On the Morning of April 9, The Fifth Meeting of the Office of the Inter-Provincial Consultation and Cooperation Joint Conference on the New International Land-Sea Trade Corridor in Western China was held in Huaihua.
Yang Lin, Director of the Office of the Inter-Provincial Consultation and Cooperation and Director of the Chongqing Municipal Government Port and Logistics Office, presided over the meeting and delivered a speech. Wei Zhaohui, Deputy Secretary of the Municipal Party Committee and Mayor of Huaihua, delivered a speech. Representatives from the leading departments and enterprises of the "13+2" provinces (autonomous regions and municipalities) along the corridor, as well as experts and scholars, attended the meeting. The meeting comprehensively summarized the new progress and achievements made by provinces (autonomous regions and municipalities) along the Western Land-Sea New Corridor in 2025 in promoting inter-provincial consultation and cooperation, infrastructure construction, logistics organization and operation, coordinated development of industry and trade, and digital integration. It reviewed relevant work plans and conducted in-depth exchanges and discussions on building a supply chain ecosystem of "domestic collaboration + overseas connectivity", digitally empowering efficient collaboration and deep industrial integration of the corridor's logistics, and integrating resources and upgrading services of cross-regional comprehensive operation platforms.
In her speech, Yang Lin pointed out that during the 14th Five-Year Plan period, the construction of the Western Land-Sea New Corridor achieved a qualitative leap from a "single line" to a "network", from "accessible" to "well-connected", from a traditional logistics channel to a comprehensive service ecosystem, from logistics volume to industrial growth, from rule adaptation to standard contribution, and from unilateral approaches to reasonable joint construction. It is hoped that provinces (autonomous regions and municipalities) along the corridor will jointly ensure the implementation of annual tasks, promote the implementation of key annual work points through a list-based approach, jointly build a supply chain ecosystem, strengthen the corridor's support capabilities, jointly promote digital and green transformation, activate the corridor's development momentum, jointly build an overseas service system, expand the space for opening up to the outside world, and jointly promote inter-provincial collaboration and fully integrate into the unified national market, so as to successfully complete the major task of jointly building the Western Land-Sea New Corridor at a high level and achieve greater results in serving and integrating into the new development pattern.

She said that Huaihua is an open city that was born because of the railway and prospered because of the land port. In recent years, Huaihua has thoroughly studied and implemented the spirit of General Secretary Xi Jinping's important speeches and instructions on Hunan's work, earnestly fulfilled the missions and tasks entrusted by the Provincial Party Committee and the Provincial Government of Hunan, built a major hub spanning mountains and seas, expanded its economic and trade cooperation network, accelerated the operation of freight trains, and strengthened the solid power of its port-related industries, achieving a remarkable transformation from an "inland hinterland" to an "open highland". Entering the new journey of the "15th Five-Year Plan", Huaihua will work with all parties along the route to focus on the five-in-one synergy of "channel + logistics + industry + port + platform", jointly building a new highland of "hub linkage", creating a soft environment of "rule connectivity", constructing an ecosystem of "industrial synergy", and exploring a new future of "digital empowerment", striving to promote the transformation of channel construction from "physical connection" to "chemical integration", and making positive contributions to the construction of the Western Land-Sea New Corridor.
