforts, the industrial chains took shape, demonstrating comprehensive driving effect. The bag & leatherware industry also gained popularity.
Looking forward, we will take this conference as a new starting point and contribute to the implementation of the “three highlands and four new missions” vision and the “five new missions and four orientations” strategy and the building of the “5+10” modern industrial system with solid work and achievements.
05 Song Shuyuan: the seed of industry is growing fast

As the first electronic protective glass project was launched in Huaihua Economic Development Zone, the seed of industry has grown fast. Our protective glass project has reached the maximum production capacity and sales volume, with the production capacity reaching 120% of the designed capacity. We expect to further increase this figure to over 150% in the third quarter of the year. The pharmaceutical glass project of Hongkang with an investment of RMB1.5 billion has started trial production. The high-tech carrier glass project with an investment of RMB7 billion is underway. The new ultrathin photovoltaic glass project in cooperation with China Power Investment Corporation is in progress. The corporation has invested RMB3 million in the establishment of a laboratory, and some experimental products are being verified by customers. The flexible cover glass and glass ceramics projects are under discussion. Huaihua has comprehensively distributed the core upstream materials of the display industry, contributing to the development of industrial chains and laying a foundation for the rapid development of the display industrial chains.
06 Peng Letao: vigorously stepping up industrial investment in Huaihua

In response to the carbon peaking and carbon neutrality goals of the country and the “three highlands and four new missions” vision of Hunan Province, SANY Group has leveraged its rich equipment R&D and production experience and dedicated to the manufacturing of intelligent sanitation equipment. It is committed to offering better solutions to urban sanitation services. SANY Group’s subsidiary SANY Environmental Industry Co., Ltd. chose to launch the intelligent manufacturing project in Huaihua and started production in only six months. The project is located in Huaihua Economic Development Zone. It covers an area of about 386 mu (25.73 hectares) and has a total planned investment of RMB1.2 billion. It is expected to achieve an annual output value of RMB6 billion and an annual tax contribution of RMB280 million once it is completed and reaches capacity. SANY Group will bring more projects to Huaihua and vigorously step up industrial investment, in a bid to build the Huaihua SANY Industrial Park into an exemplary park in intelligent transformation.
07 Zeng Guang: gathering in Huaihua and planning for future development

The Huaihua SF Distribution Center has emerged as the biggest logistics distribution center in southwestern Hunan. The distribution center managed to deliver a large quantity of parcels without compromising quality in the days before the Spring Festival, when the snowstorm hit the country. Its remarkable performance was commended by SF Express Group. At present, we are applying for upgrading it into a distribution center serving the Wuling Mountain area. In addition, the construction of the Joy Speed Intelligent Cold Chain Logistics Park has also been completed. As an exemplary enterprise in intelligent cold chain logistics in China, we are actively preparing for the President’s Summit of the National Cold Chain Association to be held in March, and we hope to meet our peers in Huaihua and plan for future development together.
08 Mou Xiaofeng: increasing the output value of bag & suitcase industrial chain to RMB10 billion

We have set the goal to increase the output value of the bag & suitcase industrial chain to RMB10 billion. To achieve this goal, we, as a leading enterprise in the industrial chain, have leveraged our business advantages and huge production capacity and existing businesses to attract investment. We gradually attracted the upstream bag & suitcase industrial chain to Huaihua and made great contributions to the local bag & leatherware industry. At present, a number of enterprises in the industrial chain have established presence in Huaihua, and the bag & leatherware industrial chain in Huaihua is basically complete. Most bag and suitcase accessories are available in Huaihua. We have introduced over 20 upstream and downstream bag & leatherware enterprises to Huaihua International Land Port, including Jiangxi Kaiwei Cases & Bags and Guangzhou Leaves King Industry. We are also inspecting and negotiating with many other enterprises.
09 Yang Xiaoying: three new changes in Huaihua

Hunan Huasheng Diantong Technology Co., Ltd. specializes in the independent R&D, production and sales of high-end passive electronic components. It is recognized as a national high-tech enterprise as well as a national and provincial “little giant” enterprise that uses special and sophisticated technologies to produce novel and unique products. In 2023, we achieved an output value of RMB425 million; successfully held the Huachen Electronics Anniversary and Electronic Information Industrial Chain Investment Promotion Conference, on which 12 investment projects were signed; and engaged new partners to launch the construction of the Hunan Huasheng Diantong Magnetoelectric Industrial Park. During my startup years in Huaihua, I have witnessed three new changes in Huaihua. All parties in Huaihua have redoubled efforts to attract investment, industrial development has gained greater momentum, and the business environment has become more favorable!
10 Su Wenjie: Huaihua Enterprise Chamber of Commerce in Beijing formally approved for establishment in 2023

Supported by Huaihua Municipal Party Committee and People’s Government of Huaihua City and guided by Huaihua Municipal Federation of Industry and Commerce and Office of People’s Government of Huaihua City in Beijing, Huaihua Enterprise Chamber of Commerce in Beijing was formally approved for establishment in 2023. The chamber of commerce currently has 258 member enterprises, with one enterprise whose output value exceeds RMB50 billion and over 20 enterprises whose output value exceeds RMB100 million. Over the years, the Huaihua merchants in Beijing have always borne their hometown in mind. They have actively responded to the initiative of “welcoming fellow townsmen to return to hometown and make it a better place” and participated in activities related to the return of Hunan entrepreneurs and social welfare activities.
This year, the Huaihua 32 Mansion will be built in Beijing, which integrates hotels, office space, catering and exhibition and sales of characteristic agricultural products. Through this endeavor, we aim to provide shelter for Huaihua merchants in Beijing. In terms of directing resources and projects to Huaihua, our member enterprises will strive to invest over RMB2 billion in Huaihua in 2024.
11 Li Shaodong: with concerted efforts, we will surely win out
