On the afternoon of October 5th, Wei Zhaohui, secretary of Huaihua Municipal Party Committee, presided over a video dispatch meeting at the Municipal Emergency Command Center on dealing with possible emergency across the city during the National Day holiday. She emphasized the need to thoroughly implement general secretary Xi Jinping's important remarks on safety production, conscientiously implement the work requirements of Hunan Provincial Party Committee and Hunan Provincial Government, and strive to ensure a safe, peaceful and orderly National Day holiday. Zuo Hong and Wu Hanming attended the meeting, both being key officials of Huaihua municipality.

Before the meeting, Wei visited the duty personnel at the Municipal Emergency Command Center. She first extended holiday greetings to them and then gained a detailed understanding of monitoring, early warning, information reporting and quick response of emergency.

At the dispatch meeting, Wei listened to the report on the safety production and work during the National Day holiday throughout the city, and connected various counties and districts, Huaihua High tech Zone, and the Economic Development Zone of Huaihua International Land Port via video to check the staff on duty. She pointed out that the National Day holiday has been already half over and there would be another peak traffic flow of cars, passengers, and logistic vehicles, so we must strengthen security prevention measures by maintaining sharp vigilance over any potential risk.

Wei emphasized the need to enhance awareness of risk prevention by building a strong ideological “firewall”. she added we should always adhere to the principle of putting the people first, life first, and safety first, resolutely overcome complacency and lucky mentality, and never slack off in doing a good job in the second half of the National Day holiday, with foolproof efforts to ensure that no unexpected incidents occur. We must strictly investigate hidden dangers by weaving a dense risk “filter”, closely focus on key areas, key parts, and key links such as mining, hazardous chemicals, cultural tourism, fireworks and firecrackers, construction, gas, fire protection, forest fire prevention and control, and actively investigate and rectify hidden dangers. We must coordinate and handle properly in the management of cave waste, straw burning control, pollution prevention and control, and other ecological and environmental protection work, so as to effectively nip all kinds of risks and hidden dangers in the bud. We must strictly ensure traffic safety, safeguard the “safe line” of travel, strengthen the control of key vehicles and crack down on traffic violations such as drunk driving, speeding, and overloading. We would fully utilize AI recognition methods to prevent the risk of fatigue driving so as to fully guarantee road safety. To prevent safety hazards arising from charging queues for new energy vehicles, we should strengthen diversion guidance, and effectively alleviate charging congestion. We must strictly control social risks by strengthening patrol and guard in densely populated areas such as stations, scenic spots, and commercial districts, and crack down on various illegal and criminal activities, so as to strictly prevent major public safety incidents and vicious public security incidents from occurring. We must strictly monitor and stand at the forefront of emergency response, strictly implement the system of leaders leading shifts and around-o’clock on duty, firmly guard the information reporting checkpoint, and prevent delayed reporting, omission, misreporting, and concealment, so as to ensure rapid response and efficient disposal in case of emergencies. We must strictly enforce discipline and work style by consolidating the “responsibility chain” of all parties and implementing requirements of responsibility through strengthening inspection and supervision during holidays, so as to raise “safety index” and “happiness index” of the masses with the cost of the “hardworking index” of public servants.
