The main responsibilities of Huaihua Municipal Science and Technology Bureau (“the Bureau” hereinafter) are as follows:

 1. The Bureau shall implement the strategies of innovation-driven development and innovation-led opening up and development, and formulate and implement plans and policies for technological development and introduction of foreign and domestic talents.

 2. The Bureau shall promote the establishment of the innovation system and the reform of the technology system, and work with relevant departments to upgrade the incentive mechanism for technological innovation; improve the development of the scientific research system, guide the reform and development of scientific research institutions, advance the technological innovation capacity building of enterprises, push forward with military-civilian technological integration, and propel the establishment of the consultation system for major technological decision-making; develop plans and policies for science popularization and communication; and boost the building of an innovative city.

 3. The Bureau shall take the lead in building a unified municipal technological management platform, as well as mechanisms for the coordination, evaluation and supervision of funds for scientific research projects. It shall also work with relevant departments to propose policies, measures and suggestions on improving the allocation of technological resources, advance the building of a diversified technology input system, coordinate and manage municipal technological financial plans (special projects, funds, etc.), and supervise their implementation.

 4. The Bureau shall work out and implement plans, policies and standards on basic research, and organize and coordinate major municipal basic research and applied basic research. It shall also prepare plans for the development of major technological innovation bases and major technological infrastructure, and supervise their implementation; take the initiative to organize the development of major technological innovation bases such as municipal key laboratories; and promote the improvement of the research environment and the sharing of technological resources.

 5. The Bureau shall develop plans for major municipal technological projects and supervise their implementation; coordinate the research, development and innovation of key common technologies, cutting-edge technologies, modern engineering technologies and disruptive technologies; and take the initiative to make breakthroughs in technologies and organize the application and demonstration of relevant achievements.

 6. The Bureau shall formulate plans, policies and measures for the development of high and new technologies, as well as the development of agriculture, rural areas and society through industries and technologies. It shall also analyze demands in technological development in key areas, put forward major tasks and supervise their implementation.

 7. The Bureau shall lead the building of the municipal technology transfer system, and formulate and supervise the implementation of policies and measures for the transfer and transformation of technological advances, and for the greater synergy between industry, academia and research. It shall also guide the technology service industry, technology market, integration of technology and finance, and development of technological intermediary organizations.

8. The Bureau shall coordinate the establishment of the regional technological innovation system; guide regional innovation and development, rational distribution of technological resources, and building of collaborative innovation capacity; and propel the development of technology parks.

 9. The Bureau shall be responsible for the establishment of the scientific supervision and evaluation system, as well as relevant technological evaluation management; guide the reform of the technological evaluation mechanism; and coordinate the improvement of research integrity. It shall also adopt the innovation survey and technology reporting system, and guide technology confidentiality work.

 10. The Bureau shall formulate plans, policies and measures on foreign exchanges in terms of technologies and opening up and cooperation in terms of innovation capabilities, and carry out international and regional technological cooperation as well as exchanges of technological talents. It shall also guide relevant departments and Huaihua City in external technological cooperation and technological talent exchanges.

 11. The Bureau shall be responsible for the introduction of foreign and domestic talents. It shall lay down and implement the overall plans for the introduction of key foreign experts, and establish a mechanism for attracting and bringing together top scientists and teams at home and abroad, as well as a contact and service mechanism for key domestic and foreign experts. It shall also formulate the overall plans, policies and annual plans for overseas (cross-border) training and supervise their implementation.

12. The Bureau shall work with relevant departments to formulate plans and policies for strengthening the ranks of technological personnel, establish sound evaluation and incentive mechanisms for them, implement the plans for technological personnel, and promote the training of high-caliber technological innovation personnel.

 13. The Bureau shall be responsible for the recommendation and application for the Hunan Science and Technology Award.

 14. The Bureau shall be responsible for the recommendation and application for projects supported by Hunan Provincial Natural Science Foundation of China.

 15. The Bureau shall complete other tasks assigned by the Huaihua Municipal Party Committee and People’s Government of Huaihua City.

 16. Function transformation. The Bureau shall, in line with the strategies of rejuvenating the country through science and education, developing a quality workforce, innovation-driven development and innovation-led opening up and development, strengthen, improve and transform the technological management and service functions of the government, refine rules on technological innovation and organization systems, step up macro management and overall coordination, reduce micro management and matters subject to review and approval, and intensify ongoing and ex post oversight as well as improvement of research integrity. It shall transform from research & development management to innovative services, deepen the management reform of the science and technology program, establish an open and unified municipal technology management platform, and reduce repetition, scattering, closure and inefficiency in the allocation of projects included in the science and technology program. It shall also improve the evaluation mechanism for technological personnel, establish a sound evaluation system and incentive policies for such personnel with focuses on their innovation capability, quality, contribution and performance, and coordinate the training of technological personnel and introduction of foreign talents.
