“I announce that the second major project in Huaihua City will start construction in 2024!” With the order of Xu Zhongjian, secretary of Huaihua Municipal Party, to start construction, the land of Wuxi sounded the “charge” of project construction.
Vigorously focus on projects and accelerate investment
Taking the construction of major projects as the starting point and further expanding effective investment is an important path to expand domestic demand and promote stable economic growth. Since the beginning of this year, there have been 91 concentrated construction projects in the city, with a total investment of 25.779 billion yuan and an annual planned investment of 10.984 billion yuan. Among them, there are 61 advanced manufacturing industry projects such as high-end equipment manufacturing, new materials, and electronic information, with a total investment of 20.1 billion yuan; 20 infrastructure projects such as transportation and water conservancy, with a total investment of 3.868 billion yuan; 10 social and livelihood projects, including renovation of old residential areas, education, elderly care, medical care, etc., with a total investment of 1.811 billion yuan. These projects have high technological content, strong driving ability, and good expected benefits, which will undoubtedly inject new vitality and accumulate new momentum for Huaihua City to develop new quality productivity according to local conditions, and promote high-level opening and high-quality development.
The Huaihua High-Rail Intermodal Logistics Park project, which started construction in Yangtang Industrial Park, Hecheng District, has a total investment of 920 million yuan and a total land area of 30 hectares. It mainly constructs public warehouses, cold storage, and other facilities for High-Rail Intermodal Transportation. The construction of the project is of great significance for comprehensively improving the modern logistics service system of Huaihua, accelerating the integrated development of Hezhong, and actively supporting the construction of Huaihua International Land Port. After completion, it is expected that the annual operating income will not be less than 50 million yuan, and the average annual tax revenue will be about 7 million yuan.
The New China Zhongbang “Wei Steel Plate” new material project, Guangdong Litai bio-pharmaceutical project, and channel luggage production project have strong driving force and support, which will transform Huaihua’s resource advantages into a development advantage, further extend and strengthen the chain, and effectively support the construction of the “5+N” modern industrial system.
A number of infrastructure projects, including the comprehensive capacity improvement project for urban drainage and flood control in the eastern area of Hecheng District, the Youshui River Yuanling County Eryou section treatment project, the Shixi Chenxi County treatment project in Hunan Province, the Shanmutang Reservoir reinforcement project in Xupu County, and the flood control treatment project in the Puzixi area of Mayang County, have strengthened the foundation of water conservancy and people’s livelihood, and made every effort to create a “smooth, clear, green, and beautiful” water ecological environment.
The renovation project of old residential areas in Hecheng District will focus on the concentrated renovation of 9 residential areas in Tianxingping, Xixing, and Hutiannan Road areas, including 7,500 households and 313 buildings. Since last year, Huaihua City has closely focused on characteristic and advantageous industries, sparing no effort in attracting projects. The construction of projects has ushered in a good trend of sustained enthusiasm, emerging highlights, and consolidating achievements. Last year, the city implemented 329 municipal key projects, with an annual investment of 53 billion yuan, driving fixed assets investment to increase by 7.6%, ranking first in Hunan Province, and winning the provincial government’s incentive for conscientious supervision for two consecutive years. This year, Huaihua will firmly prioritize project construction and make every effort to plan projects. The city has applied for a total of 341 key construction projects, with a total investment of 202.9 billion yuan and an annual planned investment of 60.35 billion yuan, an increase of 13.9% compared to 2023.
Today’s project decides tomorrow’s productivity and competitiveness. By tightening the “spring” and fully opening the “accelerator”, Huaihua is “accelerating” the major projects construction.
