Taking advantage of the favorable national and provincial policies on the development of prefabricated construction and following the industrialization development trend of prefabricated construction and construction, Huaihua has taken prefabricated construction industry as a characteristic advanced manufacturing industry and given priority to its development since 2015. It has been committed to building a highland for the high-quality development of the prefabricated construction industry in the Wuling Mountain area, and formulated many favorable policies.

According to statistics, in 2021, prefabricated construction completed covers an area of 1,236,600 square meters, accounting for 32% of the newly started construction (with a total area of 3,824,200 square meters) in the city. At present, prefabricated construction technology has been widely used in Hecheng District, Zhongfang County, Xupu County, Hongjiang City, Zhijiang County, Chenxi County, Mayang County, and Huitong County, among other places. Of them, the prefabrication rate of new projects in Hecheng District, Zhongfang County, Hongjiang City, Zhijiang County and Chenxi County has topped 50%, showing a good development trend.

At present, there are two prefabricated construction industrial parks in Huaihua, with Hecheng Industrial Concentration Zone and Hongjiang Hi-tech Industrial Development Zone as the core. The city has developed prefabricated concrete construction and steelwork prefabricated construction which are mainly based on the five leading enterprises.
