On the afternoon of September 14, the Theoretical Study Center Group of Huaihua Municipal Party Committee held the tenth collective study session of 2026 to deeply study and comprehend general secretary Xi Jinping’s economic thought and Xi’s important discourse on Chinese-style modernization. The session aimed to firmly establish and practice a correct understanding of governance performance, adhere to the overarching principle of pursuing steady progress while seeking advancement, maintain confidence, overcome difficulties head-on, and accelerate high-quality economic and social development. Wei Zhaohui, secretary of Huaihua Municipal Party Committee, presided over the study session and delivered a speech. Gao Jingsheng, deputy secretary of Huaihua Municipal Party Committee and acting mayor of Huaihua Municipal Government, as well as He Zunqing, deputy secretary of Huaihua Municipal Party Committee and secretary of the Political and Legal Affairs Commission of Huaihua Municipal Party Committee, attended the session and delivered a speech respectively. Also in attendance were Li Wanqian, director of Huaihua Municipal People’s Congress Standing Committee, and Hu Chen and Zhou Chongyan, both being key members of Huaihua municipality.
Wei pointed out that since the 18th National Congress of the Communist Party of China (CPC), the Party Central Committee with comrade Xi Jinping at the core has continuously deepened its understanding of the laws of economic work, put forward a series of new concepts, new ideas and new strategies, and formed Xi’s economic ideas, which has provided a fundamental basis for us to do well in economic work in the new era and promote Chinese path to modernization, so all related departments of Huaihua city should adhere to the integration of learning, thinking, and application, and the unity of knowledge, belief, and action, combined with the study and implementation of general secretary Xi Jinping’s important speech and instructions on Hunan work, to better guide the solution of practical problems, deeply understand the decisive significance of the “two consolidations” through practical actions so as to achieve the “two safeguards”.
Wei emphasized the importance of combining learning with application, and using scientific strategies and methods to do a good job in economic work. She added that we must always adhere to the correct view of establishing and practicing a correct understanding of governance performance, consolidate and expand the achievements of theoretical learning and education, continuously deepen the “one establishing and two stricts” special rectification, and guide party members and cadres to achieve economic and social development with correct understanding of governance performance. We must always adhere to high-quality development, firmly focus on industries, projects, and investment promotion, and strive to build the 2.0 version of the “5+10” modern industrial system, with a focus on building 5 billion yuan industrial clusters and continuously improving the development status. We must always adhere to the principle of seeking economic progress while maintaining social stability, make every effort to stabilize the economic fundamentals, keep up with the latest trends in technology and industrial development, especially the wave of artificial intelligence development, vigorously implement the “AI+” action, cultivate and develop new quality productive forces according to local conditions, look ahead to future industries, and continuously inject new strong momentum into high-quality development. We must always adhere to goal guidance, strengthen economic operation analysis and key work, major project scheduling, identify pain points and difficulties that constrain development, implement targeted policies, and tackle them accurately, making every effort to deliver the first report card of the new leadership after the election. We must always adhere to the principle of putting the people first, actively explore mechanisms and methods for doing a good job in people's livelihood under tight financial conditions, solve the urgent needs and worries of the masses with sincerity and emotion, accelerate the payment of people's livelihood arrears, and improve the accessibility and equalization level of basic public services. We must always adhere to safe development, continuously deepen the investigation and rectification of safety production hazards, and effectively improve the level of intrinsic safety and disaster prevention and mitigation capabilities; Efforts should be made to coordinate the bottom line and red line work of maintaining stability through letters and visits, ecological protection, etc., and make practical contributions to the overall stability of a region.
Wei required in the session that we must adhere to the leadership of the Party, scientifically and accurately grasp the scheduling, strive to strengthen our internal skills and make every effort to promote implementation, so as to fulfill various tasks of economic development.
