Huaihua negotiated 408 investment projects with Hunan entrepreneurs, developed 513 investment promotion projects, and signed 231 projects with returning Hunan entrepreneurs, with a total investment of RMB79,385 million— An upsurge in the return of Hunan entrepreneurs.

(Huaihua Daily Omnimedia) “As Huaihua entrepreneurs, we must hold high the great banner of Hunan entrepreneurs, embrace the changes of the times, jointly create a better future and play our part as we progress toward prosperity for all.” At the 2nd General Conference of the 2nd Membership of Huaihua Chamber of Commerce in Shanghai and Huaihua Investment Promotion Conference held on January 14, the Huaihua entrepreneurs in Shanghai were puffed with ambition, saying that they would actively play the roles of a promoter, a liaison and a contributor to facilitate the return of Hunan entrepreneurs and investment attraction.
Huaihua has made every effort to develop itself into a promising land for returning Hunan entrepreneurs. In 2023, Huaihua Municipal Party Committee and People’s Government of Huaihua City put investment promotion and return of Hunan entrepreneurs on the top of the agenda and carried out relevant work in a targeted and solid manner. The authorities held the city-wide promotion meeting for attracting investment and improving business environment; released the Implementation Plan of Huaihua for the Return of Hunan Entrepreneurs and Business Startups in Hunan; made it clear that major Party and government leaders at all levels in Huaihua City shall promote investment at a high level; focused on key groups, key areas and key industries; carried out economic and trade exchange and matchmaking activities such as investment promotion, visiting, matchmaking, informal talks and inspection; and visited tens of thousands of enterprises and merchants.
In June 2023, Secretary of the Huaihua Municipal Party Committee Xu Zhongjian led the Huaihua economic and trade delegation to Laos, Cambodia and Myanmar and carried out a number of economic and trade exchange and matchmaking activities. A total of 28 activities were launched, spanning investment promotion, visiting, matchmaking, informal talks and inspection, and investment promotion conferences and informal talks were held in Beijing, Shanghai, Chongqing, Hainan and other places. Mayor of the People’s Government of Huaihua City Li Chunqiu led a team to the Guangdong-Hong Kong-Macao Greater Bay Area for the Investment and Trade Conference Week. He visited key Hunan enterprises and led a team to Beijing, Shanghai, Guangzhou, Shenzhen, Hangzhou, Chongqing, Hainan and other places for project coordination and negotiation, proactively paving the way for the return of Hunan entrepreneurs. Throughout 2023, main leaders of the Party committees and governments of counties (cities and districts) visited chambers of commerce and associations and Hunan enterprises for more than 280 times.
Based on hometown affection and industries, Huaihua has actively built platforms and gone all out to facilitate the project implementation of Hunan entrepreneurs. Taking advantage of the Spring Festival, Qingming Festival, National Day and other important occasions, Huaihua held various fellow informal talks, matchmaking conferences and other activities. Specifically, the city held 1,612 informal talks, meetings and matchmaking conferences (including the 2023 Informal Talk on the Return of Hunan Entrepreneurs During the Mid-Autumn Festival and National Day), Huaihua-Guangdong-Hong Kong-Macao Greater Bay Area Investment Promotion Conference and Informal Talk on the Return of Hunan Entrepreneurs, and investment promotion conferences (including the “Guangdong Enterprises’ Huaihua Tour” Investment Promotion Conference and “Zhejiang Merchants’ Huaihua Tour” Investment Promotion Conference). It is learned that in December 2023, the Annual Meeting of Hunan Chamber of Commerce in Guangdong and Huaihua Investment Promotion Conference and other investment promotion activities were held in Guangzhou, at which 18 projects were signed, with a total investment of RMB4.74 billion.
Huaihua has endeavored to improve the environment, develop strengths and upgrade services for Hunan entrepreneurs. The city has offered customized services for projects of returning Hunan entrepreneurs with an investment of over RMB1 billion and opened green channels for projects that are launched in industrial parks, offering real benefits to Hunan entrepreneurs. The city has also set relevant rules, under which municipal and county leaders shall contact emerging and existing Huaihua entrepreneurs, Huaihua experts and Huaihua scholars on an ongoing basis, make regular visits to chambers of commerce and associations, carry out door-to-door communication of policies for returning Hunan entrepreneurs, and provide preferential services for outstanding Hunan entrepreneurs.
It is learned that since 2023, Huaihua has negotiated 408 investment projects with Hunan entrepreneurs, with a total investment of RMB81,032 million; developed and marketed 513 investment promotion projects, with a total investment of RMB204.4 billion; and signed 231 projects with entrepreneurs returning to Hunan, with a total investment of RMB79,385 million.
