Main Functions of Huaihua Economic Development Zone
Introduction
Huaihua Economic Development Zone (formerly known as Huaihua Hexi New District) is a provincial-level development zone of Hunan Province, which mainly engages in the modern trade and logistics industry and new processing industry. The development zone possesses a total planning area of 82.15 square kilometers, of which 9.82 square kilometers were developed recently. Surrounded by mountains and rivers, Huaihua Economic Development Zone boasts a beautiful environment. It faces downtown Huaihua across a river. It is one kilometer away from the Huaihua passenger and freight stations, and 30 kilometers away from Huaihua Zhijiang Airport. The Shanghai-Kunming Expressway and Baotou-Maoming Expressway intersect there. The First Wushui Bridge and Second Wushui Bridge connect to downtown Huaihua. The development zone enjoys prominent transportation and location advantages.
Huaihua Economic Development Zone adopts a new system. The People’s Government of Huaihua City has invested the development zone with the functions of a quasi-government. In line with the principle of “full authority, registration and supervision”, the Management Committee of Huaihua Economic Development Zone has municipal management authority and enforces special policies such as the relatively closed management of “setting a financial department and a treasury at the same level”. At present, the development zone has a built-up area of 4.5 square kilometers and complete infrastructure, with its trade and logistics system constantly improved, and industrialization process continuously accelerated. In 2007, the development zone was selected as a national logistics experimental base by China Federation of Logistics & Purchasing. With its fiscal and tax revenue topping RMB100 million for five years in a row, Huaihua Economic Development Zone has become a new growth engine and one of the most dynamic regions of economic growth in Huaihua. Dedicated to developing itself into a growth engine of urban economy, a demonstration area of trade and logistics, and a test field of institutional innovation, it aims to improve its functions, create a beautiful environment, boost economic growth and contribute to social harmony. Huaihua Economic Development Zone has formulated relevant plans, reinforced its infrastructure, and vigorously developed its projects and industries. Following this development strategy, the development zone is becoming a hot spot for investment with various bright spots, soaring popularity and unlimited business opportunities. Relying on its superior investment environment, efficient services and preferential policies, it will show domestic and foreign investors what a modern development zone with high standards and high efficiency looks like. We firmly believe that the development zone will become a prosperous place full of businesspersons which advocates integrity and honesty.
I. Operation of Institutions Approved in No. 32 Document Issued by the General Office of the People’s Government of Huaihua City in 2021
i. The Party Working Committee and Management Committee of Huaihua Economic Development Zone have the following internal institutions:
1. Office. It shall comprehensively coordinate the routine work of the Party Working Committee and Management Committee, and undertake work related to telexes, documents, information, conference affairs, confidentiality, archives, legal system, supervision, transparency in government affairs, external liaison and logistics support; draft important documents, review regulatory documents and respond to administrative litigation; handle the proposals of NPC and CPPCC members; undertake work related to the promotion of cultural and ideological education, internet information, external publicity and news release; and undertake other tasks assigned by the Party Working Committee and Management Committee.
The Office has a Media Convergence Center. It is responsible for the promotion of cultural and ideological education, internet information, external publicity and news release. It shall also interface with the Publicity Department and Cyberspace Administration of the Huaihua Municipal Party Committee.
2. Organization Work Bureau. It shall build primary-level Party organizations of Huaihua Economic Development Zone, and coordinate the promotion of cultural and ideological progress, Party affairs of the bureau and its affiliated public institutions, as well as Party building of new economy organizations and new social organizations; undertake work related to official training, institutional staffing, personnel file management and labor wages of the bureau and its affiliated public institutions; take charge of retiree management services; formulate and implement talent development plans and policies, and guide the staff training, management and services of enterprises; coordinate the development of mass organizations including the Trade Union, Communist Youth League and Women’s Federation in Huaihua Economic Development Zone; conduct annual performance appraisal of the development zone; and undertake other tasks assigned by the Party Working Committee and Management Committee.
The Organization Work Bureau has a Performance Appraisal Office, which is responsible for the internal performance appraisal of Huaihua Economic Development Zone and interfacing with the Municipal Performance Appraisal Office.
