On the morning of January 23, the opening ceremony of the Huaihua International Inland Port Multimodal Transport Center and the maiden voyage of the dedicated railway line train were held. Xu Zhongjian, Secretary of CPC Huaihua Municipal Committee, attended and announced the official opening of the Huaihua International Inland Port Multimodal Transport Center. Wei Zhaohui, Deputy Secretary of CPC Municipal Committee and Mayor of Huaihua City, delivered a speech. Bao Xu, Deputy Secretary of the Party Committee of COSCO Shipping Holdings Co., Ltd. and COSCO Shipping Container Lines Co., Ltd., and Lan Shengbin, Deputy Director of Changsha Customs, each delivered a speech.
The Huaihua International Inland Port Multimodal Transport Center is the "core project" and "intelligent brain" of the international inland port. With a total construction area of 200,000 square meters, it integrates command and dispatch, customs inspection, cross-border e-commerce, and cold chain warehousing. It can provide full-process services including international freight document processing, customs supervision, cargo inspection, cargo loading and unloading, storage and distribution, information management, and comprehensive services, achieving seamless connection of multimodal transport by road, rail, and water.

In his speech, Wei Zhaohui said that since the Third Plenary Session of the Sixth Municipal Party Committee, we have mobilized the entire city to promote the development of the Huaihua International Inland Port from a blueprint to a reality, opening 200 international and domestic routes and achieving the "three one-thousand" goals one year ahead of schedule. The operation of the Huaihua International Inland Port Multimodal Transport Center further strengthens its functions as a logistics hub, an industrial cluster platform, and a window for opening up and cooperation. Next, we will accelerate the improvement of the "1+2+N" land-port development system, solidly advance the construction of AI-enabled land ports and the application for high-level open platforms, focus on cultivating distinctive port-related industries, and continuously deepen cooperation with ASEAN and other RCEP member countries, so that the advantages of transportation channels can be quickly transformed into industrial advantages and development advantages. At the same time, we will continue to optimize the business environment, use institutional innovation to solve development problems, and make Huaihua a true open hub connecting the east and west, and linking the north and south, injecting strong impetus into serving both domestic and international circulation.
Bao Xu said in his speech that Huaihua is a key hub in COSCO SHIPPING Group's supply chain layout in central and western China, and the Huaihua-COSCO joint venture project is an important vehicle for COSCO SHIPPING to deeply cultivate the inland market and serve regional economic development. COSCO SHIPPING Group will comprehensively improve its end-to-end supply chain capabilities, increase the frequency of train services, expand coverage, provide customized foreign trade export solutions, launch Huaihua's "all-inclusive price" exclusive products, and strive to build a smart and green logistics demonstration benchmark, supporting Huaihua in becoming a logistics hub radiating to central China, connecting the whole country, and linking to the world.
Lan Shengbin said in his speech that the official opening of the multimodal transport center marks a crucial step for Huaihua International Land Port in its intelligent and intensive development, which will further improve the overall efficiency of logistics and promote the agglomeration and development of port-related industries. Changsha Customs will fully and lawfully fulfill its responsibilities and missions of safeguarding the national border and promoting development, continuously improve the level of openness, enhance customs clearance efficiency, and optimize the business environment, so as to help Huaihua build an ASEAN freight consolidation center and deeply integrate into the construction of the new western land-sea corridor.
Relevant leaders from the Provincial Department of Commerce, the Provincial Department of Transportation, Guangxi Beibu Gulf International Port Group, China Construction Third Engineering Bureau, Guangzhou Railway Group, and Land Port New Channel Operation Co., Ltd., as well as municipal leaders Li Weilin, Hu Heping, and Yu Jianyong attended the ceremony.
