On the afternoon of April 10, Xu Zhongjian, secretary of the CPC Huaihua Municipal Committee, went to the Public Complaints and Proposals Administration of Hunan Province for the coordination in point of the handling of public complaints and proposals, and held a talk with Yin Huakai, deputy secretary-general of the Hunan Provincial Government, secretary of the Party Leadership Group and director of the Public Complaints and Proposals Administration of Hunan Province. Xu Zhongjian stated that great efforts will be made in Huaihua to study and implement General Secretary Xi Jinping’s important ideas on strengthening and improving the work with regard to public complaints and proposals, earnestly carry out the plans and decisions by the CPC Hunan Provincial Committee and the People’s Government of Hunan Province, and effectively take such work as a practical test to establish and practice a correct view on governance performance. With the leaders taking the lead, we will continue to strictly implement the “321” mechanism for the work germane to public complaints and proposals, further put the handling of public complaints and proposals on a solid legal footing, solidly take special actions to resolve issues related to public complaints and proposals, promote the issues of such to be resolved at the source, and make headway in clearing the backlog of such cases relevant to this kind, effectively safeguarding the legitimate rights and interests of the people and promoting social harmony and stability. It is hoped that more guidance will be provided from the Hunan provincial administration to help improve the quality and efficiency of the work on public complaints and proposals in Huaihua.
Yin Huakai suggested that Huaihua Municipality should be fully committed to the correct political orientation for the work concerning public complaints and and proposals, fully act on the plans and decisions by the central government as well as the CPC Hunan Provincial Committee and the People’s Government of Hunan Province on the work involving public complaints and proposals. Solid steps are to be taken to complete the major tasks such as the solution to regular work regarding public complaints and proposals and the special rectification of the relevant influential issues in key areas, and concerted efforts should be made to resolve the issues related to public complaints and and proposals as well as the relevant influential issues of such in the field of people’s livelihood, and fully and carefully implement the requirements for the law-based handling of public complaints and proposals. The “321” mechanism is supposed to be leveraged to encourage leaders to visit the grassroots communities and hear the voices from the public, and solid steps will be taken to ensure the effective implementation of the general work plan “1157” by the Administration of Hunan Province for public complaints and proposals in Huaihua. And the “three occurrences” are to be avoided by early intervention, early precautions, and early resolution of relevant issues.
