On the afternoon of October 10, Wei Zhaohui, secretary of the CPC Huaihua Municipal Committee and director of the Municipal Commission for Comprehensively Deepening Reform, presided over a meeting of the Municipal Commission for Comprehensively Deepening Reform. The meeting conducted in-depth study of the important exposition of General Secretary Xi Jinping on comprehensively deepening reform, conveyed and studied the guiding principles of the provincial commission meeting for comprehensively deepening reform and the provincial special dispatch meeting on the reform of “machine-managed bidding”, and studied relevant key reform matters. Present at the meeting were Gao Jingsheng, deputy secretary of the Municipal Party Committee, acting mayor and deputy director of the Municipal Commission for Comprehensively Deepening Reform; He Zunqing, deputy secretary of the Municipal Party Committee, secretary of the Municipal Political and Legal Affairs Commission and deputy director of the Municipal Commission for Comprehensively Deepening Reform; and leading municipal officials Huang Jianxin, Wu Hanming, Zhang Gong and Zhou Wei.
The meeting reviewed and approved such documents as the Implementation Plan of Huaihua City on Advancing the “Low-altitude + AI” River Chief Reform, the Pilot Plan of Huaihua City on the Integration of Weather Modification and Specialized Safeguard Support, and the Ten Measures for Deepening the Zero-Based Budgeting Reform. It also heard reports on the progress of the reform of cross-departmental centralized and unified management of property involved in criminal cases and of efforts to establish a mechanism for the coordinated advancement of integrated flood and drought prevention and farmland replacement.
The meeting pointed out that efforts should be made to further strengthen political, ideological and action awareness in advancing reform, seek impetus, vitality, methods and pathways from reform, and break free from mindsets and path dependence. We should keep pace with the provincial commission for deepening reform, identify the right convergence points, breakthroughs and entry points, and implement key reform tasks to the letter without any discount. We should focus on building Huaihua into a regional highland of reform and opening up, carry out a new round of action to tackle key reforms in depth, and make dedicated efforts to remove institutional and mechanism barriers that constrain high-quality development. Centering on building the “5+10” modern industrial system 2.0, realizing the value of ecological products, and applying AI in real world scenarios, we should roll out, in succession, a batch of landmark and pacesetting reforms.
The meeting noted that we should take the initiative in smart river patrols, take the lead in piloting the “low-altitude + AI” river chief reform, improve the whole chain of smart water governance, and extend the results of AI applications to flood control and disaster response, ecological and environmental protection and other fields, so as to maximize the gains of reform.
The meeting pointed out that we should seize the opportunity presented by the pilot on integrating weather modification with specialized safeguard support, deliver on all pilot tasks with high quality, remove barriers to military-civilian integration, and deepen reform and innovation in related fields.
The meeting emphasized that we should advance the zero-based budgeting reform in depth to improve its quality and expand its coverage, strictly implement the requirement to live within tight means, tighten rigid constraints on budget implementation, step up efforts to broaden revenue sources while cutting expenditure, and ensure the reform delivers tangible results.
The meeting stressed that we should advance steadily the reform of cross-departmental centralized and unified management of property involved in criminal cases, using reform to break entrenched problems, platforms to enhance quality and efficiency, and joint management to pool synergy, so as to continuously raise the level of professional, intelligent and standardized judicial case handling, and enhance the people’s sense of gain in the rule of law through tangible reform outcomes.
The meeting pointed out that we should firmly shoulder the political responsibility for the reform of integrated flood and drought prevention and farmland replacement, focus on removing bottlenecks and constraints, tackle difficulties head-on, and accomplish the set targets and tasks on schedule.
