    Huaihua Municipal Bureau of Housing and Urban-Rural Development

    Huaihua Municipal Bureau of Housing and Urban-Rural Development (“the Bureau” hereinafter) is a director-level department of the People’s Government of Huaihua City. Its main responsibilities are as follows:

    1. The Bureau shall take the lead in implementing the new urbanization strategy. It shall enforce guidelines, policies, laws and regulations on new urbanization, urban-rural development, housing support, construction projects, construction industry, housing real estate industry, and survey and design consulting industry, and formulate development strategies, medium- and long-term plans and annual plans for new urbanization and real estate industry. It shall also guide work related to housing and urban-rural development in Huaihua.

    2. The Bureau shall guide and supervise urban and rural development. It shall prepare and manage the plan for municipal city construction funds; undertake the review of the budgetary estimate (budget) of city construction projects and preliminary review of final account for completed projects; supervise and manage the use of city construction funds, and collect the administrative fees for the construction industry such as municipal supporting infrastructure fees; and undertake the comprehensive statistics of the housing and urban-rural development industry. It shall also work with relevant departments to guide and supervise efforts to improve rural living environment; guide housing construction and renovation of dilapidated houses in rural areas; undertake the application, protection and development of traditional villages, and participate in the application and management of famous towns and villages; take charge of assessment related to new urbanization; guide the building of key provincial and municipal towns; work with relevant departments to carry out work related to the application and protection of historic cities; and undertake gas administrative management.

    3. The Bureau shall supervise and administer the real estate market. It shall formulate policies to promote the stable and sound development of the real estate market; guide and supervise the management of the real estate market, and improve market order; manage the presale and sale of commercial housing, approve and issue the presale license, and record the sale of commercial housing; give guidance on the recording of the sale of commercial housing projects, as well as the supervision of presale funds and project capital; guide and supervise market management work such as real estate development, real estate transaction, property management, real estate agent services, and lease of commercial housing; undertake the qualification management of intermediary service institutions of real estate consultation, appraisal and brokerage, as well as real estate practitioners; supervise and manage the comprehensive development of real estate; undertake the qualification review and certificate issuance of real estate development enterprises; manage the credit information of the real estate industry; monitor, regulate and analyze the real estate market; guide the establishment of the early-warning and forecasting systems and information release; cooperate with relevant departments to manage the prices and advertisements of real estate; and guide the online signing and recording of commercial housing contracts.

    4. The Bureau shall provide housing support for urban low-income families. It shall guide housing support work in Huaihua, and formulate and implement housing support policies. It shall work with relevant departments to prepare the plan for indemnificatory housing and annual construction plan, and supervise their execution; implement and supervise the plan for the funds of indemnificatory housing; and guide and oversee the management of urban government-subsidized housing projects. It shall also guide and supervise the allocation and operation management of indemnificatory housing; set up and manage the housing support information system; and undertake the building and management of affordable housing.

    5. The Bureau shall supervise and manage the property management industry and property service enterprises. It shall develop regulations and policy documents on property management; establish a sound integrity supervision system for property service enterprises in Huaihua; guide and oversee the collection, management and use of special property maintenance funds; work with relevant departments to develop the charging standards and standard contract for property services; guide and supervise the handling of conflicts, disputes and complaints regarding property management; and guide and supervise work of the municipal property service industry association.

    6. The Bureau shall establish a scientific and standard engineering construction standard system. It shall implement the national standards, municipal unified quotas, industry standards and related management policies in the project construction stage; formulate and release local standards for project construction, municipal project construction measures, local quotas and their implementation measures and management regulations, and supervise their execution; guide and supervise the implementation of various project construction standard quotas, project cost and project valuation; release project cost information; and guide the implementation of the feasibility study evaluation methods and economic parameters.

    7. The Bureau shall supervise and manage the construction quality and production safety of housing buildings and municipal infrastructure in Huaihua. It shall be responsible for the recording of final acceptance of housing buildings and municipal infrastructure, and lead the organization of comprehensive acceptance; supervise and manage the quality of ready-mixed (commercial) concrete and relevant products and components; review and approve safety production license, and organize or participate in the investigation and handling of quality and safety incidents in construction projects; undertake the safety supervision and management of urban housing, as well as safety appraisal and rating of dilapidated houses; and undertake the quality and safety supervision and management of the building decoration industry.

    8. The Bureau shall supervise and manage the construction market in Huaihua. It shall manage and guide city-wide construction activities; undertake the qualification review, approval and management of construction enterprises, project supervision enterprises, inspection and testing enterprises, and their social intermediary organizations; submit housing buildings and municipal infrastructure projects for construction approval, and review, approve and manage construction permit; conduct ongoing and ex post supervision on bidding agencies; supervise and manage bidding and tendering activities of housing buildings and municipal infrastructure projects; and review the professional qualification in the decoration industry.

    9. The Bureau shall supervise and manage the survey and design market. It shall undertake the qualification management of survey and design enterprises and their consulting institutions and construction drawing review institutions, as well as qualification review of practitioners. It shall undertake the demonstration of preliminary design documents, and review and filing of construction drawings of construction projects in Huaihua. It shall also guide the earthquake fortification design review of construction projects of housing buildings, their supporting facilities, and urban municipal facilities, and participate in the development and utilization of urban underground space, as well as the preparation of relevant plans.

    10. The Bureau shall be responsible for the fire protection work of construction projects. It shall guide the fire protection design review of construction projects, and undertake the fire protection acceptance, recording and spot check of construction projects.

    11. The Bureau shall be responsible for property management across Huaihua City. It shall implement national, provincial and municipal laws, regulations and policies on property management; develop regulations and policy documents on property management; establish a sound integrity supervision system for property service enterprises in Huaihua; guide and oversee the collection, management and use of special property maintenance funds; undertake the urban property inspection and filing at the municipal level, filing of buildings for property management use, filing of property management bidding and tendering, and quality supervision and management of property services; develop the charging standards and standard contract for property services together with relevant departments; guide and supervise the handling of conflicts, disputes and complaints in property management; guide and supervise the development of smart property and “primary-level Party building + property”; guide and supervise the municipal property service industry association to carry out activities for industrial self-regulation, and skill improvement and training of practitioners.

    12. The Bureau shall be responsible for the management of the engineering cost industry. It shall implement the national standards, national unified quotas, provincial industry standards and relevant management policies in the project construction stage. It shall also guide and supervise the implementation of various project construction standard quotas, project cost and project valuation, and release project cost information.

    13. The Bureau shall advance energy conservation in buildings and technological progress in construction. It shall implement major projects for energy conservation in buildings, and further energy conservation in buildings, urban energy conservation and emission reduction; review technological achievements in the construction industry and promote their application; undertake the promotion of ready-mixed concrete and mortar, industry management and coordination services; and take charge of the planning, review, supervision and management of ready-mixed concrete and mortar enterprises. It shall promote the application of green building materials and new materials for wall insulation, and supervise, inspect and manage these materials; review the certification of new wall material products; and guide the research, development, production and use of new wall materials. It shall also formulate plans for the technological development in the construction industry and technology policies; make breakthroughs in major technological projects, and develop and adopt new technologies; and manage the technological achievements in the industry.

    14. The Bureau shall be responsible for the development of municipal urban infrastructure and certain urban expansion and reconstruction projects; undertake the gas management services in city planning areas, and guide gas services in counties and districts; collect, manage and use municipal city construction archives, and guide the archive management in counties and districts.
