Responsibilities

Responsible for civil affairs, water conservancy, agriculture and rural areas, forestry, rural revitalization, supply and marketing, immigration, flood control and drought relief. 

In charge of Huaihua Civil Affairs Bureau, Water Resources Department of Huaihua (Huaihua Reservoir Area Immigration Center), Huaihua Municipal Bureau of Agriculture and Rural Affairs (Rural Revitalization Bureau of Huaihua City, Huaihua Animal Husbandry and Fishery Affairs Center, and Huaihua Academy of Agricultural Sciences), Huaihua Forestry Administration, and Huaihua Federation of Supply and Marketing Cooperatives. 

In contact with Huaihua Meteorological Service, Huaihua Hydrology Bureau, Huaihua Disabled Persons’ Federation, and Huaihua Tobacco Monopoly Bureau (Huaihua Tobacco Company). 

Profile                                                                  

Zhou Chongyan, male, Han ethnicity, was born in May 1975. He has a bachelor’s degree and is a master in agricultural extension. He is a member of the Communist Party of China. He currently serves as Deputy Mayor of the People’s Government of Huaihua City and member of the Leading Party Members’ Group.
