The main responsibilities of Huaihua Municipal Forestry Administration (“the Administration” hereinafter) are as follows:
1. The Administration shall supervise and manage the forestry and grasslands in Huaihua, as well as their ecological conservation and restoration. It shall formulate and implement relevant policies, plans and standards, and draft relevant local regulations and rules as required. It shall also perform dynamic monitoring and evaluation of forest, grassland, wetland, desert and terrestrial wildlife resources, and release relevant information in a unified way.
2. The Administration shall organize, coordinate, guide and supervise the ecological conservation, restoration and afforestation of forestry and grasslands. It shall carry out key ecological conservation and restoration projects for forestry and grasslands; guide and supervise the cultivation of public welfare forests and commercial forests, voluntary tree planting and urban and rural greening; and guide work related to forests and flowers. It shall also guide pest prevention and quarantine of forestry and grasslands; tackle climate changes; and undertake the specific work of the Huaihua Greening Committee.
3. The Administration shall regulate forest, grassland and wetland resources. It shall set the quota for forest harvesting in Huaihua and supervise its adoption. It shall manage forest land; formulate and implement plans on the conservation and use of forest land; guide the zoning, conservation and management of public welfare forests; and manage state-owned forest resources as authorized. It shall be responsible for grassland grazing prohibition, balance between forage and livestock, and ecological restoration and governance of grasslands, and regulate the development and use of grasslands. It shall also undertake the ecological conservation and restoration of wetlands; formulate relevant conservation plans and standards; and regulate the development and use of wetlands.
4. The Administration shall regulate the prevention and control of rock desertification. It shall conduct desert surveys; formulate plans on desertification and rock desertification control, and establishment of conservation areas for closing off desertified land; develop relevant standards; regulate the development and use of desertified land; organize and guide review of the impact of construction projects on land desertification; and organize desertification disaster forecast and emergency response.
5. The Administration shall supervise and manage terrestrial wildlife resources. It shall conduct surveys of terrestrial wildlife resources; formulate and adjust the lists of terrestrial wild animals and plants under special municipal protection; guide the rescue and breeding of terrestrial wildlife, habitat restoration and development, and monitoring of epidemics and epidemic sources; regulate the hunting, collection, domestication, breeding, cultivation, business operation and utilization of terrestrial wildlife; and regulate wildlife import and export according to its responsibilities.
6. The Administration shall supervise and manage nature reserves of all kinds. It shall develop plans and relevant standards on nature reserves. It shall be responsible for the establishment, planning, development and franchise of national parks; manage the natural resources of national parks and other nature reserves owned by the People’s Government of Huaihua City or the People’s Government of Huaihua City is entrusted by the People’s Government of Hunan Province to exercise such ownership, and regulate the utilization of national territory space. It shall put forward review suggestions on the establishment and adjustment of nature reserves and submit such establishment and adjustment for approval according to the prescribed procedures; review the application for the recognition as world natural heritage; and work with relevant departments to review the application for the recognition as natural and cultural heritage. It shall also be responsible for biodiversity protection.
7. The Administration shall advance forestry and grassland reforms, put forward opinions on major reforms such as the collective forest tenure system, state-owned forest farms and grasslands, and supervise their implementation. It shall formulate policies and measures on rural forestry development and safeguarding the legitimate rights and interests of forestry operators, and guide rural forest land contract work. It shall also turn marginal farmland (pastureland) into forest and grassland, and protect natural forests.
8. The Administration shall develop policies for the optimal allocation of forestry and grassland resources, as well as wood utilization; formulate relevant forestry industrial standards and supervise their implementation; organize and guide the quality supervision of forest products; and guide ecological poverty alleviation efforts.
9. The Administration shall guide the capital construction and development of state-owned forest farms; carry out census of tree seed and grass seed germplasm; build a germplasm bank; breed and apply fine varieties; manage the production and business operation of forest seedlings and grass seeds; and supervise the quality of forest seedlings and grass seeds. It shall also oversee and manage forestry and grassland native germplasm resources, safety of genetically modified organisms and protection of new plant varieties.
10. The Administration shall guide forest public security work across Huaihua City; supervise and manage forest public security personnel; guide the investigation and handling of major forestry violations; undertake relevant administrative law enforcement supervision; and guide public security governance in forest areas.
11. The Administration shall implement relevant requirements of the comprehensive disaster prevention and mitigation plans; formulate forest and grassland fire prevention plans and protection standards, and guide their implementation; guide and carry out fire prevention patrol, fire source management and development of fire prevention facilities. It shall organize and guide state-owned forest farms, forest areas and grasslands to carry out publicity and education activities, monitoring and early-warning, supervision and inspection, and other fire prevention work. It shall also report to Huaihua Emergency Management Bureau when necessary, and arrange relevant prevention work in the name of an emergency response command institution.
12. The Administration shall supervise and manage forestry and grassland funds and state-owned assets; propose suggestions on investment within the municipal forestry and grassland budget, as well as allocation of municipal financial funds; review and approve planned investment projects and those included in the annual plan as authorized by the People’s Government of Huaihua City. It shall also participate in the formulation of policies on forestry and grassland economic regulation, and conduct compensation for ecological conservation of forestry and grassland.
13. The Administration shall undertake work related to technology, education and foreign affairs in terms of forestry and grasslands; guide the training of forestry and grassland personnel; organize and carry out international exchanges and cooperation in forestry and grassland; and undertake work related to the fulfillment of international conventions on wetland, combatting desertification, and endangered wildlife.
14. The Administration shall complete other tasks assigned by the Huaihua Municipal Party Committee and People’s Government of Huaihua City.
15. Function transformation. The Administration shall step up the protection of ecosystems; implement projects for the protection and restoration of important ecosystems; strengthen the overall planning and coordination of the regulation of forest, grassland and wetland; devote major efforts to land greening; and ensure national ecological security. It shall also move faster to build a nature reserve system with national parks as the main body; advance the cleaning, regulation and integration of nature reserves in a unified way; and build a unified, standard and efficient national park system.
