Huaihua Municipal Public Security Bureau shall:

1. Implement national guidelines, policies, laws and regulations on public security work; and guide, supervise and inspect Huaihua’s public security work.

2. Keep abreast of circumstances that affect stability and endanger domestic and social security, analyze the situation and come up with countermeasures; prevent and handle illegal and criminal activities of cult organizations and illegal religious organizations.

3. Crack cases that endanger national security and specially important criminal cases, and guide and coordinate the handling of important cases, events and public security accidents; and organize and guide case investigation by public security organs at the county (municipal) level.

4. Guide and supervise the public security organs in Huaihua to investigate and deal with acts endangering public security and order according to law; manage household registration, ID card, guns and ammunition, dangerous explosives, special industries and public places according to law; and handle public security accidents and riots.

5. Guide the administration of exit and entry, as well as residence and travel of foreigners; and direct and coordinate the investigation and handling of foreign-related cases.

6. Guide and supervise Huaihua’s fire protection work.

7. Guide and supervise the public security organs in maintaining road traffic safety, traffic order and management of motor vehicles and drivers; and direct and participate in the investigation and handling of serious traffic accidents.

8. Guide and supervise the public security organs in the public security maintenance work in state organs, social organizations, enterprises and public institutions and major construction projects, as well as public security work of mass public security organizations.

9. Guide and supervise the security maintenance work and technical investigation of the public information network by the public security organs; obtain intelligence information through technical investigation methods, participate in the investigation of significant cases, and handle mass incidents.

10. Guide and supervise penalty execution, supervision and inspection undertaken by the public security organs according to law; guide and supervise the administration of detention centers, detention houses and compulsory drug treatment centers by the public security organs; and administer the municipal detention center.

11. Undertake the security work during visits by important leaders and foreign guests as well as important conferences in Huaihua.

12. Organize, guide and supervise drug control and drug enforcement by the public security organs; and undertake the routine work of the Office of the Huaihua Municipal Narcotics Control Commission.

13. Carry out work related to public security technologies; and plan the development of public security technology, criminal technology, network security technology, action technology and command system.

14. Guide the planning, reporting, distribution and management of equipment and outfit of the public security organs; report the allocation plans of public security business funds and earmarks, and supervise and manage their utilization.

15. Lead the development of fire protection and security forces in a unified way; lead and direct the implementation of public security tasks and development of relevant business by the municipal armed police detachment.

16. Guide public security team building and ideological and political work; guide and manage the training, education, rewards & punishments and preferential treatment of personnel of the public security organs, public security publicity, and work of police training centers, and do well in relevant inspection, supervision and implementation; manage the ranks of police officers; and report to the public security organs and management officials as authorized.

17. Formulate rules and regulations on the supervision and management of public security forces in Huaihua, and organize the supervision work of the public security organs; oversee officials as authorized; guide, supervise and inspect the law enforcement activities of the public security organs; and handle or supervise the handling of significant disciplinary cases among the public security forces.

18. Organize, guide and supervise patrols, riot prevention and police hotline 110, as well as the prevention, investigation and handling of terrorist activities.

19. Guide the investigation of economic crimes, and coordinate the investigation of significant and specially significant economic cases across regions; and safeguard Huaihua’s economic development environment.

20. The forest police detachment of Huaihua Municipal Public Security Bureau is subordinate to the Bureau. It is under the dual leadership of the competent authority and the Bureau. Specifically, work related to the Party and the government is mainly administered by the Huaihua Forestry Administration, and public security work by the Bureau.

21. Undertake other tasks assigned by the People’s Government of Huaihua City.
