    Huaihua Municipal Bureau of Human Resources and Social Security

     The main responsibilities of Huaihua Municipal Bureau of Human Resources and Social Security (“the Bureau” hereinafter) are as follows:

    1. The Bureau shall implement national and provincial guidelines, policies, laws and regulations on human resources and social security; formulate plans for the development of human resources and social security, as well as their implementation measures; and carry out comprehensive management, supervision, guidance and coordination on human resources and social security work.

     2. The Bureau shall work with relevant departments to formulate the development plan for the human resources market, and promote the implementation of policies on human resources flow; jointly handle the flow and transfer of relevant staff of institutions directly under the municipal authorities, enterprises and public institutions; guide the establishment of a unified and well-regulated human resources market, and promote the rational flow and effective allocation of human resources.

     3. The Bureau shall boost employment, formulate and carry out the overall development plan and implementation measures for urban and rural employment, and refine the public service system for employment and business startups; develop and implement the employment assistance system, take coordinated moves to establish a vocational training system for urban and rural workers, lead the adoption of the employment policies for college graduates, and formulate measures for the training and incentive of highly skilled talents together with relevant departments.

     4. The Bureau shall set up an urban and rural social security system that covers the whole city, and implement policies and standards on urban and rural social insurance and its supplementary insurance; enforce the basic endowment insurance policies for government bodies, enterprises and public institutions; formulate measures for the management and supervision of the funds of social insurance and its supplementary insurance in conjunction with relevant departments, and supervise such funds; prepare the budgets and final accounts drafts of social insurance funds, and formulate management measures for social security fund investment; work with relevant departments to adopt the insurance regime of universal coverage, and set up a unified public service platform for social insurance.

     5. The Bureau shall take charge of the forecast, early-warning and information guidance of employment, unemployment and social insurance funds in Huaihua, formulate response plans, take prevention, regulation and control measures, and maintain stable employment and overall balance of income and expenditure of social insurance funds.

     6. The Bureau shall take charge of the comprehensive management of salary income and welfare distribution of public institutions, and implement national salary policies and welfare policies of superior institutions; work with relevant departments to formulate and implement measures for the welfare of personnel of enterprises and public institutions as well as retirees; establish mechanisms to ensure normal salary increase and payment for personnel in enterprises and public institutions; supervise the implementation of the income distribution policy by operators of state-owned enterprises, as well as the implementation of the salary payment policy across Huaihua City; review and approve the salary of personnel of public institutions and workers of government bodies, evaluate the disability of staff members of public institutions directly under the municipal authorities due to work-related injuries, and review and approve relevant treatment in such cases.

     7. The Bureau shall work with relevant departments to guide the personnel system reform of public institutions; oversee the implementation of the management policies for personnel of public institutions and workers of government bodies; participate in talent management; comprehensively manage professional and technical personnel across Huaihua and strengthen their ranks, and comprehensively manage the training and continuing education of such personnel and workers of government bodies and public institutions.

     8. The Bureau shall take the lead in deepening the reform of the professional title system, improve the professional qualification and postdoctoral management systems, undertake the selection, training and introduction of high-level professional and technical talents, and select experts with outstanding contributions and experts receiving special government allowances. It shall also work with relevant departments to formulate management policies for attracting overseas students to work in Huaihua (China) and settle down there, and policies for foreign (overseas) institutions to recruit core professional and technical talents.

     9. The Bureau shall coordinate the implementation of the labor and personnel dispute mediation and arbitration system. It shall take the lead in adopting labor relations policies and improve the corresponding coordination mechanism; supervise and enforce the systems of working hours, rest & leave and vacation of employees, policies on eliminating illegal child labor, as well as special labor protection policies for female and juvenile workers. It shall also carry out labor inspection, coordinate workers’ rights protection efforts, and investigate and handle major cases in accordance with law.

     10. The Bureau shall work with relevant departments to promote the implementation of policies related to migrant workers, formulate work plans for such workers, coordinate and solve key and difficult problems, and safeguard their lawful rights and interests.

     11. The Bureau shall undertake the routine work of the office of municipal performance evaluation and office evaluating work done for people’s livelihood. Specifically, it shall carry out performance evaluation on institutions directly under the municipal authorities, and Huaihua-based institutions of the central government and Hunan Province, as well as evaluation on key work for improving people’s livelihood. It shall also work with relevant departments to adopt the national and provincial honor systems and government commendation & award systems, review and report matters to the national and provincial peoples’ governments for commendation and award, guide and coordinate government award work, and review award projects carried out in the name of the People’s Government of Huaihua City.

     12. The Bureau shall complete other tasks assigned by the Huaihua Municipal Party Committee and People’s Government of Huaihua City.

     13. Relevant division of duties. Specifically, Huaihua Municipal Human Resources and Social Security Bureau shall lead the formulation of employment policies for college graduates, and Huaihua Municipal Education Bureau and other departments shall also participate in the formulation of such policies. Employment guidance and service before and after graduation shall be undertaken by Huaihua Municipal Education Bureau and Huaihua Municipal Human Resources and Social Security Bureau, respectively.
