Bearing the earnest expectations of the city's people and entrusted with the historic mission of building on past achievements and forging ahead, the Seventh Huaihua Municipal Congress of the Communist Party of China was held yesterday. We extend our warm congratulations on the convening of the congress.
The congress is being held in the year marking the 105th anniversary of the founding of the Communist Party of China and the launch of the 15th Five-Year Plan, at a critical time when Huaihua has built strong momentum and is poised for breakthroughs. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the congress will firmly uphold and put into practice the correct view of political performance. It will further mobilize the entire city to pursue innovation and change, strengthen links to the sea, unlock resources and build on its strengths, shoulder the mission of the times and press ahead in its drive to catch up. Huaihua will remain firmly committed to the blueprint of the "Three Highlands and Four New Missions," continue to implement the "Five New Initiatives and Four Cities" strategy, accelerate its development into a regional hub serving the border areas of Hunan, Hubei, Chongqing, Guizhou and Guangxi, and strive to write a new chapter in Chinese modernization. A successful congress will be of great significance in uniting officials and residents across the city, inspiring them to advance with confidence on the new journey, contribute in the new era and accelerate Huaihua's high-quality development.
Since the Sixth Huaihua Municipal Party Congress, under the strong leadership of the CPC Central Committee and the Hunan Provincial Party Committee, we have thoroughly studied and implemented the guiding principles of the 20th CPC National Congress and the plenary sessions of the 20th CPC Central Committee. We have fully acted on General Secretary Xi Jinping's important speeches and instructions concerning Hunan, and united the entire city in overcoming difficulties and working with determination. We withstood the severe impact of the once-in-a-century pandemic, responded effectively to a series of major risks and challenges, and made solid progress in the four areas of the port, industry, the city and tourism. Huaihua achieved major economic and social progress and successfully fulfilled the goals and tasks set at the sixth municipal Party congress. By concentrating our efforts, we accomplished five major undertakings with a lasting impact: the development of Huaihua International Land Port was incorporated into the State Council's Several Policy Measures for Accelerating the Rise of the Central Region in the New Era; the Hunan RCEP Economic and Trade Expo, a high-level platform for opening up, secured Huaihua as its permanent venue; Huaihua was included in the first group of national pilot areas for mechanisms to realize the value of ecological products; the city successfully completed its transition-period tasks for consolidating and expanding the gains of poverty alleviation and linking them effectively with rural revitalization; and it strengthened the foundations for faster development as it catches up and advances.
The next five years will be a decisive period for Huaihua to marshal its full strength and accelerate its development. They will also be a critical stage for achieving concentrated breakthroughs and transforming the city into a regional hub serving the border areas of five provinces and provincial-level regions. We must thoroughly implement the guiding principles of the 20th CPC National Congress and the plenary sessions of the 20th CPC Central Committee, and fully act on General Secretary Xi Jinping's important speeches and instructions concerning Hunan. We must make major advances in industry, projects and investment attraction; pursue innovation and change; strengthen links to the sea; unlock resources; and build on our strengths. We will establish an urban functional system featuring "Three Highlands and Three Centers," achieve the goals of "moving up two tiers, taking three strides and making improvements in four areas," accelerate Huaihua's development into a regional hub serving the border areas of five provinces and provincial-level regions, and strive to write a new chapter in Chinese modernization.
The new blueprint holds bright prospects, and the new journey calls us forward. We are confident that the delegates from every sector of the city will live up to the trust placed in them by the city's Party members and the expectations of its people. They will faithfully perform their honorable and solemn duties, successfully complete every item on the agenda, and make this a congress that upholds the banner, strengthens unity and morale, maintains integrity and inspires determined action.
The flowers of past endeavor have borne abundant fruit, and fresh resolve now calls us to write a new chapter. Let us rally more closely around the CPC Central Committee with Comrade Xi Jinping at its core and, under the strong leadership of the Hunan Provincial Party Committee, remain firmly committed to the blueprint of the "Three Highlands and Four New Missions." Let us continue to implement the "Five New Initiatives and Four Cities" strategy, accelerate Huaihua's development into a regional hub serving the border areas of five provinces and provincial-level regions, and work tirelessly to write a new chapter in Chinese modernization.
