    Responsibility Adjustment in 2019:

    I. Responsibility Adjustment

    1. New responsibility to inspect and regulate fishing vessels.

    2. New responsibility to regulate special railway lines.

    3. New responsibility to supervise and inspect the quality and safety of local railway projects.

    4. Guide and supervise the comprehensive transportation administrative law enforcement and training of relevant personnel.

    Scheme for Determining the Functions, Institutions and Staffing in 2010:

    The main responsibilities of Huaihua Municipal Bureau of Traffic and Transportation (“the Bureau” hereinafter) are as follows:

    1. The Bureau shall implement national policies, laws and regulations on transportation, and inspect and supervise relevant law enforcement.

    2. The Bureau shall undertake the planning and coordination of the integrated transportation system; work with departments concerned to prepare relevant plans; and guide the planning and management of transportation hubs.

    3. The Bureau shall develop and supervise the implementation of plans, policies and standards for highways, waterways and other industries in Huaihua; participate in the formulation of the strategies and plans for the development of the logistics industry; lay down relevant policies and supervise their adoption. It shall also guide relevant system reform of the transportation industry.

    4. The Bureau shall regulate the road and water transportation markets. It shall also guide the planning and management of urban and rural passenger transport and relevant facilities, as well as the management of the taxi industry.

    5. The Bureau shall be responsible for the management of the highway administration, transportation administration and aviation administration, as well as the industrial management of road transport, commercial passenger and freight transport stations, automobile maintenance, comprehensive performance testing of automobiles, carrying, loading and unloading, road transport services, driver training school (including motorcycle) and driver training.

    6. The Bureau shall supervise water transportation safety. It shall be responsible for water transportation control, inspection and registration of ships and relevant water facilities, pollution prevention, water fire fighting, rescue and salvage, communication and navigation, security of ships and port facilities, and regulation of the transportation of dangerous goods. It shall guide crew training and management. It shall also handle emergencies related to water transportation safety, ships and pollution of facilities in waters under municipal management; organize or participate in the investigation and handling of accidents in accordance with law; and guide water transportation safety supervision.

    7. The Bureau shall give suggestions on plans on the investment scale and direction of highway and waterway fixed assets and fund allocation, and review and approve planned fixed asset investment projects and those included in the annual plan as authorized by the People’s Government of Huaihua City. It shall manage the highway, bridge, ferry and tunnel industries. It shall also propose policies and suggestions on finance, land and price.

    8. The Bureau shall regulate the highway and waterway construction markets. It shall supervise the implementation of policies, rules and technical standards on highway and waterway project construction; implement highway and waterway transportation projects, control the costs of such projects, and supervise and manage their quality and workplace safety; guide the management and maintenance of transportation infrastructure, and manage and maintain relevant important facilities.

    9. The Bureau shall guide important production and emergency management work in the highway and waterway industries; organize and coordinate the transportation of important supplies and urgent passenger and freight transport; and undertake work related to national defense mobilization.

    10. The Bureau shall formulate technology policies, plans and specifications for the transportation industry and supervise their implementation. It shall guide the application of information technology in transportation, monitor and analyze the operation, carry out relevant statistical work, and release relevant information. It shall also guide the environmental protection, energy conservation and emission reduction in the highway and waterway industries.

    11. The Bureau shall guide the transportation industry to carry out foreign exchange work, as well as foreign economic and trade work related to transportation.

    12. The Bureau shall undertake other tasks assigned by the People’s Government of Huaihua City.

    Adjustment in 2015:

    I. Responsibility Adjustment

    1. Matters subject to review and approval

    Cancel, delegate, adjust and add matters subject to administrative review and approval announced by the People’s Government of Huaihua City for change.

    2. Integrated responsibilities

    (1) The administrative responsibilities of the Huaihua Maritime Safety Administration (Huaihua Administration of Navigational Affairs and Huaihua Ship Inspection Bureau), Huaihua Rural Highway Administration Office, Huaihua Road Transport Administration Office, and Huaihua Urban Public Passenger Transport Administration Office authorized by the Bureau shall be transferred to the Bureau.

    (2) The administrative functions and powers of Huaihua Highway Administration shall be transferred to the Bureau, and the latter entrusts the former to temporarily exercise such functions and powers in accordance with law.  

    (3) The administrative punishment power of the former Huaihua Urban Management and Administrative Law Enforcement Bureau provided by laws, regulations and rules on the management of urban public passenger transport shall be transferred to the Bureau.

    3. Enhanced responsibilities

    (1) The Bureau shall advance the establishment of the comprehensive transportation system; make overall plans for the development of the highway, waterway and postal industries; establish rules, systems and mechanisms compatible with the comprehensive transportation system; improve the layout of main transportation channels, and important hubs and nodes; and facilitate the integration of transportation modes.

    (2) The Bureau shall formulate strategies and policies for the comprehensive development of transportation, plans for the comprehensive transportation system, and development strategies, policies and plans for highways and waterways. It shall also guide the planning and management of comprehensive transportation hubs.

    (3) The Bureau shall guide the operation monitoring and emergency response coordination of Huaihua’s important national and provincial highway networks; undertake the comprehensive transportation statistical work; monitor and analyze transportation status; and release relevant information.

    (4) The Bureau shall formulate safety standards for the operation of commercial motor vehicles; guide the comprehensive performance testing and management of commercial vehicles; and participate in the formulation of policies and standards on scrapping motor vehicles.

    (5) The Bureau shall undertake the performance supervision and management of key capital construction projects of highways and waterways.

    (6) The Bureau shall have oversight of the implementation of policies on the collection of fees for highways and waterways.

    (7) The Bureau shall coordinate local work in the management of railways, civil aviation, postal services and expressways.
