The People's Government of Hunan Province recently approved the Suxian Industrial Development Zone, Leiyang Economic and Technological Development Zone, Lukou Economic and Technological Development Zone, and Nanxian Economic and Technological Development Zone as the provincial-level high-tech zones. There are now a total of 59 high-tech zones in Hunan Province, including 9 national-level and 50 provincial-level ones, said the Department of Science and Technology of Hunan Province on December 17, 2024.

In recent years, Hunan authority has pooled great strength to achieve the blueprint set for the "Three Hubs and Four New Missions" Strategy, and vigorously implemented the innovation-driven development strategy. It has guided high-tech zones across Hunan to follow the principle of "developing high technology, realizing industrialization, and accelerating the formation of new quality productive forces", to build "Five-good" industrial parks and zones. It aims to promote the development of industrial parks and zones by integrating industries, gathering elements, and initiating reform there, so as to boost the high-quality development.

Fifty-five high-tech zones of Hunan Province have developed a total area of about 380 square kilometers by 2023, occupying 0.18% of the province's land area. These entities contributed significantly to the provincial economy: 19.02% of GDP, 43.38% of high-tech industry added value, 47.61% of export value, and 75% of listed enterprises. The coverage rate of R&D institutions at municipal-level and above of industrial enterprises above designated size in those high-tech zones reached 18.48%, including more than 80% of provincial key laboratories and over 75% of national incubators and makerspaces. The world's first transformers and reactors for 330kV and above offshore wind power platform and a number of national and international leading achievements were developed in these zones.

The provincial sci-tech authority will target the establishment of "Five-good" industrial parks and zones, and further lead Hunan's high-tech zones to develop at high level with new technologies. It will strive to accelerate the construction of innovation-driven development demonstration area, new quality productive forces leading area, and pioneering high-quality development area.
