    Municipal-level centralized care exceeds annual target four months ahead of schedule

    Tailored care warms hearts, disability services improve lives

    On August 25, a reporter learned from the Huaihua Disabled Persons’ Federation that, as of late August, Huaihua’s 2026 municipal-level centralized care program for people with disabilities had reached 130% of its annual target, exceeding the goal by more than four months ahead of schedule.

    Xiao Yang (a pseudonym), from Zhijiang Dong Autonomous County, was emotionally unstable before entering the facility and frequently exhibited aggressive behavior, placing immense pressure on the family as caregivers. After moving into the center in 2023, the care staff patiently provided counseling, behavioral correction and training in independent living skills, while organizing a range of cultural and recreational activities to help ease Xiao Yang’s emotions.

    After two years of attentive care, Xiao Yang completely stopped tearing up belongings, became calmer and more cheerful, and began voluntarily tidying the room and cooperating with rehabilitation exercises. The family could finally put their worries to rest.

    “No one at home could look after him for an extended period, so we were worried sick every day. Now the care center provides professional and compassionate care, and our child is doing better and better. We are truly grateful for the supportive policies of the Party and the government,” a family member said gratefully.

    Providing centralized care for people with disabilities is a key livelihood initiative that safeguards the basic needs of vulnerable groups and enhances public well-being. Under the overall coordination and guidance of higher-level authorities, the Huaihua Disabled Persons’ Federation has taken the initiative and adopted targeted measures, helping the Huaihua Huacheng Disabled Persons’ Care and Rehabilitation Center deliver solid care and rehabilitation services and create, with dedication and compassion, a happy and supportive haven for people with disabilities.

    The center, which serves as the implementation platform for a key municipal livelihood project supporting people with disabilities, currently provides residential care to 130 individuals. To meet their differing needs, it has adopted a tailored “one person, one plan” service model, developing individualized rehabilitation and care plans for each resident.

    Under Huaihua’s 2026 municipal-level livelihood project, which set a target of providing centralized care to 80 people with disabilities, the center had delivered a cumulative 15,666 person-days of care by August 24. This represents 130.55% of the annual target, with the work completed on time and to a high standard.

    A relevant official with the Huaihua Disabled Persons’ Federation said the organization would continue improving the care service system, refining rehabilitation and support measures, and raising the level of professional care. It will ensure that policies benefiting people with disabilities are fully implemented, enabling more people with disabilities to share in the fruits of development and strengthening their sense of fulfillment, happiness and security.
