The main responsibilities of Huaihua Municipal Education Bureau (“the Bureau” hereinafter) are as follows:
1. The Bureau shall implement national guidelines, policies, laws and regulations on education, and formulate and adopt strategies, guidelines, policies and plans for Huaihua’s education reform and development.
2. The Bureau shall undertake the overall planning, coordination and management of all forms of education at all levels, formulate the standards of establishing schools of all types and at all levels in conjunction with relevant departments, guide the education and teaching reform of these schools, and collect, analyze and release basic education information.
3. The Bureau shall promote the balanced development of compulsory education and fairness of education, give macro guidance and coordinate compulsory education, and guide ordinary high school education, preschool education and special education. It shall also implement the basic requirements for basic education and teaching, as well as basic teaching documents; organize and participate in the review and approval of local textbooks for basic education; and promote all-round education in all aspects.
4. The Bureau shall guide the development and reform of employment-oriented vocational education, implement teaching guidance documents and teaching evaluation standards, and guide the textbook compilation and vocational guidance in secondary vocational education.
5. The Bureau shall coordinate and guide basic education, general higher education, vocational and technical education, adult higher education, self-study examinations for higher education and private schools; guide and coordinate education work of counties (cities and districts) and departments; and supervise and evaluate the universal coverage of nine-year compulsory education.
6. The Bureau shall manage its education funds in a well-coordinated way; participate in the development of policy measures for education fund raising, funding and infrastructure development; collect data on and monitor the input and use of education funds; manage the educational assistance and education loans from Hong Kong, Macao, Taiwan and foreign governments and organizations according to relevant regulations; guide and manage work related to financial aid for students with financial difficulties and student loans; and guide and implement internal audit of the education system.
7. The Bureau shall coordinate and guide the education of ethnic minority groups, and coordinate the educational assistance to ethnic minority areas and impoverished areas.
8. The Bureau shall guide the promotion of cultural and ideological progress in schools of all types and at all levels (new responsibility); guide the ideological and political work, moral education, sports hygiene, art education and national defense education of the schools; and guide and coordinate work related to maintaining a stable education system.
9. The Bureau shall be responsible for the management of teachers in accordance with the Teachers Law; organize and guide the qualification, recruitment, review & recruitment, training, deployment and exchange, file management, assessment, reward and punishment of primary and secondary school teachers; work with relevant departments to formulate the staffing standards of schools of all types and at all levels, and supervise their implementation; and give guidance on strengthening the ranks of education personnel.
10. The Bureau shall coordinate and manage the entrance examinations of higher and secondary education; provide employment guidance for graduates from universities and technical secondary schools; participate in the reform of the employment system for these graduates, and offer guidance on their employment and business startup.
11. The Bureau shall organize and guide international exchanges and cooperation in education; manage Huaihua students who study abroad, foreign students who study in Huaihua, and cooperation between China and other countries in running schools; carry out educational cooperation and exchanges with Hongkong, Macao and Taiwan; and work with relevant departments to supervise and manage self-funded study abroad intermediary service institutions in accordance with law.
12. The Bureau shall organize and oversee the education supervision work in Huaihua.
13. The Bureau shall coordinate and manage spoken and written languages in Huaihua, formulate and implement relevant plans, and guide the promotion of standard spoken and written Chinese, as well as the training of Mandarin teachers.
14. The Bureau shall assist the Organization Department of Huaihua Municipal Party Committee in inspecting and managing the school leadership and leading officials.
15. Matters subject to administrative review and approval: Cancel, delegate, adjust and add matters subject to administrative review and approval announced by the People’s Government of Huaihua City for change.
16. The Bureau shall undertake other tasks assigned by the People’s Government of Huaihua City.
