On the afternoon of August 31, the leading group of Huaihua Municipal Party Committee’s Party Building held a meeting to convey and study the important instruction of the general secretary Xi Jinping on consolidating, expanding, and practicing a correct understanding of governance performance, fully implement the spirit of the meetings of the Central Party Committee and of the Party Building Leading Groups of Hunan Provincial Party Committee, summarize the learning and education results of the instruction and spirit of Huaihua city, and study and deploy measures to consolidate and expand the achievements of the learning and education campaign. Wei pointed out in her speech that since the launch of learning and education of the instruction of the general secretary Xi Jinping and the spirit of the meetings of the Central Party Committee and of the Party Building Leading Groups of Hunan Provincial Party Committee, the party organizations at all levels in the city have carried out unified deployment, shouldered political responsibilities, and promoted learning inspection and reform as a whole, achieving significant results and expected goals in learning and education. All levels of party organizations in the city should conscientiously summarize the effectiveness of learning and education work, accumulate important experience, further deepen the understanding of the regularity of centralized education within the party, focus on the long-term task of establishing and practicing the correct view of political achievements, and strive to create achievements that can withstand the test of practice, the people, and history.

Wei emphasized the need to continuously strengthen the ideological foundation, persistently use president Xi Jinping’s ideology of socialism with Chinese characteristics in the new era to solidify our heart and soul, regularly carry out education and training on a correct understanding of governance performance, and carry out education and training for county and township party and government officials, newly promoted cadres, young cadres, and key position cadres in a hierarchical and classified manner after the election. We will guide party members and cadres to always take responsibility and fulfill their duties with the correct understanding of governance performance.We need to work hard to identify and rectify problems for a long time, implement a list based closed-loop rectification, track and evaluate the effectiveness in a long-term manner, and have regular similar campaigns to ensure a good result. Wei added that we must use our hearts and emotions to do well in practical matters related to people’s livelihood, adhere to the Party's mass line in the new era, carry out centralized resolution of petition issues, and provide the masses with more sense of gain, happiness, and security. We must firmly establish the correct orientation of personnel employment, improve the performance evaluation of promoting high-quality development, establish a long-term mechanism for selecting outstanding cadres with a sense of responsibility, and focus on identifying, discovering, and inspecting cadres in the front line of industrial development, project construction, emergency response, etc. We must strictly strengthen management and supervision, strictly implement democratic centralism, strengthen the full process supervision of the decision-making behavior of the leadership team and leading cadres, implement daily supervision, adhere to strict investigation and punishment, and continue to maintain strong deterrence. We need to tighten the responsibility chain from top to bottom. Party committees (party groups) at all levels in the city should include consolidating and expanding learning and education achievements in their important agendas. Party committee (party group) secretaries should take on the responsibility of the first person in charge, while other members of the leadership team should implement the “dual responsibilities of one position”. Discipline inspection and supervision organs, organizational departments, etc. should each perform their duties and responsibilities to ensure that all measures are implemented effectively.
