    Huaihua Municipal Civil Affairs Bureau

    Huaihua Municipal Civil Affairs Bureau (“the Bureau” hereinafter) implements the guidelines, policies, decisions and plans of the CPC Central Committee as well as the provincial and municipal party committees. The Bureau upholds the centralized and unified leadership of the Party over civil affairs during its duty performance. Its main responsibilities are as follows:

    1. The Bureau shall formulate draft regulations, policies and plans for the development of civil affairs in Huaihua, and develop and implement department standards.

    2. The Bureau shall draw up and implement management measures for the registration and supervision of such social organizations as social groups, foundations and social service institutions, and conduct registration management and law enforcement supervision on these organizations according to law.

    3. The Bureau shall develop policies and standards for social assistance, and coordinate the establishment of the social assistance system. It shall also be responsible for urban and rural subsistence allowances, relief for people in extreme poverty, temporary assistance, and assistance to vagrants and beggars without assured living sources.

    4. The Bureau shall develop policies on the self-governance of urban and rural people and community governance, guide the building of the governance system and capacity of urban and rural communities, give suggestions on strengthening and improving primary-level political power in urban and rural areas, and promote primary-level democratic politics.

    5. The Bureau shall develop and implement the overall plan and relevant policies on administrative regions and management of geographical names; review the establishment, revocation and renaming of administrative regions, change of administrative boundaries and relocation of government subject to the review and approval of the State Council and provincial and municipal governments; organize and guide the delimitation and management of administrative boundaries; manage the geographical names; and make and issue the administrative map.

    6. The Bureau shall formulate and implement policies on marriage management, advance reform of marriage customs, and handle marriage registration for Hong Kong and Macao residents.

    7. The Bureau shall develop and execute the management policies and service standards on funeral and interment, and push ahead with relevant reform.

    8. The Bureau shall coordinate, promote, supervise, guide and manage elderly care services, formulate and implement the plans, policies and standards for developing the elderly care service system, undertake work related to the well-being of the elderly, and offer assistance to the elderly with special difficulties.

    9. The Bureau shall develop policies for the protection of the rights and interests of the disabled, boost the development of the welfare system for the disabled, and guide work related to their social welfare.

    10. The Bureau shall formulate policies and standards on child welfare, orphan protection, child adoption, child relief & protection, improve the service system for left-behind children in rural areas and the security system for children in difficulty, and register adoptions with Hong Kong and Macao involvement.

    11. The Bureau shall formulate policies for the development of philanthropy, guide social donation work, and manage welfare lottery.

    12. The Bureau shall develop policies on social work and volunteer services, and work with relevant departments to strengthen the ranks of talents in social work and volunteers.

    13. The Bureau shall complete other tasks assigned by the Huaihua Municipal Party Committee and People’s Government of Huaihua City.
