On October 24, workers at the production and processing workshop of Mayang Blue Phoenix Agricultural Development Co., Ltd. and inspection officers from Huaihua Customs conducted a remote video inspection of 13.6 metric tons of high-quality kiwifruit via the video link of the International Trade Single Window. The inspection covered aspects such as fruit quality, quantity, packaging, and labeling. This was the first shipment after Huaihua Customs implemented the “negative list” reform for remote local inspection launched by the General Administration of Customs.
Lei Huaying, General Manager of Mayang Blue Phoenix Agricultural Development Co., Ltd., said, “The video inspection took only 15 minutes. Compared with the previous on-site inspection model, it reduced the travel time for customs officers, shortened the overall inspection and certification time by about 80%, improved logistics efficiency, and lowered costs for enterprises.”
This batch of kiwifruit passed inspection and quarantine and was successfully shipped to Malaysia, marking the successful entry of Mayang kiwifruit into a new international market and contributing significantly to the global expansion of Huaihua products and income increase of fruit growers.
Mayang County boasts a pleasant climate and abundant water resources, making it an ideal place for planting kiwifruit. Mayang kiwifruit is known for its well-shaped fruit, sweet taste, and rich nutrition. In 2025, the county’s kiwifruit planting area reached 20,000 mu (1,333.33 hectares), with an output of 22,500 metric tons and an output value of RMB352 million, a year-on-year increase of 1.7%. In recent years, the county has greatly improved the quality of kiwifruit by adopting a high-standard, large-scale production management method and utilizing technologies such as biological control and organic fertilizer application. The brownish-yellow, oval-shaped kiwifruit is incredibly sweet and delicious. Previously, Mayang kiwifruit faced certain export challenges, due to a lack of understanding among kiwifruit growers and producers regarding international inspection and quarantine requirements and customs clearance procedures.
Aware of the export intention of local enterprises, Huaihua Customs took the initiative to provide proactive services. It adopted measures including registration guidance, free testing, and export promotion to help fresh Huaihua fruits go global. To help enterprises secure orders, officers from Huaihua Customs visited kiwifruit planting bases to provide policy guidance and assessment on the registration of export fruit orchards. They also strengthened monitoring of pests and diseases, control of chemical inputs, and development of a traceability management system, to ensure that exported kiwifruit meets the access requirements of destination countries from the source.
In response to the technical measures to trade of target countries such as phytosanitary requirements and labeling regulations, the customs authority provided enterprises with detailed policy interpretation and technical guidance, successfully addressing various technical challenges and overcoming technical barriers during the export process. To ensure efficient customs clearance for fruit export, Huaihua Customs established green channels for agricultural product export and implemented such supporting measures as testing priority, remote inspection, and rapid certification. These measures optimized regulatory processes, improved customs clearance efficiency, minimized inspection and quarantine time and port time of goods, ensured the freshness of kiwifruit, and reduced logistics costs for enterprises.
Wang Youhua, Director of Huaihua Customs, stated that the authority will continuously deepen the reforms to streamline administration and delegate power, innovate and optimize customs clearance and supervision models, and continue to implement measures such as door-to-door policy introduction by the customs director, registration guidance, free testing, and export promotion, so as to support more high-quality agricultural products like Mayang kiwifruit in going global.
