From April 29 to 30, Wei Zhaohui, deputy secretary of the CPC Huaihua Municipal Committee and mayor of Huaihua Municipal People’s Government, led a delegation to visit the Development and Reform Commission of Guangxi Zhuang Autonomous Region, Guangxi Department of Commerce, the Guangxi International Expo Bureau, the Beibu Gulf International Port Group, as well as the governments of Qinzhou City and Chongzuo City, to conduct coordination and inspection with a view to promoting regional cooperation. Huaihua Municipality signed relevant strategic cooperation agreements with Qinzhou City, Chongzuo City, and the Beibu Gulf International Port Group respectively. He Weiying, a municipal leader, and Lin Hua, secretary-general of the Huaihua Municipal Government, participated in the events.
When visiting Bai Songtao, secretary of the Party Leadership Group and director of the Development and Reform Commission of Guangxi Zhuang Autonomous Region, Wei Zhaohui expressed the hope that the Commission would strengthen cooperation with Huaihua in deepening the joint construction of logistics corridors and cultivating the freight route from Huaihua to the Beibu Gulf Port. Bai Songtao stated that he would promote the interaction and alignment of development plans between Hunan and Guangxi, jointly cultivate the freight corridor, and join hands to build an industrial cooperation corridor oriented toward ASEAN.
When visiting Zou Zhanye, secretary of the Party Leadership Group and director of the Guangxi Department of Commerce, Wei Zhaohui noted that she looks forward to establishing close cooperative relations with Guangxi in areas such as foreign economic and trade exchanges and industrial linkage. Zou Zhanye stated that Guangxi will strengthen port cooperation and the linkage of domestic and foreign trade with Huaihua, promote data interoperability and mutual recognition of supervision in customs clearance, and explore the development of “enclave economies” and “jointly built industrial parks” to expand opportunities for development and cooperation.
When visiting Wang Jicai, secretary of the Party Leadership Group and director of the Guangxi International Expo Bureau, Wei Zhaohui said that the China-ASEAN Expo, an effective platform, is hoped to promote the sharing and exchange of resources, business visitors, and other aspects between the China-ASEAN Expo and the Hunan (Huaihua) RCEP Economic and Trade Expo. Wang Jicai stated that the bureau would promote the coordination of event organization and economic and trade connectivity between the China-ASEAN Expo and the RCEP Economic and Trade Expo by setting up a regular cooperation mechanism with Huaihua, helping Huaihua-based enterprises develop the ASEAN market.
During a meeting with Li Yucheng, deputy secretary of the CPC Qinzhou Municipal Committee and Mayor of Qinzhou Municipal People’s Government, Wei Zhaohui expressed the hope that the two sides would establish regular cooperation mechanisms in areas such as coordinated operation of freight trains, cultivation of new freight corridors, and industrial chain cooperation. Li Yucheng stated that Qinzhou would deepen cooperation with Huaihua in logistics, trade, industry and other fields, strengthen port-to-port coordination, and promote the implementation of more cooperative projects.

During a meeting with Huang Xuejun, deputy secretary of the CPC Chongzuo Municipal Committee and mayor of Chongzuo Municipal People’s Government, Wei Zhaohui expressed the hope that the two sides would carry out all-round cooperation in areas such as the joint construction of logistics hubs and cross-border trade connectivity. Huang Xuejun stated that Chongzuo would deepen cooperation in fields including coordinated operation of freight trains, cross-border industrial and supply chain cooperation, and the sharing of cultural and tourism resources, so as to help Huaihua improve its efficiency in cross-border outbound movement from the border region.

During a meeting with Hu Huaping, chairman of the Beibu Gulf International Port Group, Wei Zhaohui expressed the hope that both sides would leverage the logistics advantages brought about after the opening of the Pinglu Canal, and continue to expand the scale of the “Huaihua–Beibu Gulf Port” rail-sea intermodal train service while improving its operational efficiency and quality. Hu Huaping stated that the group would deepen cooperation with Huaihua in areas such as cargo organization, logistics cost reduction and efficiency improvement, and enhancement of corridor operation capacity, so as to help foster a new pattern of opening up featuring domestic and international dual circulation.

The delegation also visited the permanent exhibition hall of the China-ASEAN Expo, the China-ASEAN Economic and Trade Center, Qinzhou Port, the China-Malaysia Qinzhou Industrial Park, the Youyi Pass Port in Pingxiang City, the China-ASEAN (Chongzuo) Fruit Trading Center, as well as the “culture and tourism + rural revitalization” project.
