On the afternoon of October 19, Gao Jingsheng, Deputy Secretary of the Municipal Party Committee and Acting Mayor, conducted thematic research on Huaihua International Land Port, coordinated the industrial planning for the expansion of the Economic Development Zone (EDZ), and inspected work safety. He stressed the need to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speeches and instructions regarding work in Hunan, and to fully carry out the requirements set forth by the 7th Municipal Party Congress. He called for a focus on strengthening key entities, expanding freight train services, optimizing services, and upholding the bottom line—building a first-class international land port in every respect to serve as a powerful engine for high-quality development. Municipal leader Zuo Hong and Secretary-General of the Municipal Government Lin Hua participated in the activities.

At Huaihua International Land Port LTL (Less-Than-Truckload) Logistics Park, Gao Jingsheng inquired about the progress of project construction and inspected work safety on-site. At Hunan Zhantong Zhilian Technology Co., Ltd., he gained an on-the-ground understanding of the company’s product R&D, market sales, overseas investments, and labor requirements. At the E-commerce Complex of the China Co-op "Agriculture and Rural Affairs" Industrial Park, he asked detailed questions regarding project planning and construction, and held a symposium to hear reports on the progress of industrial planning for the expansion of the Land Port.

Gao Jingsheng pointed out that Huaihua International Land Port serves as the province’s sole freight hub for ASEAN and acts as the core pillar for Huaihua’s development as a strategic gateway city for the New International Land-Sea Trade Corridor. Faced with the new situation brought about by the expansion, the Huaihua International Land Port Economic Development Zone—as the primary base and main front—must effectively address the critical questions of "what to do" and "how to do it" following the expansion, ensuring the delivery of an outstanding outcome that can stand the test of history and the people. We must strengthen the core entities. Focusing on the two key aspects of "inbound sources" and "outbound destinations”, we must precisely attract, cultivate, and expand a group of high-potential, capable, and sustainable leading enterprises and market players. By extending, supplementing, and strengthening industrial chains—and clustering them together—we will drive both the scale and quality of port-adjacent industries, building momentum for the high-quality development of the land port. We must expand freight train services. Guided by the "three 1,500s" development target, we will optimize the structure of scheduled freight trains and the supporting policy framework. This includes precisely connecting with key cargo source regions, continuously enhancing the functions of the ASEAN cargo hub, and ensuring that the volume of train services grows in tandem with our capacity to organize cargo sources. We must pptimize services. We will accelerate the development and operational launch of open platforms—such as the Type-B Bonded Logistics Center—while deepening and refining local supporting services to upgrade the functions and overall capacity of the land port. We must uphold the bottom line. Balancing development with security, we must maintain a constant sense of responsibility to ensure rigorous safety management. By effectively preventing and mitigating various risks and hazards, we will guarantee that the construction and development of Huaihua International land Port remain stable, sustainable, and enduring.
