Responsibilites
Responsible for the work of the Municipal People’s Government and work related to development and reform, emergency management, statistics, government office administration, economic research, finance, data management, taxation, railway construction, airport construction, national defense mobilization, government services, business environment optimization, housing provident fund administration, handling of proposals put forward by Municipal People’s Congress deputies and members of the Municipal Committee of the Chinese People’s Political Consultative Conference, deepening reforms, livelihood programs and performance evaluation. Assist in work related to finance and audit.
Act in charge of industry and information technology, private economy, electric power and communications.
In charge of the General Office of the Municipal People’s Government, Municipal Development and Reform Commission (Municipal National Defense Mobilization Office, Municipal Administration of Grain and Material Reserves, Municipal Center for Key Construction Projects), Municipal Emergency Management Bureau, Municipal Fire and Rescue Detachment, Municipal Bureau of Statistics, Municipal Government Office Administration Bureau, Municipal People’s Government Research Office, Municipal Data Bureau (Municipal Administrative Examination and Approval Service Bureau), Municipal Public Resources Trading Center, Municipal Housing Provident Fund Administration Center. Assist in overseeing the Municipal Finance Bureau and Municipal Audit Bureau.
Act in charge of the Municipal Bureau of Industry and Information Technology, Huaihua High-tech Industrial Development Zone and Huaihua International Land Port Economic & Technological Development Zone.
Liaise with the Standing Committee of the Municipal People’s Congress, Municipal Committee of the Chinese People’s Political Consultative Conference, Military Sub-district, Municipal Commission for Discipline Inspection and Supervision, Municipal Party School (Municipal Academy of Governance), Foreign Affairs Office of the Municipal People’s Government (Hong Kong and Macao Affairs Office of the Municipal People’s Government), municipal committees of democratic parties, Municipal Tax Service, and Survey Team of National Bureau of Statistics.
Act in liaising with the Municipal Federation of Trade Unions, State Grid Huaihua Power Supply Company, Huaihua Salt Company, China Mobile Huaihua Branch, China Unicom Huaihua Branch, China Telecom Huaihua Branch, and China Tower Corporation Huaihua Branch.

Yin Peiguo, male, Han ethnicity, was born in July 1972. He is a graduate of the Party School of the CPC Central Committee and a member of the Communist Party of China (CPC). He is now serving as standing committee member of the CPC Huaihua Municipal Committee and executive deputy mayor of the Municipal People’s Government of Huaihua City.
