In 2023, the transportation system of Huaihua City seized historical opportunities, rose up for a second entrepreneurship, forged ahead with determination, and pioneered modernization in Huaihua. With practical achievements, it will provide solid transportation support for the stable and positive development of the city’s economy.
Triumphant news keeps pouring in
Huaihua City’s multimodal transportation demonstration project has been rated as a “national project” by the Ministry of Transport and the National Development and Reform Commission. The “three guarantees and three majors” of high-speed transportation and the comprehensive environmental improvement work along the railway have been introduced as typical experiences throughout Hunan Province. Huaihua Municipal Transportation Bureau has been awarded the title of “Outstanding Collective of National Comprehensive Spring Festival Transportation” in 2023... Huaihua City, and the counties of Huitong and Mayang have been listed as “Four Good Transportation” in the province. The provincial government has made a historic breakthrough in the comprehensive improvement of the environment along the railway line, and has implemented a list of effective inspections, incentives, and recommendations.
The broad road leads to a wider world. At the beginning of 2024, the transportation system of the whole city will take a more vigorous and upward attitude, vigorously promote the high-quality development of transportation in Huaihua, and make new and greater contributions to the in-depth implementation of the “Five New Missions and Four Orientations” strategy.
Emphasize hard-work in crisscrossing the smooth ways in all directions
2023 is the first year to comprehensively implement the spirit of the 20th National Congress of the Communist Party of China, the year of economic recovery and development after the three years of COVID-19 epidemic prevention and control transition, and the year to implement the transportation plan of the 14th Five-Year Plan.
Under the strong leadership of Huaihua Municipal Party Committee and Government, the transportation personnel on the land of Wuxi have the responsibility and mission to promote the orderly implementation of all projects, and help to achieve a “good start” with practical and hard work.
Last year, transportation investment operated at a high level. The fixed assets investment in transportation was 10.2 billion yuan, 113% of the annual task. It was actively striving to obtain about 1 billion yuan of national and provincial subsidy funds, including about 570 million yuan of construction and about 430 million yuan of maintenance. At the beginning of 2023, it was striving for a special support of 40 million yuan from the Provincial Department of Transportation for Huaihua International Land Port.
Meanwhile, transportation project construction was singing high all the way. The Jingli, Zhitong, and Guanxin expressways were completed and opened to traffic, and the construction of the Yuanchen Expressway project was expected to be completed ahead of schedule. The construction of the Zhangguan Expressway was steadily advancing; the transportation construction of Huaihua International Land Port was accelerating, and the feasibility study for the G209 International Land Port relocation was completed. The “Huaihua Hecheng-Zhongfang Integrated Transportation Implementation Plan” was formulated and released.
There has been a new trend in the development of water transportation. Seven ship pollution collection stations in the city have achieved closed-loop management of pollutants. Two new garbage collection barges have been put into use, and two pollutant receiving ships have been delivered for use. It has organized the design of standardized demonstration passenger ship type drawings for mountainous areas in Hunan Province, and constructed 22 ships with 50 seats in B-class navigable areas.
The crisscrossing roads are like the veins of the human body, conveying the logistics and human flow of the city, communicating the commercial and interpersonal exchanges of the city, and maintaining the vitality of the city.
Huaihua transportation services have improved in quality and efficiency. From January to November 2023, it completed a total of 236 million people on highways and waterways, with a passenger turnover of 1.05 billion person kilometers, a year-on-year increase of 6.5% and 10.9%. The completed freight volume was 85.16 million tons, and the turnover of goods was 8.83 billion tons per kilometer, with a year-on-year increase of 15.6% and 10%. The annual throughput of port cargo was 2.764 million tons, an increase of 13.4% year-on-year.
Looking at the land of Wuxi, transportation construction is advancing rapidly, with major transportation arteries connecting Huaihua and the distance. Bridges stand firm on the ground, and trains carry dreams and hopes towards the distance.

Stabilize people’s livelihoods, connect roads, and create a new world
Yuanling is a large mountainous county, where it is difficult for people to travel and goods exported.
Last year, the county launched four third-class highway, with a total mileage of more than 100 kilometers, covering eight villages and towns, and benefiting more than 100,000 people. At the same time, maintenance, renovation, and upgrading of the Yuanshui Bridge have been carried out, adding to the urban layout of the two rivers and three towns.
