Seize every moment and make every effort to break new ground. On February 19, a city-wide investment promotion and industrial development conference was held. As the first conference held in the Year of the Loong, it determined the development path and key initiatives and boosted motivation and confidence. It called for further efforts in vigorously promoting investment and developing industries and stimulated the enthusiasm for speeding up and leaping ahead as the new year began.
To implement the “five new missions and four orientations” strategy, we should give play to the core role of industries and the key role of investment promotion. City-wide efforts should be made to promptly align thoughts and actions with the plans of the Huaihua Municipal Party Committee; unswervingly prioritize investment promotion and industrial development; carry forward the “four countless” spirit (traveling countless miles, speaking countless words and trying countless ways despite countless hardships); emancipate the mind, grasp the whole picture, pursue higher standards, act proactively and go all out to foster a new pattern and open new ground.
We should practically and comprehensively advance investment promotion, our top priority. Investment promotion is the lifeblood of economic work as well as the constant driving force for local development. Investment promotion is crucial to development. In a boat race, those who row the hardest will win. We should deepen our understanding, broaden our horizon and change our approaches. Based on the reality of Huaihua, we should precisely identify the path and methods for investment promotion and continuously enhance its efficiency. Just as a tall and luxuriant Chinese parasol tree attracts golden phoenixes, an enabling business environment attracts investment. We should make ongoing efforts to upgrade the government affairs environment, factor environment, credit environment and legal environment, to reassure and satisfy our investors.
We should strive to make the modern industrial system grow bigger and stronger. Economic development ultimately depends on industrial advantages. Whoever holds the future of industry holds the future of economy. Huaihua Municipal Party Committee has articulated that a “5+10” modern industrial system will be established. To accelerate and boost industrial development, concrete and constant efforts are required. Traditional industries such as smelting and hydropower account for over 80% of Huaihua’s industrial sector. They are the pillar of the sector as well as the cornerstone of development. It is imperative to innovate and expand traditional advantageous industries by means of technical transformation, cost reduction and efficiency improvement, and chain extension. We should give full play to the guiding role of leaders of industrial chains, the influencing role of industrial parks and the driving role of leading enterprises. By adopting a demand-based, innovation-driven and project-oriented approach, we can develop chains into clusters and gain momentum from such clusters, thereby facilitating the development of various industrial clusters.
Emancipating the mind is instrumental. It is a defining feature of the Party’s thoughts and lines as well as an effective instrument for the successful cause of the Party and the country. Thought comes before action. Without a free mind, there will be no great leaps in development. As we advance investment and industrial development, we must have the courage to take the initiative and rise to the front, overcome conventional thinking, development shackles and path dependence, take bold actions to promote investment, go all out to develop industries, and emancipate the mind and make concrete efforts to advance high-quality development.
Just as every new year starts with spring, every success starts with actions. This spring, let us bring about a new upsurge in investment promotion and further headway in industrial development with great vigor and energy. Let us contribute to the implementation of the “three highlands and four new missions” vision and the “five new missions and four orientations” strategy as well as the building of a new, modern Huaihua City.
