Recently, the reporter learned from the Huaihua Key Construction Project Affairs Center that 58 projects in Huaihua have been included in the 2026 key provincial construction project list, accounting for 14.9% of the province’s total. This represents an increase of 12 projects compared to 2025, hitting a new record high in project number. The planned annual investment is RMB24,021 million, accounting for 5.88% of the province’s total planned annual investment.
The selected key provincial construction projects include 26 single projects, six linear projects, and 26 bundled projects, covering three core areas, namely infrastructure, industrial development, and people’s wellbeing. These projects precisely align with Huaihua’s strategic plan for regional high-quality development, comprehensively addressing weak links in development and strengthening development advantages.
Specifically, the infrastructure projects focus on three key areas, namely transportation, energy, and logistics, continuously strengthening comprehensive carrying capacity. In terms of transportation, projects such as the Dongkou-Tianzhu, Tongren-Tianzhu, Anhua-Xupu, and Zhangjiajie-Guanzhuang Expressways are progressing rapidly. These projects will further improve the comprehensive transportation network, consolidate Huaihua’s position as a national comprehensive transportation hub, and strongly support the development of Huaihua into a central city of the border areas of Hunan, Hubei, Chongqing, Guizhou and Guangxi. In terms of energy, key energy projects such as the Zunyi-Ji’an natural gas pipeline (Hunan section) and the Hunan-Guizhou flexible power mutual assistance project (Hunan section) are under construction. These projects will effectively optimize the energy supply structure, enhance electricity and gas supply, and improve the stable and reliable regional energy support system. In terms of logistics, the construction of five special railway lines of the Huitong Port of Huaihua International Land Port will help improve the multimodal transport logistics support system, eliminate bottlenecks in cargo transportation connection within the industrial park, and comprehensively enhance logistics efficiency.
The industrial development projects closely align with the layout of Huaihua’s “5+10” modern industrial system, cover multiple sectors such as pharmaceuticals, bags and suitcases, green mining, and the bamboo industry, and focus on both the transformation and upgrading of traditional industries and the cultivation and development of emerging industries. A number of key projects, including the biopharmaceutical project of Litai Nuocheng, the safe, green and intelligent improvement and upgrading project of the entire non-ferrous metals industrial chain by Chenzhou Mining, and the bamboo deep processing industrialization project of Dazhuang Bamboo Industry, will effectively help strengthen, supplement and extend Huaihua’s key industrial chains, accelerate the optimization of the industrial structure, and foster new growth drivers for economic development.
The projects related to people’s wellbeing focus on the core needs of the people. A number of projects are simultaneously advanced, including the construction of underground pipe networks and pipe galleries, comprehensive land consolidation, and the improvement of the elderly care service network. These projects will effectively improve the quality of the ecological environment, enhance the city’s comprehensive carrying capacity, address weak links in public services, and effectively enhance the sense of fulfillment, happiness, and security of the people.
In addition, Huaihua City has 10 projects selected as key provincial preliminary work projects, accounting for 24.4% of the province’s total. Among them are major projects crucial to long-term regional development, such as the Xupu-Dongkou Expressway and the Jinzi-Hongjiang Waterway of the Yuanjiang River. These projects will help accelerate preliminary work, build strong momentum for subsequent project construction, and form a positive project advancement pattern featuring simultaneous project construction, reserve, and planning.
An official from the Huaihua Key Construction Project Affairs Center stated that Huaihua City will focus on the construction of key provincial projects, closely follow the requirements of the “Enterprise Service Year” campaign, and promote the deep integration and efficient coordination of full-process project services and full-cycle enterprise services. The city will continue to improve the factor guarantee mechanism, channel more development resources to key provincial projects, continuously optimize service processes, provide proactive services and assistance, accurately solve bottlenecks and difficulties in project construction, and make every effort to accelerate the implementation and efficient construction of key provincial projects. By accelerating project construction, the city will upgrade the quality of economic development and provide solid project support and abundant development momentum for Huaihua to ensure a good start to the 15th Five-Year Plan period.
