    Huaihua Municipal Bureau of Health Commission

    The main responsibilities of Huaihua Municipal Bureau of Health Commission (“the Commission” hereinafter) are as follows:

    1. The Commission shall implement national health policies, laws and regulations, local regulations and rules on the development of health programs in Hunan Province, and health policies, plans, local standards and technical specifications. It shall make overall plans for the allocation of health service resources across Huaihua, and guide the preparation and implementation of regional health plans. It shall also formulate and implement policies and measures that render basic public health services more equitable, inclusive and convenient, and public resources more accessible to the public.  

    2. The Commission shall pursue balanced progress in the reform of the medical and health system, and give suggestions on relevant policies and measures. It shall also deepen the comprehensive reform of public hospitals; advance the separation of supervision and operation; upgrade the modern hospital management system; develop and adopt policies and measures that encourage more parties to provide public health services in more diversified manners; and advise on the price policies for medical services and drugs.

    3. The Commission shall develop and implement plans on disease prevention, control and immunization, and interventions in public health issues that seriously endanger people’s health; address health emergencies, and guide the prevention and control of public health emergencies, as well as medical and health rescue for public emergencies; and release information on infectious diseases.

    4. The Commission shall work out and adopt policies and measures to respond to population aging, and advance the building of the health service system for the elderly and the integration of medical and elderly care services.

    5. The Commission shall enforce national drug policies and national essential drugs system, and conduct drug use monitoring, comprehensive clinical evaluation and drug shortage early-warning. It shall also monitor and assess food safety risks, implement food safety standards, and conduct epidemiological surveys on foodborne diseases and food safety incidents.

    6. The Commission shall supervise and manage occupational health, radiation health, environmental health, school health, public place health, drinking water health and other public health issues within the scope of responsibility. It shall also supervise the control of infectious diseases, and refine the comprehensive health supervision system.

    7. The Commission shall formulate and supervise the adoption of management measures for medical institutions and the medical service industry, and establish a medical service evaluation and regulation system. It shall implement the qualification standards for health professionals and technicians in conjunction with relevant departments. It shall also develop and enforce medical service specifications and standards, as well as code of practice and service specifications for health professionals and technicians.

    8. The Commission shall be responsible for family planning management and services; conduct population monitoring and early-warning; propose recommendations on population and family development; and refine the family planning policy.

    9. The Commission shall guide work related to healthcare, as well as the establishment of the public healthcare and maternal & child healthcare service systems, and strengthen the ranks of general practitioners. It shall also advance technological innovation in healthcare.

    10. The Commission shall be responsible for health education, health promotion and information-based development of the healthcare sector. It shall also carry out healthcare-related international exchanges and cooperation, as well as foreign assistance work, and deepen exchanges and cooperation with Hong Kong, Macao and Taiwan.

    11. The Commission shall be responsible for healthcare services for the entitled groups in Huaihua, healthcare support for important guests and meetings and major activities, and guide healthcare efforts in Huaihua.

    12. The Commission shall guide the business of Huaihua Family Planning Association.

    13. The Commission shall complete other tasks assigned by the Huaihua Municipal Party Committee and People’s Government of Huaihua City.

    14. Function transformation. The Commission shall develop and reinforce the comprehensive healthcare philosophy and implement the strategy of building a healthy Huaihua City. Motivated by reform and innovation, the Commission shall focus on promoting health, changing the mode, stepping up healthcare services at the primary level and increasing support. Shifting its focus from disease treatment to people’s health, it is dedicated to providing people with healthcare services in all aspects and covering their full life cycle. Firstly, the Commission shall pay more attention to disease prevention and health promotion. It shall strengthen the prevention and control of major diseases, proactively respond to population aging, and improve the health service system. Secondly, the Commission shall focus more on the public and make relevant resources available to them. It shall strive to make public healthcare resources accessible to the public, rural areas, remote areas and people in difficulty. Thirdly, the Commission shall improve service quality and standard. It shall render basic public health services more equitable, inclusive and convenient. Fourthly, the Commission shall pursue balanced progress in the reform of the medical and health system. It shall deepen the reform of public hospitals, advance the separation of supervision and operation, and encourage more parties to provide public health services in more diversified manners.

    15. Relevant division of duties.

    (1) Huaihua Municipal Development and Reform Commission: The Commission shall conduct population monitoring and early-warning; adopt the fertility policy; propose policies and suggestions on population size, quality, structure and distribution related to fertility; achieve better alignment between the fertility policy and relevant economic and social policies; participate in the formulation of population development plans and policies; and undertake relevant tasks in the national, provincial and municipal population development plans. Huaihua Municipal Development and Reform Commission shall monitor and evaluate population changes, trends and impacts; establish the population prediction and forecast system; assess population impacts on major decisions; improve the consultation mechanism for major population policies; propose Huaihua’s population development strategy; draw up population development plans and population policies; and put forward policies and recommendations on the coordinated and sustainable development of population, economy, society, resources and environment, as well as long-term balanced development of population.

    (2) Huaihua Civil Affairs Bureau: The Commission shall formulate policies and measures for population aging and integration of medical and elderly care services; coordinate, supervise, guide and promote the development of age care business; and undertake work related to elderly healthcare, such as disease prevention and treatment, medical care, and mental health and care services. Huaihua Civil Affairs Bureau shall advance, supervise, guide and manage elderly care services; take the lead in implementing local regulations on such services; formulate and implement plans, policies and standards for the establishment of the elderly care service system; and undertake work related to welfare of the elderly and assistance for those with special difficulties.

    (3) Huaihua Administration for Market Regulation: The Commission shall monitor food safety risks, and work with Huaihua Administration for Market Regulation and other developments to formulate and adopt relevant monitoring plans. Where food safety risks are found in risk monitoring or reported, the Commission shall promptly notify Huaihua Administration for Market Regulation and take countermeasures without delay. Where Huaihua Administration for Market Regulation considers it necessary to conduct food safety risk assessment during its supervision and management work, it shall make timely suggestions to the Commission. The Commission and Huaihua Medical Products Administration shall establish mutual notification and joint disposal mechanisms for major adverse reaction to drugs and adverse events of medical devices.

    (4) Huaihua Healthcare Security Administration: The Commission, Huaihua Healthcare Security Administration and other departments shall achieve better alignment in rules, policies and information on medical service, medical insurance and medicine; establish a communication and consultation mechanism; take coordinated moves to advance reforms; and improve the efficiency of the utilization of medical resources and healthcare security.