On December 31, 2023, the “Four Roads and One Bridge” in Yuanling County was completed and opened to traffic, and local residents praised it one after another.
“The road from Pangu to the county town used to be not very good, and it took a long time and was prone to motion sickness. Now that there is such a nice road, it is very comfortable to ride,” excitedly said Mr. Jin, a Pangu Villager in Pangu Township.
Transportation is connected to production at one end and life at the other. Livelihood practices and projects are concrete measures to practice people’s transportation serving for the people.
Huaihua City will further focus on building, managing, protecting, and operating rural roads well, significantly improving the traffic capacity and service level of rural roads. Tongtong County was awarded the national “Four Good Rural Roads” demonstration county, Zhijiang passed the national “Four Good Rural Roads” demonstration county re-inspection, Hongjiang City and Hecheng District were awarded the provincial “Four Good Rural Roads” demonstration county, and Jingzhou Hengjiang Bridge Bayangping Road was awarded the top ten “Most Beautiful Rural Roads in Hunan Province” in 2023.
From “people travel freely” to “people enjoy free travel”, and then to “goods enjoy free delivery”, great changes have taken place.
The remote areas of Banjie and Baozhai villages in Tongmu Town, Zhongfang County make it difficult for a long time for people to travel. In response to this situation, the Zhongfang Transportation Bureau and the Zhongfang public transportation company have formulated a plan based on traffic conditions and the travel characteristics of villagers along the way, and equipped rural buses.
At present, the town and village transport route have been opened in 2023, with a total length of more than 20 kilometers, passing through four natural villages, which is convenient for people along the route to travel and also promotes the development of local tourism industry.
It has improved the quality and efficiency of operational services, and demonstrated the creation of vibrant and colorful models.
Zhongfang County has been listed as a national demonstration county for the integration of urban and rural transportation, and has successfully established a provincial demonstration county for the integration of passenger, freight, and postal development. Huitong County and Jingzhou have successfully established a provincial demonstration county for the integration of urban and rural passenger transportation. Hecheng District and Tongdao have received the acceptance of the third batch of integrated demonstration counties for urban and rural passenger transportation in the province. Hongjiang City, Xinhuang, Chenxi County, and Mayang have been listed as the fourth batch of integrated demonstration counties for urban and rural passenger transportation in the province.
Highways not only need to be well built, but also require to strengthen refined management.
Huaihua City has innovatively introduced ten systems, including the Joint Meeting System of the Leading Group for the “Three Guarantees and Three Majors” Special Rectification Action of the Huaihua Expressway. All 99 problems have been rectified and solved, including a number of “old and difficult” problems such as the space under the Laoyashan Bridge, Yuanling Service Area, and Anjiang Service Area.

Keep a strong sense of responsibility to improve industry management quality
Starting from December 2023, citizens and enterprises can apply for the replacement of the driver’s qualification certificate for commercial road cargo transportation and for commercial road passenger transportation through the “Instant Processing” of the Huaihua City Government Flagship Store on the “Xiangyiban” APP super flagship service terminal.

The city’s transportation system continuously standardizes industry management, vigorously promotes the reform of “streamlining administration, delegating powers, and improving services”, implements the “full process online annual review” and administrative approval notification and commitment system, as well as capacity acceptance services. All 103 high-frequency application related matters will be included in the “simplified approval” process.
In 2023, 49,713 administrative approval items were completed, 4,517 were processed at once, 10,665 were processed through one network, 17,911 were processed across provinces, and 32,299 electronic certificates were issued. The Municipal Transportation Bureau has been rated as the “honorary unit” in the reform and innovation of optimizing the business environment in the city, and its work experience has been selected as one of the top ten typical cases.
It has built a bridge among people and improved the quality of transportation services. The Municipal Transportation Bureau continuously improves the service quality of the “12328” hotline platform, with an instant response satisfaction rate of 100%, on-time feedback rate of 100%, transfer work order follow-up rate of 100%, follow-up satisfaction rate of 96%, one-time completion rate of 99%, data standardization rate of 100%, and average completion time of 1.8 days.
The party flag leads the way and gathers strength to solve difficult problems. It has innovatively carried out the “mobile Party group meeting”, moving the bureau Party group meeting to counties (cities, districts) with lagging transportation work, inviting main leaders of the county government to attend, conducting on-site “consultation and prescription”, and making face-to-face research on countermeasures at the city and county levels to promote the resolution of key and difficult problems, in order to achieve expected results.
