    Introduction

    The supply and marketing cooperatives are cooperative economic organizations that serve agriculture. Huaihua Federation of Supply and Marketing Cooperatives (“the Federation” hereinafter) has 29 budgeted posts, nine leaders and 44 retirees. It has seven divisions, and nine directly affiliated enterprises and public institutions, with 1,300 employees. It has 13 county-level cooperatives, with more than 5,400 registered employees; and 85 primary-level cooperatives. The Federation runs over 1,600 outlets, with a business area of 160,000 square meters, a storage area of 230,000 square meters, and a special railway transportation line of two kilometers. The municipal fixed assets amounted to RMB532 million.

    In recent years, under the leadership of Huaihua Municipal Party Committee and People’s Government of Huaihua City, the supply and marketing cooperative system has given priority to agriculture, rural areas and rural residents. It has made efforts to promote circulation and actively contributed to establishment of the five networks for rural modern circulation services (namely the purchase and sales networks for agricultural supplies, agricultural and sideline products, consumer goods and renewable resources, as well as the warehousing and logistics network), making headway in promoting agricultural production, vitalizing the rural market, and increasing farmers’ income. The Federation was awarded the special prize for comprehensive performance of municipal and prefectural federations five times by the Supply and Marketing Cooperatives of Hunan Province between 2010 and 2014, and first prize in 2015 and 2016. It also won the honorary title of “Outstanding Units in the National Supply and Marketing Cooperative System” in 2018.
