On October 25, when conducting an investigation in Huitong,Wei Zhaohui, deputy secretary of the CPC huaihua Municipal Committee and acting mayor of Huaihua, emphasized the need to thoroughly study and put into practice the vision outlined at fourth plenary session of the 20th CPC Central Committee, to carefully implement the keynote speeches and instructions by General Secretary Xi Jinping on the work related to Hunan, and fully carry out the decisions and plans by the CPC Hunan Provincial Committee and the Hunan Provincial People’s Government as well as the requirements for work by the CPC huaihua Municipal Committee and the Huaihua Municipal People’s Government. While working to complete all the tasks laid down during the 14th Five-Year Plan (2021-2025) period , it is also of necessity to make a plan for future development during the “15th Five-Year Plan” (2026-2030) period, aiming to fuel higher-level development of county-level economy. At the Comrade Su Yu Memorial Hall, Wei Zhaohui presented a flower basket to the bronze statue of Su Yu. At the Huitong Red Culture Education and Training Base, she gained a detailed understanding of the integrated development of culture and tourism, as well as the preservation and inheritance of intangible cultural heritage. Later, Wei Zhaohui went to the Huitong Industrial Development Zone, where she visited Tianxin Technology Bio Co., Ltd., the Green and Low-Carbon Bamboo Product Industrial Park, and the construction site of the Huaihua International Land Port · Huitong Port Project. She conducted detailed inspections of the progress in the hog farming industry, the deep processing of bamboo materials, and the construction of Huitong Port. At the Shennong Health Industrial Park and Hunan Greenland High-Tech Agriculture and Forestry Development Co., Ltd., she carried out in-depth research on the development of the traditional Chinese herbal medicine industry, gained a thorough understanding of the operation of the enterprises, and supervised and inspected workplace safety measures.
During the symposium, Wei Zhaohui pointed out that the CPC Huitong County Committee and the Huitong County People’s Government have united and led the cadres and the public across the county in forging ahead with determination and pursuing development, resulting in thriving industrial development and numerous commendable achievements in various tasks. At this critical transition from the “14th Five-Year Plan” period to the “15th Five-Year Plan” one, it is essential to thoroughly study and put into practice the vision outlined at fourth plenary session of the 20th CPC Central Committee, strengthen the management for economic performance, make all-out efforts to advance the work in the fourth quarter, firmly ensure the basic requirement for security, and continue to consolidate the sound momentum of development, thereby contributing more to the high-quality development of the city.
Wei Zhaohui demanded that efforts should be focused on “moving up in rank and position”, with firm confidence in development. Relying on the current sound development momentum and high-quality project reserves, we will make every effort to expand the economy to drive high-quality development of the county-level economy during the “15th Five-Year Plan” period. We should be committed to “green and intelligent driving”, take the initiative to embrace artificial intelligence, explore and create new application scenarios of “artificial intelligence +” to boost and update the industry. We need to deepen the integration of primary, secondary and tertiary industries, promote the extension, supplementation and strengthening of industrial chains for characteristic industries such as luggage, hogs, bamboo and wood, and Chinese herbal materials, and facilitate the in-depth integration of agriculture, manufacturing and service industries. Emphasis should be placed on “the role of opening up”, with planning taking precedence. We should proactively align our plans with Huaihua International Land Port and the New Western Land-Sea Corridor, actively cultivate and expand export-oriented industries, and comprehensively improve the quality and increase the volume in foreign trade. We must “strengthen existing industries and develop new ones”, make every effort to tackle problems such as the relative weakness of the secondary industry and the lack of leading enterprises, and build a competitive modern industrial system.
