A recent on-site promotion meeting on the elderly care service consumption subsidy program was held in Tongdao County. Participants made field visits to learn about the rollout of consumption subsidies in Huangdu Village, Pingtan Township, and the operation of the home-based care service station at Chunjiangfu Community.
As of the end of August, a total of 184 institutions/enterprises across the city have taken part in the program. 44,038 elderly care service vouchers have been issued, with a total redeemed value of 14.6725 million yuan and a redemption rate of 76.6%. The program has leveraged a total of 49.1955 million yuan in elderly care service consumption.
Huaihua has 82 registered elderly care institutions, among which 76 are participating in the subsidy program, representing a participation rate of 92.68%. A total of 31,821 seniors has registered via the “Minzheng Tong” app, and 18,119 are assessed as moderately or severely disabled. All 16,505 capacity assessment vouchers have been fully redeemed. Tongdao County and Hecheng District lead the city in fund utilization. Tongdao has launched a training program of “one caregiver per village”, cultivating certified nursing staff to achieve full coverage across townships, laying a solid talent foundation for the implementation of the subsidy policy.
A core priority is to ensure rural elderly residents can actually spend the vouchers. Huaihua will explore upgrades to the “one caregiver per village” model. Caregivers will make regular rounds to remote villages to deliver on-site capacity assessments, nursing services and policy agency services. Each county, county-level city and district will nurture at least one to two model enterprises offering home-based care services in rural areas. Elderly care workers will be recruited and trained from surplus rural labour and healthy younger seniors to realize local employment and on-site services. To address the difficulty of elderly people of advanced age and with disabilities in rural areas using smart devices, every township (sub-district) will set up at least one agency service point for elderly care, providing end-to-end proxy services including assessment, voucher collection and redemption.
On supervision, seven non-compliant institutions in the city have been placed on the red list, demonstrating the firm commitment to safeguarding the legitimate rights and interests of the elderly. All counties, county-level cities and districts will establish regular spot checks and dynamic verification mechanisms to ensure every cent of subsidy funds is used properly.