Safe production is the eternal theme of transportation work.
The transportation system of the whole city takes the “safety production turnaround battle” as the starting point, innovatively carries out safety production “coding management”, establishes key driver health records, implements major hazard consultation mechanism, prints safety production supervision and inspection manuals, and continuously strengthens the safety production foundation.
A total of 84 major hazards and 2,913 general ones have been eliminated in the entire industry. There have been no major or above accidents throughout the year, and the number of general accidents and deaths has achieved a “double decrease” year-on-year.
Key areas such as water transportation, highway operation, and transportation construction have achieved “zero accidents and zero deaths”. In 2023, the first round of transportation safety “hidden danger clearance” inspection and assessment ranked second in the province.
Experience in security code management has been promoted and reported in more than 20 national and provincial media, and has been spread nationwide by the Ministry of Transport.
It has taken the lead in completing the rectification and cancellation of the first and second batch of hidden dangers designated by the province. It achieved the first “0” accident record in railway accidents, and comprehensively completed the creation of “standard setting and sampling” demonstration points in railway counties and cities.
A new breakthrough has been achieved in the management of overloading, with a total of 8,726 illegal acts of overloading of various types of trucks investigated and punished. 40,727 tons of goods were unloaded, 47 penalties were imposed on the source enterprises, and 16 interviews were held with enterprises.
Draw a blueprint and embark on a new journey
In 2024, the transportation system of the whole city will be practical and pioneering, paving the way for high-quality economic and social development of the city with a “transportation network” and a smooth “happy road”.
This year, the city’s fixed assets investment in transportation is planned to complete 5 billion yuan to ensure the completion and opening of Yuanjiang Chenzhou Expressway, strive to start the construction of Xuzhou Dongjiang Expressway and Anzhou Xuzhou Expressway, accelerate the preliminary work of Dongtian Expressway and Chenfeng Fengzhou Expressway, steadily promote the construction of Huaizhi Expressway, G209 Huitong Pingcun Lincheng, G209 Channel Belt, S249 Xupu Qiaojiang Simeng and other highways, enhance the construction of Yuanshui Hongjiang Chenxi Channel Project, and promote high-quality construction.
Efforts will be made to strengthen the supply chain. It needs to actively apply for the creation of the third batch of national comprehensive freight supply chain cities. It will focus on serving the construction of International Land Port, promoting the implementation of multimodal transportation point-to-point. It aims at the development of luggage, China’s supply and marketing “agriculture, rural areas, and farmers” industries, in order to guide and support the operation of the land sea new channel (Hunan) company to collaborate with local freight and shipping enterprises to carry out road rail sea intermodal transportation, and continue to promote the “transit to rail” and “transit to water” long-distance transportation of bulk goods and containers, facilitating railway dedicated lines to enter port areas, industrial parks, and factory areas.
It requires to smooth the logistics circulation between urban and rural areas. It will vigorously carry out the construction of the “New Three Links”, and promote the construction of hardened roads in natural villages (groups) with larger populations according to local conditions, graded roads in administrative villages, and tertiary and above highways in townships. It will accelerate the construction of a transportation network system with venues in every township and stations in every village. Relying on the three-level logistics system of counties and villages, it will build a two-way smooth logistics distribution network between urban and rural areas, and promote the “online goods to the countryside and local goods to the cities”.
High station transportation promotes high-quality development. Focusing on the key work layout of the province and city, it will vigorously promote the construction of the Huaihua International Land Port collection and distribution system, build the Huaizhi Expressway International Land Port Economic Development Section and the Zhongfang Section, implement the Huaihua International Land Port Railway Special Line, and complete the preliminary work of the Baomao Expressway Huaihua International Land Port Interchange.
Major transportation projects are resounding one by one, and the main roads for people’s livelihood are slowly unfolding. Reform measures are steadily advancing, imprinting the resounding pace of Huaihua transportation.
This year, the city’s transportation system will actively serve and integrate into the new development pattern, vigorously promote the high-quality development of transportation in Huaihua, and pioneer in achieving the beautiful blueprint of “Three Highlands and Four New Missions” and deepening the implementation of the “Five New Missions and Four Orientations” strategy.
