Huaihua International Land Port Economic Development Zone focuses on finished bag and leatherware products; Hecheng District and Zhongfang County develop supporting industries such as bag and leatherware accessories; Huitong County seeks to develop the whole industrial chain, with focus on trolley cases; and Huaihua Hi-tech Industrial Development Zone highlights the zipper and electroplating industries. Huaihua International Land Port boasts such dominant advantages as smooth customs clearance for export, abundant human resources, low logistics and express delivery costs, and sufficient land and plant supply. It is now home to 45 finished product enterprises that produce trolley cases, school bags and leatherware as well as accessory enterprises that produce pull rods, zippers, wheels and linings, including 12 industrial enterprises above the designated size. The bag & leatherware industry has taken initial shape. Huaihua has worked to introduce bag and leatherware manufacturers and supporting industries such as ABS plastics, leather, lining, zipper, wheel and PVC belt. The city aims to introduce over 100 bag & leatherware enterprises by 2024; achieve an output value of the bag & leatherware industrial chain of over RMB5 billion in 2025; and bring together more than 300 full-industrial-chain enterprises and achieve an output value of over RMB10 billion in 2027. It will build the bag & leatherware processing center, exhibition and trading center, R&D and design center, and quality inspection center with national influence, in a bid to develop Huaihua into an “international city of bag & suitcase”.

Development priorities: Bag & leatherware industrial park, bag manufacturers, ABS plastics, pull rods, injection molding, hardware, lining, zipper, PVC belt and leather.