3. Industrial Development Bureau (Workplace Safety Supervision Administration). It shall coordinate and implement the industrial development plans, industrial layout, industrial policies and project access standards of Huaihua Economic Development Zone; organize the compilation of the industrial development catalog and formulate industrial support policies; undertake the application and certification of high-tech enterprises, scientific research projects, technological advances, intellectual property and other management services in the development zone; monitor economic operation and make statistical analysis of economic indicators in the development zone; undertake the coordination, management and services of enterprises in the development zone after they go into operation; lead the benefit evaluation of investment projects in the development zone; undertake work related to open economy; undertake the supervision and management of enterprise workplace safety and environmental protection as authorized; and undertake other tasks assigned by the Party Working Committee and Management Committee.
4. Investment Promotion and Cooperation Bureau (Commerce, Logistics & Port Office). It shall develop investment promotion policies and work plans of Huaihua Economic Development Zone, and carry out foreign economic exchanges and cooperation; take charge of investment information collection, investment project negotiation, and project introduction and implementation; improve the business environment; publicize and promote the investment promotion image, and plan, organize and launch investment promotion activities; serve the development of commercial and logistics business; undertake the introduction of funds and projects within and without Huaihua Economic Development Zone; handle foreign affairs and overseas Chinese affairs in foreign investment, foreign trade, foreign economic and economic development cooperation in accordance with relevant regulations; and undertake other tasks assigned by the Party Working Committee and Management Committee.
5. Development and Construction Bureau. It shall formulate and adopt the medium- and long-term plans for the development of Huaihua Economic Development Zone; prepare detailed control plans, detailed constructive plans and important special plans for the development zone; undertake work related to the planning, assessment & demonstration, budget & final account, approval & certification and technical file management of construction projects, as well as municipal public utilities and civil air defense projects in the development zone; organize development and construction work, and draft and implement construction plans; assist industrial competent authorities in supervising the safety and quality of construction projects; and assist in urban management administrative law enforcement within its jurisdiction as authorized.
6. Finance Bureau. It shall coordinate the taxation, finance, and investment & financing platforms; undertake the management of state-owned assets and resolution of government debts in Huaihua Economic Development Zone; participate in the feasibility demonstration and implementation benefit evaluation of financial investment projects; take charge of the internal audit of the Management Committee; and undertake other tasks assigned by the Party Working Committee and Management Committee.
ii. Discipline inspection and supervision institutions dispatched by municipal authorities
The Discipline Inspection Committee of Huaihua Economic Development Zone and Supervision Work Committee of Huaihua Economic Development Zone of Huaihua Municipal Supervision Committee were set up as per relevant regulations of the superior institutions.
The Business Environment Improvement Office of Huaihua Economic Development Zone was set up in the Discipline Inspection Committee and Supervision Work Committee, which is responsible for bettering the business environment.
iii. Directly affiliated public institutions
1. Innovation, Startup & Financial Service Center of Huaihua Economic Development Zone in Hunan. It shall undertake the application of innovation and business startup projects as well as fintech work, and prevent financial risks; build the innovation and startup service system of Huaihua Economic Development Zone, and assist enterprises in talent introduction and service; and undertake other tasks assigned by the Party Working Committee and Management Committee.
2. Project Construction Service Center of Huaihua Economic Development Zone in Hunan. It shall advance project implementation in Huaihua Economic Development Zone; take the lead in solving contradictions in project construction; and take on relevant supporting responsibilities, such as reporting data on project progress to superior departments and project assessment. It shall also undertake other tasks assigned by the Party Working Committee and Management Committee.
3. Government Service Center of Huaihua Economic Development Zone in Hunan. It shall undertake work related to e-government, transparency in government affairs, website development and government services. It shall also undertake other tasks assigned by the Party Working Committee and Management Committee.
4. Urban Public Service Center of Huaihua Economic Development Zone in Hunan. It shall take charge of urban management and public utilities. It shall also undertake other tasks assigned by the Party Working Committee and Management Committee.
5. Expropriation & Settlement Affairs Center of Huaihua Economic Development Zone in Hunan. It shall, as authorized by the People’s Government of Huaihua City, take charge of the expropriation and settlement work in Huaihua Economic Development Zone. It shall also undertake other tasks assigned by the Party Working Committee and Management Committee.
