On the morning of September 18, Gao Jingsheng, deputy secretary of the CPC Huaihua Municipal Committee and acting mayor of Huaihua Municipal People’s Government, presided over an executive meeting of the Huaihua municipal people’s government. In the meeting, the spirit of Xi Jinping’s recent important instructions, speeches and letters were thoroughly studied and implemented, the spirit of relevant central documents and the spirit of the meeting of the Standing Committee of the CPC Hunan Provincial Committee were conveyed and learned, and arrangements for the implementation of the relevant work across the government system were studied and made.
It was stressed in the meeting it is of necessity to thoroughly study and implement the spirit of the important instructions made by Xi Jinping on the fire accident of a cargo ship at Beihai Shipyard in Qingdao, Shandong Province. We must make plans in advance for safety and stability during the Mid Autumn Festival and National Day holidays, ensuring overall social stability and security across the city. We must thoroughly study and implement General Secretary Xi Jinping’s important instructions on developing advanced manufacturing, cultivate and strengthen advanced manufacturing, closely follow the construction of the “5+10” modern industrial system, promote the all-round concentration of various high-quality resources into advanced manufacturing, and guide more enterprises onto the development path of digital transformation, intelligent upgrading, and AI empowerment. It is of necessity to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speeches at the 26th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization Member States as well as the spirit of the important article “Seventy Years of Standing Together Through Storms, Forging Ahead with Vigor on a New Journey” published in Egyptian media, proactively serve the overall national diplomatic agenda, fully leverage the strategic pivot role of the Huaihua International Land Port, and bring Huaihua into full play in building Hunan into a highland of reform and opening up in the inland region. It is of necessity to thoroughly study and implement the spirit of the important congratulatory letter from Xi Jinping marking the 70th anniversary of the launch of Little Trumpet, a program of China Media Group, as well as the spirit of his important letter of congratulations on the 80th anniversary of the founding of Jilin University. We will continue to make every effort to provide education that satisfies the people by fostering a sound social atmosphere of respecting teachers and valuing education, and safeguarding the healthy growth and all round development of children and adolescents. It is of necessity to thoroughly study and implement the spirit of Xi Jinping’s important reply letter to all members of the “Zhangzhou 110” unit in Fujian Province. We will steadily advance the modernization of public security work and forge a stalwart public security force that is loyal, upright and responsible. In the meeting, the spirit of the document “Measures for Holding Party and Government Leading Cadres Accountable for Ecological and Environmental Damage” issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council was conveyed and studied. It was emphasized in the meeting that it is of necessity to strengthen ideological understanding and earnestly protect green mountains and clear waters in Huaihua.
We must improve law enforcement effectiveness, further standardize ecological and environmental supervision and law enforcement practices, properly calibrate enforcement standards, enhance case-handling quality, and continuously raise the level of ecological and environmental law enforcement. We must solidly carry out rectification of problems and promote the sustained improvement of ecological and environmental quality with concrete results and real outcomes. In the meeting, the “15th Five-Year Plan for the Development of Huaihua International Land Port (Draft for Review)” was reviewed. It was stressed in the meeting that it is of necessity to deepen understanding and proactively plan and advance the work of each department and sector within the overall development of the land port, achieving “one blueprint for planning and one chessboard for work”. We must focus on key priorities, earnestly carry out planning alignment, corridor construction, and platform application and development, advance main port operations and project implementation, strengthen supporting linkages, proactively coordinate with higher-level authorities, and strive for policy support. We must strengthen supervision and establish mechanisms for regular scheduling, full-coverage inspection, and periodic reporting, ensuring that the plan is implemented.
The relevant documents including the “Work Plan for the 2026 Anjiang Hybrid Rice Conference (Draft for Review)” was also reviewed and other related matters were studied in the meeting.
