Huaihua held the ceremony of commencement of major projects in the first quarter on the morning of February 28. Xu Zhongjian, secretary of the CPC Huaihua Municipal Committee, announced the commencement of construction.
The start-up activities were launched simultaneously at different venues located at the city and counties. Huaihua has arranged to start 65 major projects, with a total investment of 15.484 billion yuan and an annual planned investment of 7.8 billion yuan, of which 48 are industrial projects, nine are infrastructure projects and eight are social and livelihood projects, covering equipment manufacturing, new materials, electronic information, trade and logistics, green environmental protection and other sectors. These projects are designed to achieve a good start for the whole year’s work and to propel high-level opening and high-quality development of Huaihua.
In the field of industrial development, the Multimodal Transportation Center Project of the Huaihua International Land Port Economic and Technological Development Zone is the core project of the land port as well as the key project of Hecheng-Zhongfang integration initiative, with a total investment of 1.02 billion yuan, covering an area of 35.93 hectares. The developer of the project is Guangzhou Anmao Company of China Railway Guangzhou Group Co., Ltd., who will build special rail lines, the intelligent warehousing and logistics center, the LCL center, the customs supervision area and the cross-border e-commerce pilot zone to build the land port as a provincial, reginal and urban-rural logistics and distribution center that combines various patterns of modern logistics such as road-rail and rail-sea internodal transport. The project will link the land port with Huaihua West Freight Yard to reduce logistics cost and improve logistics efficiency, promote the construction of a commerce and service-oriented national logistics hub, and build Huaihua into a logistics-friendly city. The Yufeng Prepared Food Industrial Park Project at the Huaihua International Land Port rents about 25,000 square meters of standard factory buildings in the ASEAN Industrial Park, and constructs 10 fully automated production lines for prepared food and a fully-automated cold-storage warehouse of about 2,200 square meters. Hongjiang Hybrid Rice Museum Project is to build a farming culture museum which integrates farming culture display, large-scale conference reception, film and television performance, and mass recreation.

The implementation of social and livelihood projects, including the expansion project of Huaihua Zhengqing Road Middle School, the Xuteli project of Huaihua No.1 Middle School, the Xuteli project at Xupu County, and the construction project of Teli Gymnasium of Huitong No.3 Middle School, will greatly improve teaching conditions and teaching quality.
Huaihua has kicked off the construction of some infrastructure projects, including the new area development and construction projects in the east of the city, the bank slope improvement of the Yuanshui River at Chenxi County, the ecological remediation project of the Lanxi Creek basin at Yuanling County, and the channel dredging and improvement of the Qushui River at Tongdao County, to improve the city’s image and people’s living environment,
Since last year, the city has made all efforts to support the development of specialty industries and facilitate the implementation of construction projects. In 2023, the city implemented a total of 329 municipal key projects with an annual investment of 53 billion yuan. The city’s fixed asset investment grew 7.6%, ranking first in the province, and was awarded twice for project implementation by the provincial government. This year, Huaihua will unswervingly take project construction as the top priority, undertaking a total of 341 key construction projects, with an investment of 198.8 billion yuan and an annual planned investment of 60.35 billion yuan, an increase of 13.9% over 2023.
All these projects are set to serve to the high-level opening and high-quality development of the city.

Huaihua Road-Rail Intermodal Logistics Park Project
Project description: the project covers an area of about 30 hectares, with a total floor area of 135,100 square meters, and is planned to build a road-rail intermodal transportation zone, a container operation area, a warehousing area and other supporting facilities.
Multimodal Transportation Center Project
Project description: the project covers an area of 35.93 hectares, and is planned to build new special rail lines, an intelligent warehousing and logistics center, a heavy truck service station, a LCL center, and other supporting facilities.
Comprehensive Utilization Project of Waste Lithium Iron Phosphate Batteries
Project description: the project leases 24,000 square meters of plant, and is planned to build a repair line that is capable of processing 6,000 tons of used lithium iron phosphate batteries, a battery production line and corresponding supporting facilities.
New area development and construction project in the east of the city
Project description: the project is planned to upgrade the comprehensive capacity of urban drainage and flood mitigation, build Jiangxiu Road and secondary roads, the school affiliated to Huaihua No.1 Middle School, and Jingtou Apartment.
