On April 18, during the 2026 Huaihua college graduate employment and entrepreneurship promotion event themed “Bringing Bright Minds to Huaihua, Uniting Great Talents in Huaihua International Land Port”, the construction of the Huaihua International Land Port Export-oriented Talent (Highly Skilled Talent) Training Base started, and a co-construction agreement was signed. The base closely aligns with the integrated development of the “port, industry, city, and tourism” of Huaihua International Land Port as well as the requirements of the CPC Huaihua Municipal Committee and the People’s Government of Huaihua City for the construction of an AI-powered land port. It will empower the upgrading of the city’s “5+10” modern industrial system, accurately identify the talent needs of enterprises that pursue open economy, and address the shortage of export-oriented and AI-integrated highly skilled talents.
The leading competent unit of the base is the General Office of the Talent Work Leadership Group of CPC Huaihua Municipal Committee and the Huaihua Municipal Human Resources and Social Security Bureau. The collaborating units include the Huaihua Municipal Finance Bureau, Huaihua Bureau of Commerce, Management Committee of Huaihua International Land Port Economic Development Zone, Huaihua Municipal Bureau of Justice, Huaihua Industrial and Information Technology Bureau, and Huaihua Customs. The construction and operation of the base is led by Huaihua University, with collaborating universities including the School of Continuing Education of Central South University, the School of Economics & Trade of Hunan University, the Faculty of Law of Xiangtan University, Hunan Agricultural University, Hunan University of Technology and Business, Hunan Vocational College of Commerce, Tongren University, Tongren Polytechnic University, Huaihua Vocational & Technical College, and Huaihua Industrial and Commercial College.
It is learned that the training base comprises a foreign-related legal training and discussion room, a cross-border e-commerce operation and live streaming training room, a foreign-related accounting and foreign exchange settlement room, a port clearance and international logistics simulation training area, a digital technology and foreign trade digitalization training area, and an AI-powered land port and AI training area.
The base integrates university teachers, departmental experts, and enterprise mentors to form a high-level teacher pool, with an aim to conduct talent training in a tiered and categorized manner. For undergraduate universities, it cultivates high-end, export-oriented, and AI-application-oriented versatile talents for the development of the land port; for vocational schools, it cultivates front-line practical skilled talents in international logistics, cross-border e-commerce, accounting and customs clearance, digital technology, and AI-powered land port operations and maintenance; and for working professionals, it provides skills enhancement, certification, and retraining programs.
In addition, to meet the actual needs of Huaihua International Land Port in boosting open economy and AI-powered land port development, the base will prioritize vocational (professional) skills training and talent cultivation in international business; foreign-related law; international logistics, such as international freight forwarders and logistics service providers; cross-border e-commerce, livestream e-commerce, and new media operations; foreign languages, foreign affairs, and foreign-related services; AI engineers (AI application, data analysis, and intelligent system operations and maintenance); AI-powered land port intelligent operations and maintenance engineers, and intelligent logistics system operators.