II. Institutions Elected as per Relevant Regulations and Requirements of Superior Institutions
1. Party committees of directly affiliated institutions and comprehensive Party committees of new economy organizations and new social organizations. They shall be responsible for Party building of these institutions, non-public economy organizations and social organizations. They shall also undertake other tasks assigned by the Party Working Committee and Management Committee.
2. Trade Union. It shall perform work duties and tasks as per the provisions of its constitution; complete tasks assigned by its superior departments; and undertake other tasks assigned by the Party Working Committee and Management Committee.
The Communist Youth League, Women’s Federation and other mass organizations were elected and established in line with relevant regulations, which shall undertake work related to the Communist Youth League and women according to their respective duties.
III. Institutions Temporarily Retained for Actual Work Needs
1. Clean Unit Creation Office (Patriotic Health Office). It shall coordinate, guide and supervise various functional departments to fulfill their duties in creating clean units; take the lead in organizing urban management and comprehensive improvement work; undertake other tasks assigned by the Party Working Committee and Management Committee; and interface with the Hygienic Unit Creation Office of Huaihua City, Office of the Steering Committee for Promoting Cultural and Ideological Progress of Huaihua City, Office of the Patriotic Health Campaign Committee of Huaihua City, Office for Building a Nationally Advanced Clean City, Office of Industrial Park Development of Huaihua City and other departments. It shall also undertake other tasks assigned by the Party Working Committee and Management Committee.
2. Industrial Park Office. It shall formulate and implement investment promotion plans for the cultural and advertising creative industrial park; coordinate and serve enterprises and projects in the industrial park; guide and support the development of enterprises; develop and adopt supporting policies, management policies, other policy documents, rules and regulations for the industrial park; undertake the routine management of the industrial park; and undertake other tasks assigned by the Party Working Committee and Management Committee.
3. Comprehensive Management, Stability Maintenance & Public Complaints Office. It shall make joint efforts to control public security, solve conflicts and disputes, perform duties and take actions, address major problems, and maintain public safety. It shall handle public complaints, resolve relevant issues on site or handle relevant issues through different channels, and supervise case closure in accordance with statutory procedures. It shall also undertake other tasks assigned by the Party Working Committee and Management Committee.
IV. Adjustment to Former Institutions
i. The former Party & Government Office was renamed the Office. The Office has a Media Convergence Center (whose director obtains the performance pay of a level-5 employee), and relevant functions were transferred from the former Party & Mass Work Department.
ii. The former Party & Mass Work Department was renamed the Organization Work Bureau, which has a Performance Appraisal Office (whose director obtains the performance pay of a level-5 employee).
iii. The former Economic Development Bureau was renamed the Industrial Development Bureau, which also functions as the Workplace Safety Supervision Administration. The Emergency Management Bureau was abolished, whose personnel, funds and materials were transferred to the Industrial Development Bureau.
iv. The former Investment Promotion Service Center was abolished, whose functions, responsibilities, personnel, funds and materials were transferred to the Investment Promotion and Cooperation Bureau.
v. The former Bureau of Housing and Urban-Rural Development was renamed the Development and Construction Bureau.
vi. The Business Environment Improvement Office was set up in the Discipline Inspection Committee and Supervision Work Committee, which is responsible for bettering the business environment.
vii. The former Major Project Office was renamed Project Construction Service Center.
viii. The former Financial Office was abolished, whose functions, responsibilities, personnel, funds and materials were transferred to the Innovation, Startup & Financial Service Center.
ix. The former Urban Management Affairs Center, Municipal Facilities Service Center and Landscaping Service Center were merged into the Urban Public Service Center, with their functions and responsibilities incorporated into those of the Urban Public Service Center, and their personnel, funds and materials temporarily transferred to it.
x. The comprehensive Party committees of new economy organizations and new social organizations as well as Party committees of directly affiliated institutions share the same office space. They are responsible for Party building of these institutions, new economy organizations and new social organizations.
xi. The Trade Union, Communist Youth League, Women’s Federation and other mass organizations were established in line with relevant regulations. They shall perform their duties independently.
Due to institutional reform, the former internal institutions and directly affiliated public institutions have been renamed or abolished, with their original duties exempted, which shall not be otherwise explained. Institutions assigned by the municipal and district authorities to Huaihua Economic Development Zone shall act in accordance with relevant documents of their superior institutions.
