    Zhongfang County: gathering three major characteristic industries to promote industrial revitalization

    The sun is shining brightly, and birds are singing and flowers are fragrant. In May, Zhongfang County is filled with a lively and bustling scene.

    In recent years, Zhongfang County has adhered to the “12345” agricultural industry project to guide the development of rural industries, and fully promoted the construction of the “three key industries” of fruit, traditional Chinese medicine, and seed production for rural revitalization. The agricultural and rural work in the county has shown a good situation of increasing agricultural production and efficiency, continuous income increase for farmers, and harmonious rural development.



    Polishing the High-Quality Fruit Brand of “Zhongfang Flavor is just what you favor”

    In mid May, we walked into the Baishaxi Thousand Acre Blueberry Base located in Baishaxi Village and Paiye Village, Huaqiao Town, Zhongfang County. The blueberry seedlings that were transplanted a month ago had already bloomed small flowers, with clusters of flowers like jade bells interspersed among the green leaves, which were incredibly cute.

    Baishaxi Qianmu Blueberry Base is the largest blueberry base in Huaqiao Town, which has been under construction since October 2022. The base covers an area of 1,000 acres and has a total investment of 22 million yuan. The base is funded and constructed by five collective economic organizations, namely Baishaxi Village, Longchang Village, Huaiziping Village, Bajiaoxi Village, and Huomatang Village, in Huaqiao Town. The base adopts a “self-built and agent-managed” model, and is built by five village collective economic organizations and cooperatives according to the park construction standards.

    The high-quality fruit industry is a characteristic pillar industry with strong competitive advantages in agriculture and rural areas in Chinese counties. In recent years, based on the unique local resources and climate advantages, Zhongfang County has adhered to the development concept of “innovation, green, high-quality, and efficiency”, promoted the green development and efficiency of the fruit industry, enhanced the supply capacity of green fruits, and achieved certain results in industrial construction. From January to April 2023, the county will complete an additional 8,500 acres of high-quality fruit cultivation area. The planting area of blueberries in the entire county is 6,000 acres, with a yield of 10,000 tons and an output value of 30 million yuan. The grape planting area is 52,000 acres, with a yield of 58,000 tons and a production value of 170 million yuan. The planting area of Jinqiu pear is 12,000 mu, with a yield of 14,000 tons and an output value of 36 million yuan. The planting area of citrus, peach and other fruits is 48,700 acres, with a yield of 54,000 tons and a production value of 167 million yuan. The county has initially formed an industrial pattern mainly consisting of blueberries, prickly grapes, and golden autumn pears, supplemented by other characteristic fruits.

    Zhongfang County adheres to the simultaneous development of production, processing, and sales, and has basically formed a complete industrial chain. In terms of sales, 70% of the fruits are sold to markets outside the province. The “Wushui” brand mixed citrus and “Red Sanxiang” brand mountain red citrus produced by the Xinnong Citrus Professional Cooperative in Zhongfang County are exported to Russia, Shanghai and Shenzhen, and the Tiepo Jinqiu pear products are exported to Fujian, Hong Kong, Macau, and other places. In terms of post harvest processing and initial processing of agricultural products in the production area, 60 storage warehouses of various types have been built, with a fruit storage and preservation capacity of 7,000 tons, accounting for 5.56% of the total fruit production. In terms of deep processing, we have a group of fruit processing enterprises such as Hailian Food and Southern Grape Valley Winery, which have successfully developed a series of deep processing products such as fruit juice, preserved fruits, and wine, with an annual processing capacity of 30,000 tons.



    Creating a “Production and Marketing Combination” of Traditional Chinese Medicine Industry Chain

    On April 25th, employees of Huaihua Jindi Agriculture and Forestry Development Co., Ltd. began to get busy early in the morning, packing and boarding. This was Jindi Agriculture and Forestry Development Co., Ltd.’s first order for the new year, worth $50,000 Wuling Ai Foot Bath Bag, destined for Hong Kong. Next, they will also send products such as moxa incense, foot bath bags, and mugwort sticks to Vietnam, Thailand, and Malaysia.

