On the afternoon of October 26, the 2026 Huaihua Municipal Cultural Tourism High-Quality Development and Industrial Investment Conference was held in Xiaoping Town, Chenxi County. Wei Zhaohui, secretary of Huaihua Municipal Party Committee, attended the conference and delivered a speech. She emphasized the need to thoroughly study and implement the important instructions of general secretary Xi Jinping on cultural and tourism work, earnestly implement the decisions and plans of Hunan Provincial Party Committee and Hunan Provincial Government as well as the requirements of the Seventh Hauihua Municipal Party Congress, and accelerate the construction of the Zhangjiajie-Huaihua-Guilin world-class tourism corridor to continuously promote the high-quality development of Huaihua’s cultural tourism industry. Gao Jingsheng, deputy secretary of Huaihua Municipal Party Committee and acting mayor of Huaihua Municipal Government, presided over the conference. He Zunqing, deputy secretary of Huaihua Municipal Party Committee and secretary of the Political and Legal Affairs Commission of Huaihua Municipal Party Committee, Li Wanqian, director of Huaihua Municipal People’s Congress Standing Committee, and Peng Yanmin, Party group secretary of Huaihua Municipal Committee of the Chinese People”s Political Consultative, attended the conference. Also in attendance were Yin Peiguo, Hu Chen, Huang Jianxin, Zuo Hong, Zhou Yangpin, Wu Hanming, and Xiang Rulian, all being members of the leadership group of Huaihua Municipal Government.
Wei pointed out that since September last year, the organizing committee of the conference and various departments concerned, especially the local authority of Chenxi County, have worked together to promote the preparation work of the municipal tourism development conference with high standards. They have created distinctive experiences and new practices on bravely opening up new tourism programs with market orientation and highlighting tourists’ immersion and deep cultural exploration with fruitful results by making rural areas the main tourism attractions.
Wei stressed the need to work together with Zhangjiajie and Guilin to build a world-class tourism corridor through deeper and more practical exchanges of tourist sources, routes, and brand promotion with the two cities. So we must make every effort to turn Hongjiang Ancient Business Town to be the first national 5A scenic spot of Huaihua city. In addition, we should timely initiate the application of Gaomiao Site and Dong Village for World Cultural Heritage. We also need to deepen and implement the concept of “enjoying amazing mountains and waters behind culture” by continuously organizing series of activities of “Touring Across Huaihua” annually with different themes to make Huaihua’s beautiful landscapes known home and abroad. What’s more, we must hold a perfect and distinctive Tourism Development Conferences to build a pattern of “contiguous development and comprehensive tourism”. Being the next host county of Huaihua Municipal Tourism Development Conference, Tongdao should plan ahead and strive to hold a brand new cultural and tourism event on developing a chain of cultural and tourism boutique routes with a strong sense of design and luxury by focusing on theme consumption, emotional consumption, and scene consumption. We should also take celebrity effects such as “Zhang Xue's Motorcycle” to promote Huaihua’s culture and tourism by categorizing and combining landscape sightseeing, cultural imprints, character stories, etc. To innovate and introduce new products, new formats, and new ways of playing, we should cultivate young managers or start-up teams to create scarce and popular cultural and tourism products empowered by “black technology” of AI. We should also establish a cultural and tourism alliance, learn from each other, and jointly seek business opportunities. We should work together with the government and enterprises to expand and strengthen the cultural and tourism industry by sincerely inviting “partners” in scenic area development and operation, “investors” in high-end boutique homestays, “influencers” for domestic and foreign high-end tourists, and “spokespersons” for market promotion, so as to achieve mutual benefit and win-win results, and ultimately turn tourism into a new industry and new power for enriching the people and revitalizing the city.
During his hosting of the conference, Gao Jingsheng pointed out that we must adhere to the idea of developing tourism through culture and promoting culture through tourism with a strong sense of “benefiting the people with tourism”. Therefore, we should refine measures and consolidate responsibilities item by item in accordance with the key tasks clearly defined in this conference and reach all the goals one by one so as to continuously promote the high-quality development of the city’s cultural and tourism industry, thus contributing to accelerating the construction of Huaihua being a national first-class tourism and vacation destination.
In addition, the “Three Year Action Plan (2026-2028) for Accelerating the Construction of Zhang-Huai-Gui World Class Tourism Corridor and Building Huaihua a Regional Tourism Consumption and Distribution Center" and “Ten Measures for Accelerating the Construction of Zhang-Huai-Gui World Class Tourism Corridor and Building Huaihua a Regional Tourism Consumption and Distribution Center (Trial)” were interpreted in the conference. Then, Chenxi County handed over the flag to Tongdao County, the host of the 6th Huaihua Municipal Tourism Development Conference.

What’s more, the heads from Huaihua Municipal Bureau of Culture, Tourism, Radio, Film and Sports, Huaihua Municipal Bureau of Agriculture and Rural Affairs, the People’s Government of Chenxi County, Hunan Overseas Travel Agency, Hunan Mango Culture and Tourism Co., Ltd, and Chenxi Cave Coffee made a speech respectively.
Before the conference, all attendees visited Dayou Academy and Book Cave in Xikou Village, Shixi Township, Chenxi County.
