The main goals for the economic and social development of Yuanling County in 2024 are the following: the regional GDP will increase by more than 7%, the added value of industries above designated size will increase by more than 7.5%, fixed assets investment will increase by more than 9.5%, the total retail sales of consumer goods will increase by more than 9%, the local general public budget revenue will increase by 8.5%, the local tax revenue will increase by 8.5%, the per capita disposable income of urban and rural residents will increase by 8% and 10% respectively, and the grain output will be stable at more than 254,000 tons. These main economic indicators are bottom line targets. In order to maintain the momentum of leapfrogging and catching up, and achieve the goal of advancing to the top 30 as scheduled, Yuanling will assess and dispatch according to the middle goal in practical work, and strive towards the high goal.

The acceleration of the construction of Huaihua International Land Port is a major decision and deployment of Hunan Provincial Party Committee and government. Yuanling will work together with Huaihua Municipal Party Committee and government to achieve the same goals, resonate with each other in work, realize new achievements in serving and integrating into the construction of Huaihua International Land Port, and demonstrate new achievements in the in-depth implementation of the “Five New Missions and Four Orientations” strategy. Yuanling will strengthen its integration into the Huaihua International Land Port. It strives for COSCO Shipping Group to optimize shipping routes and promote the import of antimony concentrate and chromite ore from enterprises such as Chenzhou Mining and Shanneng Environmental Protection from Huaihua International Land Port. Promote the investment of the “No.1 Project”
Yuanling will launch a new wave of “big investment, big business, and good business”. It will deeply integrate into Huaihua International Land Port, actively explore overseas markets, and promote the return of Hunan and Huaihua merchants by focusing on investment methods such as familial investment, high-level investment, resource transformation investment, business-based investment, precise investment in the industrial chain, industrial development radius investment, and professional investment. Yuanling will focus on five major actions to improve the quality and efficiency of the industrial level, attract large and strong talents, accelerate project construction, innovate management systems, and optimize the business environment, further enhance the image and supporting service capabilities of the park, effectively enhance the development capacity of industrial clusters, promote the development and improvement of the park’s industries, and truly build the park into an important growth pole for the county’s economic development and a demonstration area for innovative development. Focusing on the construction goals of “Five Good Parks” with good planning positioning, innovation platform, industrial projects, institutional mechanisms, and development environment, it will accelerate the construction of innovation and entrepreneurship comprehensive service bases, electronic information industry platform public supporting facilities, standardized factories, and cold chain logistics centers, enhance the carrying capacity of the park, and focus on promoting the development of the park from quantitative growth to qualitative improvement. In 2024, it will strive to win approval for three or more demonstration counties, pilot counties, and industrial parks of various types. It will also strive to allocate more than 3 billion yuan of special funds within the central and provincial budgets, an increase of over 20%. It will further strive to allocate over 1 billion yuan of special bond funds for local governments, with a growth rate of over 30%. And it will strive to obtain financing funds of over 3 billion yuan from government platform companies. Every effort will be made to focus on the construction of key projects, and build the “three top ten” key projects of infrastructure, people’s livelihood, and industrial development. Accelerate the construction of a modern industrial system
Yuanling will focus on the construction of a 4×4 modern industrial system in Hunan, and make arrangements to accelerate the construction of a “5+N” modern industrial system in Huaihua, focusing on promoting physical and industrial development. It will accelerate the development of the “one main and two special” leading industry, and the electronic components and metal new materials industry should make sufficient efforts in “building strong chains, extending chains, and supplementing chains”. It will coordinate and integrate the resources of Jietan tea industry, continuously improve products and strengthen the brand. It will accelerate the pace of attracting investment from Yuanling Liquor Industry and establish Xiangjiu Group based in Yuanling. Orientate the “green” road, low carbon, and high quality development
Yuanling will continue to carry out the “Summer Action” on pollution prevention and control, deepen the implementation of the “sharp sword” to prevent and resolve major ecological and environmental risks and latent dangers, actively and forcefully carry out the rectification and implementation of feedback issues from central and provincial ecological and environmental inspections, Yangtze River Economic Belt warning films, and “Dongting clean lake” supervision, and resolutely fight against environmental problems. It will vigorously carry out ecological protection and restoration. Efforts should be made especially for the ecological restoration of exposed mountains. It will accelerate the implementation of demonstration projects for ecological restoration of historical abandoned mines, consolidate the achievements of the “ten-year fishing ban” on the Yangtze River, and accelerate the transformation and development of the immigration industry in the Wuqiangxi reservoir area. It will actively promote green and low-carbon transformation. It will also accelerate the construction of hydropower, wind power, optoelectronics, pumped storage, and chemical energy storage power generation projects, and create a new energy industry base in the province. Promote the integrated development of urban and rural areas
Yuanling will accelerate the construction of new urbanization with county towns as important carriers. It will accelerate the construction of key projects in county towns, including urban renewal phase II, smart parking lots, the “Two Rivers, Three Banks, and Ten Miles Gallery” waterfront scenic belt, urban and southern and Taichang sewage treatment plants, integrated urban-rural garbage collection and transportation projects, integrated urban-rural water supply, and county commercial complexes. It will simultaneously layout the rural industries along the new traffic roads, build 10 secondary and third-class highway in towns and villages into industrial roads and landscape roads, and advance the layout of market town construction, industrial development and investment projects after the opening of the “three expressways”. It will make every effort to promote rural revitalization and achieve results. It will shoulder the responsibility of ensuring food security, resolutely curb the “non- agriculturalization” of arable land and the “non-grainification” of basic farmland, increase the standard farmland by 2,666.7 hectares, and ensure that the grain sowing area remains stable at 44,200 hectares and the yield remains above 254,000 tons. It will establish a sound monitoring and assistance mechanism for preventing poverty return, carry out targeted assistance, village assistance, and paired assistance, implement “7+1” employment assistance, continuously consolidate the achievements of “two no-worries and three guarantees” and water safety guarantee, and firmly guard the bottom line of preventing large-scale poverty return. Ensure and improve people’s livelihoods
It will continuously improve people’s well-being, conscientiously handle practical matters related to people’s livelihoods, resolutely safeguard the vital interests of the people, and implement the people-first development concept. It will focus on the projects voted by deputies to the People’s Congress in 2024, and build five Class II and third-class highway from Wuqiangxi to Qijiaping, from Qijiaping to Niuche River, from Yuanling Town to Zhonghua Shushan, from Mingxikou to Zhonghua Shushan, and from Zhonghua Shushan to Guzhang. It also includes construction of Longxing Avenue West Extension, Fengming Avenue West Extension, Yuanling No.1 Middle School “Special Three Dimensional Art Museum” and Sports Stadium Project, Chenzhou Ancient Street Improvement and Renovation Project (Phase II), Funeral Parlor Expansion and Cemetery Construction and other livelihood projects. It will continuously optimize the employment public service system, support young people to return to their hometowns for innovation and entrepreneurship, vigorously develop public welfare positions, guide employment and flexible employment in industrial parks, and make every effort to promote stable employment and income growth. It will fully implement the safety production responsibility system, continue to carry out inspections and rectification of safety production risks and hazards in self-built houses, transportation, construction, hazardous chemicals, fireworks and firecrackers, urban gas, and Tuanzhai fire protection, continuously improve disaster prevention, reduction and relief capabilities, and strive to achieve the goal of “three resolute and two guarantees”.