Huaihua (Zhongfang) Lithium Iron Phosphate Battery Production Line
Project description: the project covers an area of 1.1 hectares, with a floor area of 18,000 square meters, is planned to build 2 office buildings (3,385 square meters), 2 steel-structured factories (11,000 square meters), 2 lithium iron phosphate battery production lines and corresponding supporting facilities.
Yuanling Sauce Wine Ecological Culture Industrial Park
Project description: the project covers a floor area of 900,000 square meters, and is planned to build 90 production workshops, 45 warehouses (wine storehouses), 7 finished product packaging workshops, 10 staff dormitory buildings, a visitor reception center, a sauce wine culture museum, a sorghum planting base of 5,333 hectares, a large-scale firefighting station and a wastewater treatment station.
Dayou Puhui Nursing Home Project at Chenxi County
Project description: the project covers an area of 3.43 hectares, with a total floor area of 50,200 square meters, and is planned to build a comprehensive building with a floor area of about 6,747.53 square meters, 21,900 square meters of 3 senior citizen apartments, 5,856.09 square meters of rehabilitation hospital, 6,320 square meters of basement, 153.6 square meters of supporting facilities, 732.22 square meters of connecting corridors, 8,464.13 square meters of social welfare senior citizen apartments, and other supporting facilities.
Agricultural and Side Products Distribution and Trading Center Project of Xupu Area, the Huaihua International Land Port
Project description: the project covers an area of about 4.95 hectares, with a total floor area of 64,000 square meters, and is planned to build stores, warehouses, cold chain logistics facilities, fruit and vegetable greenhouses, restaurants, hotels and other supporting facilities.
Mayang Fuzhou Agricultural Products Cold Chain Warehousing and Logistics Trading Center Project
Project description: the project is planned to build a three-story frame structure with a total floor area of 11,900 square meters and other supporting facilities.
SPS Production Line Project of New Materials for Lithium Batteries
Project description: the project leases 7,000 square meters of standardized plant, and is planned to build SPS production line of new materials for lithium batteries with an annual production capacity of 2,000 tons and other supporting facilities.
Construction Project of 5G Intelligent Manufacturing Park, Zhijiang Industrial Development Zone
Project description: the project covers a total area of 15.16 hectares, and is planned to build auxiliary rooms covering an area of 48,401 square meters, 200 parking lots, 1.68 kilometers of municipal roads, a sewage treatment plant with a daily treatment capacity of 1,000 tons, and other supporting infrastructures for the 5G Industrial Park.
Hybrid Rice Museum
Project description: the project covers a floor area of 12,000 square meters, with an exhibition area of 5,500 square meters, combining the display of farming culture, reception of large-scale conferences, film and television performances, and mass recreation.
Chemical Plant Project concerning trichlorosilane production (50,000 tons of per year) and 50 caustic soda evaporation at Hongjiang District
Project description: the project covers an area of about 2 hectares, with a total floor area of 27,000 square meters, and is planned to build a trichlorosilane production facility covering an area of 7,400 square meters, a circulating water station of the silicon powder warehouse covering an area of 1,500 square meters, auxiliary rooms covering an area of 1,700 million square meters, a power distribution room of 2,000 square meters, a cabinet room of 700 square meters, a control room of 500 square meters, a mechanic workshop and other facilities.
Demonstration Park Construction Project of Specialty Industry at Huitong County
Project description: the project covers a floor area of 84,000 square meters, and is planned to construct factory buildings, comprehensive buildings, supporting rooms and basic supporting facilities.
Bamboo Industry Incubation Base and Supporting Infrastructure Construction Project of Gantai Industrial Park, Jingzhou Industrial Development Zone (Phase I)
Project description: the project covers an area of about 1.4 hectares, with a total floor area of 21,000 square meters, and is planned to build the bamboo industry incubation plant and related supporting infrastructures related to high-voltage and low-voltage power supply, pipelines and roads.
Cultural and Tourism Integration Project at Tongdao County Red Army Long March Transfer Memorial Hall
Project description: the project is planned to build the Museum of Gongcheng Academy, the Tongdao Red Army Long March Transfer Museum, the Study Trip Center of the Red, the Red Army Street and other supporting infrastructures as well as renovate the Hongse Sashui Performing Arts Center, the industrial zone along the river banks, the Sanshengpo tourist highway, the Yaoyan tourist highway, the Kaili Yade Hotel and the Tingbo Hotel.
