On the morning of September 10, Gao Jingsheng, deputy secretary of the CPC Huaihua Municipal Committee and acting mayor of Huaihua City, conducted a special inspection on the systematic governance of the water environment in the Taipingxi River Basin. He stressed the need to thoroughly study and implement Xi Jinping Thought on Ecological Civilization, earnestly carry out the decisions and arrangements of the Party Central Committee and the State Council as well as the work requirements of the Provincial Party Committee and Provincial People’s Government, unswervingly pursue systematic governance, accelerate the construction of treatment projects, and achieve an overall improvement in water quality of the river basin. Hu Heping, vice mayor, and Lin Hua, secretary-general of the Municipal People’s Government, attended the inspection.
Gao Jingsheng visited the construction site of the project covering the area from Fanshentang Reservoir on North Jinxi Road to the former Tobacco Company, to learn about the progress of the drainage facility renovation project. At No.1 Pumping Station of the old arch culvert along Yanhe Road, he inspected the overall progress of the rainwater and sewage diversion renovation project. At Well No.83 and Well No.84 of the Taipingxi River, he checked water quality on-site. At the municipal wastewater treatment plant, he was briefed on the operation of sewage treatment facilities.
During the inspection, Gao pointed out that the systematic governance of the water environment in the Taipingxi River Basin constitutes a major political task for rectifying problems identified in inspections and ecological and environmental protection oversight, and an important livelihood project to advance urban renewal and improve living environment. Efforts shall be focused on pollution interception and source control, speeding up the construction of sewage pipe networks, drainage facility upgrading and rainwater-sewage separation projects, and severely cracking down on illegal acts such as secret, leakage and excessive pollutant discharge. Ecological restoration shall be pushed forward, with regular dredging, river surface cleaning and riverbank regulation to continuously enhance the self-purification capacity of water bodies and optimize hydrodynamic conditions. A long-term management and protection mechanism shall be improved. The river chief system should be strictly enforced, law enforcement and supervision strengthened, and monitoring and early warning carried out for water quality at key sections, key discharge outlets and key pipe networks, so that problems can be discovered and addressed at an early stage.
