The 7th Congress of the CPC Huaihua Municipal Committee concludes on the morning of September 24.
The 7th Congress of the Communist Party of China (CPC) Huaihua Municipal Committee concluded successfully on the morning of September 24, following the election of the new CPC Huaihua Municipal Committee, the new CPC Huaihua Municipal Commission for Discipline Inspection, and the delegates to the 13th Congress of the CPC Hunan Provincial Committee, and the adoption of the resolution on the report of the 6th Municipal Party Committee and the resolution on the work report of the 6th Municipal Commission for Discipline Inspection.

Members of the Standing Committee of the Presidium of the congress, including Wei Zhaohui, Gao Jingsheng, He Zunqing, Li Wanqian, Yin Peiguo, Hu Chen, Huang Jianxin, Zhou Chongyan, Zuo Hong, Zhou Yangpin, Wu Hanming, Zhang Gong, Zhou Wei and Tang Cheng, took their seats in the front row of the rostrum.
A total of 444 delegates were supposed to attend the congress, and four asked for leave due to business or illness. The 440 delegates present met the required number.
The congress adopted the Resolution on the Report of the 6th CPC Huaihua Municipal Committee at the 7th Congress of the CPC Huaihua Municipal Committee and the Resolution on the Work Report of the 6th CPC Huaihua Municipal Commission for Discipline Inspection at the 7th Congress of the CPC Huaihua Municipal Committee.
After all items on the agenda were completed, Wei Zhaohui delivered a speech, noting that the congress was a meeting that held high the banner, united people and boosted morale, sought truth and pragmatism, and forged ahead with a pioneering spirit. The congress deliberated and adopted the report of the 6th Municipal Party Committee and the work report of the Municipal Commission for Discipline Inspection, comprehensively reviewed the practical achievements of the past five years, specified and refined the blueprint of the 15th Five-Year Plan into a road map, and elected a new Municipal Party Committee, a new Municipal Commission for Discipline Inspection, and delegates to the 13th Provincial Congress, thus successfully achieving the goals of drawing a good blueprint, electing a good leadership team and pooling good consensus.
Wei stressed that this meeting officially launched the magnificent journey of accelerating the building of a regional central city at the junction of five provinces and striving to write a new chapter of Chinese-style modernization for Huaihua. The whole city should act quickly, unify thoughts and actions with the spirit of the congress, and pool wisdom and strength into the goals and tasks set by the congress, keep anchoring the goals and carrying on the struggle, unswervingly turning the new blueprint drawn by the congress into a reality.
Wei also pointed out that to realize the new blueprint, we should keep a firm grasp of the direction with the sober-mindedness. In accelerating the building of a regional central city at the junction of five provinces, we must always uphold a clear-cut political stance, deeply understand the decisive significance of establishing the positions of Comrade Xi Jinping as the core of the Party Central Committee and the core of the whole Party and establishing the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, firmly uphold the “Two Establishments” and achieve the “Two Upholds”, persistently use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to build the Party, always bear in mind the greatest concerns of the nation, and ensure that when the General Secretary issues orders and the Party Central Committee makes arrangements, Huaihua takes action.
Wei noted that to realize the new blueprint, we should carry on the struggle with the pragmatic attitude. In accelerating the building of a regional central city at the junction of five provinces, we must guide high-quality development with a correct view of political achievements, focus on goals such as the “three highlands and three centers”, concentrate efforts on major matters such as fostering trillion-yuan industrial clusters and the “AI+” initiative, and open up a new prospect of high-quality development with practical work and concrete achievements.
Wei emphasized that to realize the new blueprint, we should serve the people with the sentiment of a “servant of the people”. In accelerating the building of a regional central city at the junction of five provinces, we must practice the people-centered development philosophy, seek more benefits for the people’s livelihood, address more concerns of the people’s livelihood, and do more practical things for the people’s livelihood, truly turning the dividends of development into welfare of the people, so that the people’s lives become ever more prosperous.
Wei highlighted that to realize the new blueprint, we should pool our strength. In accelerating the building of a regional central city at the junction of five provinces, we must seek the greatest common divisor and draw the largest concentric circle, extensively gather the mighty strength of the whole city to start undertakings, and jointly create new achievements worthy the trust of the Party and the people.
Wei underlined that to realize the new blueprint, we should firmly hold the bottom line with the self-awareness of an “examinee.” In accelerating the building of a regional central city at the junction of five provinces, we must shoulder the political responsibility of governing the Party with strict discipline, deepen efforts to improve conduct, enforce discipline and fight corruption, “declare war” on unhealthy tendencies and practices and against deep-rooted problems, urge the broad ranks of Party members and officials to respect the rules, stay in awe of and guard against what they should and hold the bottom line, so that clean and upright conduct prevails across Wuxi Land.
Wei concluded that the times never fail those who strive. Let us rally more closely around the Party Central Committee with Comrade Xi Jinping at its core, and, under the strong leadership of the Provincial Party Committee, anchor the goals and carry on the struggle, striving hard to accelerate the building of a regional central city at the junction of five provinces and write a new chapter of Chinese-style modernization for Huaihua.
Retired leading officials who once served as deputy secretary of the prefecture (city) Party committee and heads of the prefecture (city) people's congress and political consultative conference; principal leaders of democratic parties and the Federation of Industry and Commerce, and non-Party personages of democratic parties who hold leading positions at the city level; leading Party members and officials at the city level who were not delegates to this congress; members and alternate members of the 6th Municipal Party Committee and members of the Municipal Commission for Discipline Inspection who were not delegates to this congress; deputy secretaries-general of the Municipal Party Committee who were not delegates to this congress; principal Party members and leaders of Party and government offices at the main department level directly under the city who were not delegates to this congress; and principal Party members and leaders of central and provincial institutions stationed in Huaihua who were not delegates to this congress attended the congress as non-voting participants.
The congress closed with a resounding rendition of The Internationale.
