The main responsibilities of the Bureau are as follows:
1. The Bureau shall implement national, provincial and municipal guidelines, policies, laws and regulations on industry and information technology; draft local laws, regulations and rules on industry and information technology, and supervise and inspect their implementation.
2. The Bureau shall formulate and implement plans on the development of industry and information technology as well as industrial policies; propose policies and suggestions on promoting industrial restructuring, integrated development of industry and related industries, and management innovation; give guidance on strengthening production safety, quality management and emergency management in terms of industry and information technology; and maintain enterprise stability together with relevant departments.
3. The Bureau shall be responsible for the daily economic operation regulation in the field of industry and information technology, and propose and implement near-term objectives, policies and measures for economic operation regulation in this field. It shall also monitor and analyze near-term economic operation trend, collect data, release relevant information, resolve prominent contradictions and problems in economic operation, and propose policies and suggestions.
4. The Bureau shall formulate development strategies for new industrialization, and coordinate and resolve major issues; further the integration of information technology and industrialization, and advance the combination of high and new technologies and traditional industrial transformation; promote the application of information technology in national economy and society; and propel the establishment and development of industrial parks.
5. The Bureau shall be responsible for national defense mobilization in the field of industry and information technology; guide technological advances and innovation in this field; propel industrial system reform and management innovation, integration of firms, universities and research institutes, and industrial application of technological advances; prepare and implement plans for technological transformation, and suggest the investment scale and direction of industry and information technology fixed assets (including foreign capital and overseas investment).
6. The Bureau shall guide the development of small- and medium-sized enterprises and the non-public sector from a macro perspective; formulate and implement corresponding medium- and long-term development plans; advance the establishment of the service system of small- and medium-sized enterprises and business startups; coordinate relevant departments to work out reform measures for the development of small- and medium-sized enterprises and the non-public sector, and coordinate and resolve major problems involved.
7. The Bureau shall draw up plans on energy conservation and comprehensive utilization of resources; formulate and implement relevant policies; undertake energy conservation assessment and supervision of industrial enterprises; promote cleaner production; coordinate relevant major demonstration projects and the promotion and application of new technologies, equipment, materials and products; and manage new energy-saving materials, new wall materials and bulk cement.
8. The Bureau shall be responsible for the industrial economic operation of coal, electricity, petroleum, natural gas and raw materials that guarantee economic operation, and promote logistics socialization in enterprises.
9. The Bureau shall advance the application of information technology in economy and society; guide and coordinate the development of e-government; enhance connectivity across industries and sectors, and propel the development, utilization and sharing of important information and resources; propel the development of information technology in Huaihua; coordinate the planning and development of public communication network, internet, radio and television network and other private communication network, and promote the sharing of network resources.
10. The Bureau shall formulate development strategies and plans for information security, guide and coordinate the building of the information security guarantee system; guide and supervise the security guarantee work of important information systems and basic information networks of government departments and key industries; and assist in the handling of major network and information security incidents.
11. The Bureau shall boost the development of the software industry and information service industry, and coordinate and resolve major issues; advance the establishment of the software public service system and software service outsourcing; guide and coordinate the development of technologies and relevant industries; and oversees and manage the information service market in accordance with law.
12. The Bureau shall allocate and manage radio spectrum resources in a unified way; supervise and manage radio stations in accordance with law; coordinate and handle matters related to military and civilian radio management; undertake radio monitoring and detection, and identification and handling of interference; coordinate and deal with electromagnetic interference; maintain the order of air waves; and perform radio control in accordance with law.
13. The Bureau shall undertake the comprehensive coordination and management of defense-related science, technology, and industry, and promote the two-way transfer and industrial application of dual-use technologies. It shall also implement preferential fiscal and taxation policies on defense-related science, technology, and industry, and supervise and manage key military equipment and facilities.
14. The Bureau shall be responsible for the industry management of explosives for civilian use, as well as the supervision and management of their safe production permit and sales permit; undertake the emergency management of nuclear accidents; guide, coordinate, supervise and inspect the safe production, confidentiality, security and stability maintenance of weapon research and production institutions.
15. The Bureau shall guide and coordinate foreign exchanges and cooperation in terms of industry and information technology, and guide the development and training of talents in this field.
16. The Bureau shall be responsible for electricity administrative law enforcement. It shall also supervise and inspect the implementation of laws, regulations and rules on electricity, and guide and supervise the electricity administrative law enforcement in counties and districts.
17. The Bureau shall undertake other tasks assigned by the People’s Government of Huaihua City.
