Fortify the line of defence for safety and stability during the two major holidays
On September 22, Huaihua held a key-work coordination meeting on work safety, duty arrangement during the Mid-Autumn Festival and National Day holidays, along with investigation, screening and rectification of karst cave garbage pollution issues. Zhou Zhongyan, member of the Standing Committee of the Huaihua Municipal Party Committee, deputy secretary of the Party Leadership Group and vice mayor of the Huaihua Municipal People’s Government, presided over the meeting.
The meeting pointed out that the city is currently at a crucial stage of convening the Huaihua Municipal Congress of the Communist Party of China. With the approaching of the Mid Autumn Festival and National Day, various potential safety risks and dangers are intertwined. All sectors across the city must guard against slackness and complacency, and implement all work measures in a strict and meticulous manner.
In terms of work safety, it is imperative to enforce a closed-loop management and control mechanism, conduct thorough risk investigation without leaving any blind spots, carry out stringent law enforcement inspections, strengthen safety publicity and guidance, and prioritize forest fire prevention and suppression. For problems identified in mine supervision inspections, list based management and item by item closure upon verification shall be adopted. Root cause governance shall be intensified. Maximum statutory penalties shall be imposed on violations such as fake rectification and covert production under the guise of shutdown.
Solid efforts shall be made to advance the investigation and rectification of karst cave garbage pollution. The principle of “one file and one tailored plan for each cave” shall be put into practice. Re investigation and re-verification shall be conducted during the holiday window period, and illegal acts including pollutant discharge and garbage dumping in karst caves shall be severely cracked down on.
Meanwhile, straw burning prohibition/restriction and resource-based utilization shall be promoted through a combination of blocking and guiding, with strict implementation of burning prohibition controls. Close attention shall be paid to pine wilt disease prevention and control. Territorial responsibilities shall be consolidated, special purpose prevention and control funds shall be properly utilized, and full-coverage governance shall be advanced against a reversed schedule.
The meeting demanded that all levels and departments tighten the chain of responsibility, strengthen vertical coordination between higher and lower authorities as well as horizontal collaboration among relevant departments, assign responsibilities to specific individuals, station duty personnel at designated posts, and embed supervision throughout the whole process, so as to fully safeguard safety, stability and order across the city during the holidays.