    “The goods we shipped today are 55 cubic foot bath bags, totaling 1,140 boxes. We have already shipped a batch of goods before, and this is the second batch.” Zeng Qunxiong, Deputy General Manager of Huaihua Jindi Agriculture and Forestry Development Co., Ltd., said happily. “If this trend continues, it is expected that the foreign trade sales volume this year will be around 20 million US dollars.”

    Huaihua Jindi Agriculture and Forestry Development Co., Ltd. has transformed the small wormwood into a major industry for rural revitalization. The company has built a preliminary processing room of 600 square meters for mugwort leaves, a deep processing factory of 1,400 square meters, and a high standard multi-span greenhouse of 1,500 square meters. It has registered the trademark “Wuling Ai” and currently produces and develops a series of products such as mugwort velvet, mugwort sticks, Yao moxibustion stickers, sanitary napkins, children’s belly bags, mugwort blankets, foot stickers, foot bath bags, pillows, etc., realizing the entire industry chain of mugwort from planting to production, processing, and sales.

    This year, Chinese counties have strengthened organizational guidance and policy promotion, implemented work responsibilities, and made every effort to promote the integrated development of the traditional Chinese medicine industry based on the development goals set by the county committee and government. Currently, the planting area of traditional Chinese medicine reaches 15,800 acres, accounting for 79% of the annual task, among which, there are 3,300 acres of Longya Lily, 3,500 acres of Artemisia argyi, 1,000 acres of Huangjing, 2,000 acres of Honeysuckle, 3,000 acres of Houttuynia cordata, 800 acres of Litsea cubeba, 65,000 acres of Tianma cellar, and 2,200 acres of other traditional Chinese medicine. The Jigongpo Tianma Base in Luyang Town has become the largest Tianma planting base in Hunan Province.



    Creating a Large County for Seed Production of Hybrid Rice “One Seed” 

    In mid May, it was the season for rapeseed harvesting. In the rapeseed field of Qingshi Village, Tongding Town, Zhongfang County, harvesters rumbled, and the big grower Tang Qineng was grabbing the opportunity to harvest rapeseed on sunny days.

    Tang Qineng said, “Last year was the first year we tried seed production. The county attaches great importance to seed production, not only inviting dedicated personnel to guide the technology, but also providing us with subsidy policies. This year, I plan to plant another 120 acres.”

    Rice seed production is one of the key characteristic industries in Zhongfang County. In recent years, the county party committee and government have integrated project funds, optimized resource allocation, focused on improving the development environment and management facilities and equipment level of seed production bases, and improved the seed supervision service system in accordance with the construction requirements of “high starting point, high standard, and high level”. With Hunan Aopolong Science and Technology Co., Ltd. as the main platform, they have supported and encouraged seed production enterprises to establish long-term stable hybrid rice seed production bases in Chinese counties, vigorously cultivate new business entities such as backbone enterprises, farmer cooperatives, seed producers, and specialized service organizations, and build a socialized service system for the seed industry. Guided by government awards and subsidies, it is to establish an investment mechanism that combines government subsidies, departmental support, enterprise investment, and individual self financing.

    In 2022, the county will implement a hybrid rice seed production area of 6,032 acres, mainly distributed in Jielong Town, Tongwan Town, Tongding Town, Luyang Town, Xinluhe Town, and Tiepo Town. Last year, the average yield per mu of the three crops was around 75 kilograms, with the best harvest in Jinyin Village, Tiepo Town, reaching 250 kilograms per mu. The average yield per mu of the two crops is around 100 kilograms. To ensure the quality of seed drying, Zhongfang County is also equipped with three box-type flat plate ventilation dryers in Luyang Town, Tongwan Town, and Jielong Town.

    The fertile fields in the mountainous areas are creating new landscapes, and rural revitalization is at the right time. During the 14th Five Year Plan period, China’s county will take the opportunity to launch the creation of a national seed production county, deeply explore industrial advantages, combine regional resources, and develop the hybrid rice seed production industry. This year, it will build a hybrid rice seed production base of about 15,000 acres, empowering regional economic development with characteristic industries and assisting rural revitalization.
